교육 분야 국가 경쟁력의 실태와 과제 : IMD 지표분석을 중심으로

Analysis on the Conditions of Korea Education Competitiveness index of the IMD World Competitiveness Yearbook.Lee, chayoung(Hanseo University)Lee, kwanghyun(KEDI)This paper is aimed to suggest the direction of Korean education development through the analysis of the education index in World Competitiveness Yearbook which is published by International Institute for Management Development(IMD). First of all, we analyze the definition of world competitiveness and examine the methodology of computation of national competitiveness index. Second, we make plans to enhance the competitiveness of Korea education. Last, we provide a basic and long term model to improve current weak points of education competitiveness, for instance, a plan to increase education finance and higher education competitiveness; with educational finance, we need to create a system to attract high quality teachers by increasing teacher compensation and establish open information for higher education institutions to make competitive environment. 이 논문에서는 국제경영개발원(IMD)에서 매년 발표하는 세계경쟁력연감의 국가경쟁력지수 중 교육분야에 대한 분석을 통해 한국 교육의 발전방향을 검토하는 것을 목적으로 한다. 이를 위해서 먼저 국제경영개발원에서 발표하는 국가경쟁력의 정의를 분석하고, 국가경쟁력 산출 방법론을 검토한다. 그리고 교육분야가 차지하는 비중과 교육분야의 경쟁력을 높이기 위한 방안을 제시한다. 마지막으로 교육분야의 낮은 경쟁력을 향상시키기 위한 장기적이며 근본적인 접근 모형을 제시하고 그에 따른 재정확충, 교육프로그램 개선과 고등교육분야의 체질 개선의 방안을 제시한다.

불면증을 동반한 유착성 관절낭염에 대한 지언고론요법 포함 한의치료 1례

Objectives: The purpose of this study was to evaluate the effectiveness of insomnia treatment applied with Giungoroen-therapy in relieving adhesive capsulitis. Methods: There is a patient who has had insomnia symptoms for 2 years ago and complained of shoulder pain from 5 months ago. Korean medicine treatment like acupuncture, pharmacopuncture, herbal medicine and Giungoroen -therapy was applied to this patient. As evaluation tools, the numeral rating scale(NRS), a tool for pain evaluation and the Insomnia Severity Index(ISI), a sleep quality evaluation tool, were used. After 12 days of treatment, the range of motion of the shoulder joint increased and the NRS score improved from 8 to 5 and the ISI score improved from 22 to 16. Conclusion: For the treatment of adhesive capsulitis, it can be effective to relieve insomnia by applying Korean medicine treatments, including Giungoroen-therapy.

이 연구는 교육정책의 구상과 집행 차원에서 흔히 통용되는 용어인 교육 책무성의 개념적 명료화를 시도하고, 그 바탕에서 책무성을 확보하기 위해 등장하는 여러 정책 기제를 검토하며, 연구와 실천의 측면에서 생각할 수 있는 책무성 논의의 발전방향을 제시한다. 책무성의 확보 기제로서 검토한 교육행정 활동의 내용에는 각종 평가, 정보공개, 장학, 감사, 컨설팅 등이 포함된다. 이 연구는 학교와 교원의 임무만 강조하면 책무성이 확보되는 것처럼 간주하는 단순 사고에서 벗어나 책무요구자, 책무이행자, 책무의 내용 및 책무의 범위를 명확히 하는 작업이 중요하며, 책무성 확보기제 사이의 중복을 피하고 상호보완성을 극대화하며, 외부적 책무성의 확인을 통해 책무이행자의 내면적 책무의식이 강화되도록 하는 노력이 요구됨을 지적하고 있다. This study attempts to clarify the concept of school accountability which is generally used in the discussion on educational policy and administration. Based on this conceptual clarification, various policy devices intending to enhance the accountability are examined. Those devices include many evaluation programs (toward student, teacher, school and educational administration authority), public notification system of the informations about educational institutions, supervision, auditing, and consulting. And finally, this study suggests some developmental tasks in the research of this subject. From this study, some significant implications are derived. Even if we suppress school or teacher, the accountability is not secured naturally. The most important thing is to make adequate answer to the following questions. Who is accountable to whom in what range, in what degree, and in what manner. Secondly, it’s necessary to maximize the reciprocal supplementation effect among policy devices on accountability with avoiding duplication of such devices. This study finally stresses that the external accountability mechanism is to cause the strong internal sense of responsibility.

`현장 출발형` 교원정책 수립 시도 사례의 비판적 검토

참여정부의 출범과 함께, 정부 주도의 전통적인 정책입안 방식에서 벗어나, 교원인사제도의 핵심 현안에 대한 이견 조정 작업을 현장의 교육 관련 단체에 맡겨 그들 사이의 협의를 통해 정책방안을 도출하려고 했던 매우 이례적인 사례가 있었다. 본 연구는 이 사례를 반성적으로 회고하면서 `현장 출발형” 정책수립의 성공적 정착을 위해 필요한 조건을 탐색하였다. 첫째로, 협의에 맡기기에 적합한 주제를 선정하는 것이 중요한데, 협의 과제가 둘 이상이고 그들에 대한 일괄타결 전망이 불투명할 때에는 각 과제에 대한 타결을 순차적으로 시도할 필요가 있다. 둘째로, 협의체 구성에 있어 단체별 균형과 개인별 대표성을 확보하고 중립적 추진팀을 운영하는 것이 중요하다. 셋째로, 성실한 협의를 위해 필요한 논의 규칙을 정하고 그 규칙 위반 행위를 통제할 수 있는 상황을 만드는 것이 중요하다
