저온바이오플라즈마(Nonthermal biocompatible plasma: NBP)의 발생[1]은 일반적으로 대기압에서 발생시킨다. NBP의 물리적, 화학적 특성, 그리고 이의 의학, 공중보건 및 농업 등의 적용모형[1,2] 및 실례를 소개하고 논의한다. Soft jet와 micro-DBD 방식의 NBP는 플라즈마 전자온도와 밀도의 값이 각각 1.2 ~ 3. -15eV 및 3×1014 ~ 5×1015cm-3 [3] 인 특성을 가지며, 이로부터 플라즈마 자외선광분해(Plasma UV photolysis) [1,4,5]과정에 의해서 세포 및 조직안에 활성산소 및 질소종 (RONS)들이 동시다발적으로 생성되며, 그 다음에는 세포밖의 RONS 들이 세포안으로 확산 침투되어 들어가게 된다. 이와 같은 RONS의 순차적인 시너지 상호작용[1,5]로 상처치유, 난치성 암치유 및 치의학 적용에 플라즈마를 의학적으로 사용하고 있다[1,2]. 각종 미생물 사멸 및 바이러스 비활성화, 특히 요즈음 전세계적으로 번지고 있는 COVID19 및 이의 변종 바이러스와의 전쟁은 플라즈마라는 지혜를 가지고 적극적으로 예방할 수 있고, 또한 소독 및 감염된 경 중증 환자를 치료할 수 있는 가능성이 매우 높다[6]. 그리고 식물, 농업의 이슈를 식품 및 생활환경으로 승화하여 이와 관련된 플라즈마 질소고정[7]을 같이 생각하여 본다.

소년원 교사의 직무특성 및 직업전문성이 임파워먼트에 미치는 영향

This descriptive study is designed to analyze the factors related to the duty of the teachers that influence the level of empowerment of the teachers of juvenile training school. Using a structured questionnaire during the period from Apr. 13 to Apr. 25,2002, the researcher collected data from 400 the teachers working for Juvenile Division of Crime Prevention Policy Bureau. The collected data were processed through the SPSS Window program. Analysis was done by using real numbers, percentages, Scheffe test, t-test, Pearson correlation, and Stepwise Multiple Regression. The results are summarized as follows :The teacher's perception of empowerment was significantly related to personal characteristics (age, total length of service,department, time in present position). The factors related to professionalism and job characteristics that influence the level of empowerment of the teachers were public service, autonomy, belief, vocation, task significance, and various skills. The role of the teachers needs to be reviewed in depth by the Juvenile Division.

사형집행인의 심리변화와 적응과정에 관한 연구 : 근거이론적 접근

본 연구는 사형집행을 경험한 교도관의 사형집행과정에서의 심리변화와 적응과정을 규명하고 설명하는 실체이론을 개발하고자 실시되었다. 연구문제는 ‘사형집행으로 인한 교도관이 겪는 충격은 무엇이며 어떻게 그 충격으로부터 벗어나는가?’로 근거이론(Strauss & Cobin, 1998)방법을 적용하여 수행하였다. 연구 결과 개방코딩에서는 74개의 개념, 27개의 하위범주, 10개의 범주가 도출되었고, 과정분석은 ‘사형집행의 경험단계’, ‘사형집행의 정당성 내면화 단계’, ‘체념과 수용단계’ 등 3단계로 나타났다. 핵심범주는‘사형집행의 기억을 떨쳐버리고 새로운 삶 다시 일으켜 세우기’로 이를 중심으로 가설적 정형화와 관계진술을 정리한 결과 건강유지형, 체념형 그리고 상처진행형 등 3가지 유형으로 나타났다. 결과적으로 사형수뿐 아니라 사형집행으로 인한 심리적 충격을 입는 사형집행관에 대한 적절한 치유프로그램 마련 등 사형제도 전반에 대한 인도주의적 관점에서의 재검토가 필요한 것으로 보인다.

「제주특별법」에는 자치경찰의 목적규정이 없다. 다만, 「제주특별법」 제90조에서는 제주경찰의 사무를 일일이 열거하고, 제100조 제1항에서는 「치안행정의 연계성을 확보하고 지역특성에 맞는 치안서비스를 제공」한다고 하여 제한적으로 열거된 자치사무의 업무적 특성을 통하여 자치경찰의 본질을 간접적으로 밝히는 입법기술방식을 취하고 있다. 여기에 자치경찰이 목적규정이 없다고 하여 자치경찰제의 본질과 정체성을 나타내는 존재이유 및 그 해석의 범위와 기준, 개정방향까지 제시할 수 없다고 보아야 하는가의 문제가 있다. 왜냐하면 「제주특별법」상 자치경찰의 목적규정은 실질적 자치경찰을 구현하기 위한 지도적 원리 및 이론적 기초가 될 뿐 아니라 그 법령의 해석지침을 제시하는 중요한 역할을 하기 때문이다. 따라서 다양한 경찰작용을 행하는 자치경찰사무를 규정한 동 법 제90조의 의미도 정책론이 아닌, 현행법으로 재해석되고 재정립되어야 하는 것은 아닌가하는 의문이 생긴다. 이에 본 연구에서는 「제주특별법」상 자치경찰사무의 범위를 현재와 같이 제한하는 근거가 되었던 행정경찰의 개념 및 「제주특별법」이 자치경찰의 규정을 두면서 목적규정을 두지 않았던 가능한 이유, 나아가 이러한 목적규정의 내용에 포함되어야 할 개념요소를 면밀히 검토하여 현행법을 목적규정의 제정에 따른 실질적 치안서비스로서 자치경찰사무에 대한 목적적 해석론을 시도하고 제주자치경찰의 목적규정을 도출하였다. There is no provision of purpose for the Autonomous Police agency under the Jeju Special Act. Article 90 of the Special Act lists every detail of Jeju police agency business affairs. And Article 100(1) stipulates that ‘secure the connectivity of regional policing administration and provide policing service customized to the region. In this manner, the Act describes the nature of Autonomous Police indirectly by mentioning the characteristics of policing business in a limited manner. It is questioned that whether the absence of purpose provision of Jeju Autonomous Police also limits its reason of existence representing the nature and identity of the Autonomous Police, the scope and criteria of its interpretation and even ways of Autonomous Police improvement. It is because, the purpose provisions of Autonomous Police in the Special Act serve not only as a guiding principle and theoretic basis to realize practical local policing service but also as an important guideline for the law interpretation. In this situation, it becomes curious whether the meaning of Article 90 of the Act stipulating diverse policing functions and Autonomous Police affairs should be interpreted not from the perspective of policy theory but from the perspective of current law. With this understanding, this study scrutinized the ground for limiting the scope of Autonomous Police affairs as it is now under the Jeju Special Act; reasons of not including the purpose provisions in the Autonomous Police section of the Jeju Special Act; and conceptual factors to be included in such purpose provisions. By doing so, this study tried the purposive analysis theory on Autonomous Police business of the present law as a practical policing service according to the establishment of purpose provisions and produced the purpose provisions of Jeju Autonomous Police agency.
