소방관은 특수한 환경 속에서 효율적인 소방직무를 수행하기 위하여 일반인보다 높은 체력수준이 요구되는 직업이다. 이런 체력수준은 최초 임용시험부터 성적에 반영되고 재직 중에도 주기적으로 평가되는데, 기초체력 종목으로 이루어진 현행 제도의 문제점을 전문가 그룹 면접, 현직 소방관의 설문을 통해 확인하였다. 그 결과 소방관 현장업무와 연관성이 부족하여현장 적용성이 없고 수검자의 부상 위험성이 높으며, 측정기구나 측정자에 대한 신뢰성이 부족하며 적합한 체력증진을 위한종목으로 활용되지 않는다고 하였다. 이를 개선하기 위하여 미국 CPAT 체력검정과 국내 소방관 629명의 응용체력 평가를훈련 전과 8주 훈련 후 결과를 분석하였다. 분석 결과 훈련 전 대비 훈련 후 소요시간은 약 18%, 산소 소모 압력은 약 17%가감소한 것을 확인하였다. 이를 통해 현행 종목의 단순한 체력평가는 지양되고 현행 임무를 수행하기에 최적화된 새로운체력검정 제도가 개발되어야 한다. 향후 본 연구는 새로운 소방 체력검정 제도 연구에 기초자료를 제공하여 국민이 신뢰할수 있는 새로운 제도를 마련하는 데 초석을 제공하였다는데 의의가 있다. Being a firefighter is a profession that requires a higher level of physical fitness compared to the general population. This fitness is crucial for effectively carrying out firefighting duties in specialized environments. The level of physical fitness is assessed during the initial employment examination and periodically evaluated throughout the firefighter's career. However, after conducting expert group interviews and surveys with current firefighters, several issues were identified with the current system, which mainly consists of basic physical fitness assessments. These issues include a lack of relevance to actual firefighting tasks, a high risk of injury for participants, inadequate reliability of measurement instruments and assessors, and a failure to incorporate appropriate exercises for improving physical fitness. To address these concerns, an analysis was conducted on the implementation of the U.S. Candidate Physical Ability Test (CPAT) and the performance evaluation of 629 domestic firefighters before and after an 8-week training program. The analysis revealed a significant reduction of approximately 18% in completion time and 17% in oxygen consumption pressure after the training period. These findings highlight the need to move beyond simple physical fitness assessments and develop a new fitness testing system that is specifically tailored to the demands of modern firefighting tasks. This study provides essential data that can serve as a foundation for future research on the development of an improved firefighting fitness testing system. The goal is to establish a reliable and trustworthy system that aligns with public expectations.

소방관의 직무 자율성과 직무 만족이 조직몰입에 미치는 영향에 관한 연구

이 연구는 현행 소방공무원 표준일과를 수행하는 소방공무원의 직무 자율성과 직무만족이 조직몰입에 미치는 영향을 실증적으로 분석하고, 근무환경과 출동 특성을 반영한 표준일과 개선에 기초자료를 제공하는 것을 목적으로 한다. 소방공무원의 예측 불가능한 출동환경에 현행의 표준일과를 일률적으로 적용하는 것은 무리가 있다. 전국 소방공무원을 표본으로 분석한 결과 현행의 표준일과 수행은 직무 자율성과 직무만족을 저해하는 것으로 나타났다. 직무 자율성과 직무만족도 독립변인으로, 조직몰입을 종속변인으로 실증 분석한 결과 정(+)의 영향을 미치고 있었다. 따라서 이 연구의 결과는 현행 소방공무원의 표준일과 개선을 통해 조직몰입을 높일 필요가 있음을 시사한다. 다만, 지역별 근무 형태의 차이, 지역별 출동의 특수성, 보직별 특수성 등 모든 제반 사항을 연구에 반영하지 못한 한계를 지니며 향후 연구를 통해 전국 소방공무원에 공통 적용할 수 있는 표준일과로 개선되어야 할 것이다. This study aims to empirically analyze the effect of job autonomy and job satisfaction on the organizational commitment of firefighters who perform their standard daily firefighter routine. Moreover, it provides basic data on standard daily routine improvement by showing the working environment and dispatch characteristics. It is unreasonable to apply a uniform standard daily routine to the unpredictable dispatch environment of fire officials. This study analyzed a nationwide sample of fire officials and found that the current standard daily routine hinders job autonomy and job satisfaction. The empirical analysis was performed with job autonomy and job satisfaction as independent variables and organizational commitment as the dependent variable. The results showed that organizational commitment positively affected job autonomy and job satisfaction. Moreover, they suggest that increasing organizational commitment through improvements in fire officials’ standard daily routine is critical. This study was limited because all factors affecting job satisfaction, such as differences in work, dispatch, and job roles by region, could not be analyzed. Hence, future studies could improve upon these results by investigating a standard daily routine that can be commonly applied to fire officials nationwide, considering the variable factors.

이동식 차폐장비(화염방패) 개발을 통한 ESS 화재 대응 방안 연구

ESS facility’s demand and supply are increasing explosively because of ‘Carbon Neutral’ energy policy for human beings sustainable development. However lithium-ion batteries which are mostly used in ESS have a fatal shortcoming that they are sensitive to heat and impact. So our research team proceeds a study about two main purposes to protect our citizens safety from a fire risk of ESS. First, we make a shielding equipment that blocks out radiation and minimizes exhaustion of physical strength so that firefighters can search obstructive factors more safety and efficiently while putting out the fire. Second, we make an efficient confrontational tactic that utilizes the developed shielding equipment. Through our research, we expect it will be used for basic research data that makes fire response capability strong about ESS facility. ESS 설비는 인류의 지속 가능한 발전을 위해 범세계적인 ‘탄소중립’ 에너지 정책에 따라 그 수요와공급은 폭발적으로 증가하고 있다. 그러나 ESS에 주로 사용되는 리튬이온 배터리는 열이나 충격에민감하여 폭발 및 화재의 위험성이 크다는 치명적인 단점이 존재한다. 본 연구팀은 ESS 화재 위험성으로부터 국민의 안전을 보장하기 위해 크게 두 가지 목적으로 연구를 진행하였다. 첫째, ESS 화재진압 상 장애 요인을 탐색하여 소방대원의 안전하고 효율적인 활동을 위해 복사열을 차단하고, 체력소모를 최소화할 수 있는 이동식 차폐장비(화염방패)를 개발한다. 둘째, 개발된 이동식 차폐장비(화염방패)를 활용한 효율적인 대응 전술을 개발한다. 본 연구를 통해 향후 대한민국 소방 조직에 ESS 시설 화재 대응 역량 강화에 기초자료로 활용되길 기대한다.
