We live in an age of information. We also live in an era of rising environmental awareness. As a result, efficient and judicious use of environmental information has become a prerequisite to planning and management of environmental affairs in contemporary societies. During the past few decades, we have recorded a phenomenal rate of growth and experienced an array of environmental problems such as pollution, destruction of natural environment, and ecological disturbances. In response to these problems we has embarked on a study of Environmental lnformation System(EIS). This study has four major components. First, it describes the current status of EIS in Korea Second, it provides a survey of EIS in other countries, specifically USA and Japan. Third, the study also presents an application of GIS(Geographic Information System)in Korea, USA, and Japan. Finally, the study outlines strategies to develop ElS in Korea.

This experiment Was carried out under two points of view, from May 1st to the end of 1973. One was the comparative determination of the activation factor of Lead dioxide by kinds in measuring of Sulfur oxides concentration by $PbO_2$ cylinder method, and the other was the comparison that result with the record of auto analyzer. Five measuring sites were selected out of Seoul City. Three kinds of Lead dioxide made in Japan (B,C and D) were compared with Standard $PbO_2$ (A for use in Determination of Sulphur in the atmosphere, purity 99% up) made in British Institution, and monthly measuring was conducted at every sampling site. The recording by auto analyzer (Beckman Model 906-A $SO_2$ Analyzer) was conducted once or twice a month for 24 hours at each sampling site during the same period. And some significant results were obtained. 1. In comparative experiments to determine the activation degree of three kinds of Lead dioxide (B,C and D), the obtained correction factor of B reagent was 1.09, 1.16 in C and 1.30 in D against Standard $PbO_2$ (A). Therefore, it should be in need of standardization or clear statement about the reagents for use, in determination sulfur oxides by $PbO_2$ cylinder method. 2. Generally, the concentration of Sulfur dioxide by wilkins' convertion method from $SO_3$ showed about 20-30% higher than those by Auto analyzer.

As the environmental concerns have shifted gradually from the environmental pollutions to the Quality of Life (QOL) enhancement, it has become increasingly important to implement comprehensive assessment of environmental quality for public information as well as decision making. This study focuses on development of PEI(Public Environment Index) which has purposes to improve regional environment and analyzes the status of environment by public as one kind of environmental indices. Factors of PEI calculations are air, water, noise, green space and landscape. Factors are composed of 20 items including soiling and odor. Major contents are calculation of PEI, correlation analysis of factors and items of PEI, regression analysis of PEI and objective environmental indicators prepared as a dang unit, and PEI presentation using GIS. Also, for applying PEI effectively, environmental information as a dong unit is to be collected and managed periodically.

So, we have embarked on a study of Environmental lnformation System(EIS). In the first article, we discussed the status analysis of EIS in Korea, USA, and Japan. This study as the second project has three major components. First, it classifies items and sources of 22 EIA factors. Second, it explains building of environmental information comprising geographic and attribute data of 17 factors. Finally, the study presents applications of EIS as an alternative assessment of suitability analysis. Based on these analysis, the study makes some recommendations and conclusions.

The Determination of the lead content of 20 samples collected from the auto exhaust gases of 4 kinds of gasoline (Kocl Regular,Honam Regular, Kocl Premium and Honam Premium gasoline) were carried out and the total amount of lead of vehicular exhaust gas over Korea and in Seoul city were estimated in this study. Five samples were collected from each kind of gasoline. All samples were collected on the idling stage of the same car (Land Rover). The measurement was performed by Dithizone Method. The obtained results are as follows; 1. Typical calibration curve of the lead standard solutions showed linearity in the range of 0 to 25㎍. per ml. corresponding to about 0.400 absorbance. 2. Lead content of Honam Regular gasoline was 3,452 ±680 mg. per cubic meter of the exhaust gas and that of Koco was 3,224 ±740 mg. This difference was not statistically Significant. 3. Lead content of the Koco Premium gasoline was 10,150 ±1,90 mg. per cubic meter of the exhaust gas and that of Honam was 10,390 ±2,260 mg. The difference was not statistically significant. 4. Lead content of exhaust gas of Premium gasoline was about 3 times of that of Regular gasoline. Therefore Premium gasoline may be more injurious to health than Regular gasoline in consideration of lead only. 5. Total amount of exhaust lead of vehicles over Korea and in Seoul were 157.5 ±33.5kg.,71.0 ±16.1kg. per day respectively.

This is the major reason to develop Environmental Assessment Index. This study focuses on indices development of factors in Environmental Impact Statement Preparation Regulation. Environment in this regulation is composed of natural environment, life environment and socio-economic environment, and it is composed of 22 factors. EAI(Environmental Assessment Index)studied in this research is integrated by 16 factors. It will contribute to public participation in Environmental Impact Assessment process and environmental policy.
