본 연구는 대졸자의 공급과 노동시장의 수요간 불일치문제를 근본적으로 규명하기 위해 고등교육과 노동시장의 구조 및 상호관계를 밝히고 있다. 먼저, 우리나라 고등교육의 양적 성장과정과 아울러 고등교육인구 팽창의 의미를 고찰하고, 노동시장에서의 인력수요와 대졸자 공급간의 관계 및 이에 영향을 미치는 변인들을 분석하여, 이러한 분석결과를 토대로 이후의 고등교육 정책 방향 연구에 기초자료를 제공하고 있다.

Nowadays, the state power is weakening because of the strong influence of neoliberalism based on capitalist ideology. As a result, the sphere of public life in civil society is becoming narrower. In such a situation as this, voluntary social movements tend to take place from the perspective of overcoming the neoliberal globalization and establishing a new democratic world order. In order to achieve this perspective it is desirable that common citizens undertake adult education for developing active citizenship. This study was motivated to promote social change through adult education oriented toward active citizenship. Therefore, the aims of the study are to form a new theory of adult education for the realization of active citizenship and to make recommendations for reforming neoliberaly oriented adult education conducted by socio-civic organizations. Radical scholars of adult education insist that the real civil society can be put into reality through democratic social movements and political struggles. They insist as well that the adult education for active citizenship is absolutely necessary for the democratization of standstill conservative society. Active citizenship means quality of being able to participate in democratizing a society. Adults can be empowered through the education of active citizenship. It is recommended that adult education undertaken by socio-civic organizations for social change should place more emphasis on forming active citizenship.
