Purpose: The small-scale environmental impact assessment has been in operation since its implementation in August 2000, and is a system that meets the purpose of sustainable development in consideration of the environment in areas requiring conservation. However, when preparing a small environmental impact assessment report, the contents of the reduction measures are too qualitative, or reports are prepared to simply list the compliance stipulated by individual laws, and the contents of consultations prepared by consultative agencies and review agencies are not much different. In addition, the direction of consultation on development projects for similar locations of the same project type is frequently changed by reflecting the subjective judgment of the consultative officer of the Ministry of Environment (Environment Agency). Therefore, this study attempted to improve the establishment of measures to reduce the existing simple listing of qualitative contents and the inconsistent presentation of review opinions by consultative agencies and review agencies. Research design, data and methodology: The research method extracted absolute evaluation items and relative evaluation items among small environmental impact assessment items, analyzed and presented detailed items, and prepared a distribution table for each section according to the details of the relative evaluation items, and presented them as a table. Results: This study was conducted to derive uniform results with objective indicators in the preparation and consultation process of a small-scale environmental impact assessment. Conclusions: Once a quantitative evaluation is established, the consultant can objectively determine and process the environmental impact.
A Study on the Quantitative Evaluation Method of Small-Scale Environmental Impact Assessment

Purpose: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Research design, data and methodology: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Results: As a result of the analysis of qualitative and quantitative factors, the arithmetic sum of the qualitative factors of the total six projects is 160, accounting for 80% of the total number of reduction measures, and the quantitative factors are 40, accounting for 20%. Among them, the number of qualitative reduction measures reached 97.4% for animal and plant items, and more than 90% for air quality, noise and vibration, and eco-friendly resource circulation items. Conclusions: Therefore, it is necessary to avoid establishing qualitative reduction measures and set quantitative measures as the basis, but to specify the specifications, size, and installation location related to the reduction measures, and to calculate the numerical reduction efficiency.
Improvement Measures for Projects Subject to Environmental Impact Assessment in Urban Areas

Purpose: The small-scale environmental impact assessment conducted during the development project stage has focused on the preservation of the natural environment centered on non-urban areas, due to the nature of urbanization, health problems for citizens of high-density urban areas have a limitation in that they are relatively neglected. In the case of strategic environmental impact assessment and environmental impact assessment in urban areas, there is no basis for evaluation in urban areas because there are exceptions to be excluded from the target projects or there are no target project regulations for buildings. Therefore, in this research, we examined the problems with the target project such as the current environmental impact assessment, and tried to establish a system improvement plan that can solve them. Research design, data and methodology: After reviewing the current environmental impact assessment-related laws (including enforcement ordinances) and national land planning laws (including enforcement ordinances), exceptions such as environmental impact assessment in urban areas were identified and problems were identified. Based on this, an amendment to the Enforcement Decree was proposed to provide institutional support for the expansion of target projects such as environmental impact assessment in urban areas. Results and Conclusions: Through this research, it is expected that the projects subject to environmental impact assessment on development projects in urban areas directly related to the health of the people will be expanded, and the net function of the environmental impact assessment system will be maximized.

The purpose of this study is to investigate that the evaluation of odor analysis is affected by the classification of the agency and the general properties of the odor analysts, including gender, age, smoking behaviour, the number of participation in odor assessment, etc, so as to improve reliability and skills in terms of the result of complex odors by the air dilution methods. The sample for complex odor used the field sample which aimed at the odor analysts in the agency. The general characterizations of the odor analysts have affected the results of the odor analysis. The values of odor evaluation obtained by female odor analysts were more delicate than male, and the value of the result was reduced when above 40 s analysts conducted the evaluation. Moreover, Non-smokers perceived odor more sensitive than smokers. The more experience of odor analysis odor analysts had, The less values of the result were assessed. On the other hand, there are no differences in the value of odor evaluation depending on theclassification of institutions that participate in odor investigation. In conclusion, the selection of odor analysts considered gender, age, smoking behavior, and experience may be required to determine the improved reliability of data in odor evaluation. Ideally, Non-smokers 20~40 years old who have no dysfunction for the olfactory sense can be suitable for being optimal odor analyst.
Measures to Improve the Efficiency of the Portable Air Quality Measurement System

Purpose: In this study, pollutants generated in industrial areas were measured using a Portable Air Quality Measurement System(PAQMS). This study intends to examine in detail improvement measures and operational capabilities to operate a more efficient PAQMS. Research design, data and methodology: This study compares and analyzes the measurement values of the PAQMS and the measurement values of the national air quality measurement network. It is intended to develop a PAQMS corresponding to the data of the national measurement network by minimizing the errors that occur during comparative measurement and analysis and supplementing and improving the problems that occur during the current equipment calibration. Results: A PAQMS is an essential equipment for faster and more accurate measurement and analysis of pollutants in case of untimely measurement and civil complaints due to Micro Climate(local weather and environmental influences). Currently, there are many atmospheric measurement equipment in Korea, but only equipment for each item is produced and sold. Currently, these devices on the market must satisfy various conditions such as stable power, temperature, and humidity to calculate accurate measurement values. Conclusions: Therefore, there is no equipment that satisfies the conditions for performing detailed measurement in the field where accurate measurement is required. In this study, these field work conditions and contents for stable measurement were mentioned in the text.
