The split Hokinson pressure bar(SHPB) test has been used to find the mechanical property of materials at high strain rate. A tensile split Hopkinson pressure bar test system is developed and the threaded tensile specimen and the split collar are placed between elastic bars. When the compressive elastic wave generated by a striker is transferred from the transmit bar to the incident bar, some elastic wave is reflected at the threaded parts of the specimen and the transmit bar. This reflected wave can interfere with the transmitted wave. A proper length of elastic bars and the location of strain gage in these elastic bars are determined to avoid this interference. In order to avoid the interference of elastic wave reflected at the threaded parts of specimen and elastic bar, the length of transmit bar must be longer than that of incident bar. Strain gage in transmit bar must be located as close as possible from the interface of a transmit bar and specimen. In the developed tensile SHPB test system, A12011-T3 and A17075-T6 are tested to get the true stress-strain relation in the range of strain rate at $10^3/sec$

통일을 대비하는 과제로 국가 역량 강화, 법ㆍ제도적 준비, 국민적 합의 마련, 주변국 대상 통일외교 등을 고려할 수 있지만, 무엇보다 선행되어야 할 것은 인적자원을 양성하고 관리하는 것이다. 한반도 통일은 언제, 어떠한 방식으로 현실화 될지 모르지만, 통일에 따른 어려운 문제들을 원만히 해결하고 전 분야에 걸친 통합과정을 성공적으로 추진하기 위해서는 필요한 ‘재원’ 못지않게 이러한 임무를 수행하여야 할 ‘인력’이 있어야 한다. 통일대비 인력은 통일 전부터 꾸준히 양성되어 통일 이후는 물론 분단시기와 통일과정에도 통일 또는 대북관련 행정수요에 투입되는 인력들이다. 한마디로 통일 전, 통일 시기, 통일 이후로 구분하여 각각의 시기별로 각기 요구되는 행정수요에 대비한 인력양성이 통일교육의 목표로 설정되어야 한다. 이러한 인력들은 단시간에 급조되어 운영될 수 없으며, 국가전략 차원에서 장기간에 걸쳐 교육되어야 하며 지속적으로 관리되어야 한다. 본 연구의 목적은 통일 전에는 분단관리 업무를 수행하고 통일과정에서는 북한 지역에 투입되어 통일과 통합업무를 수행하여야 할 정부인력 양성을 위한 정책방안을 제시하는 것이다. 특히 남북한 통합을 대비하여야 한다는 점을 염두에 두면서 교육훈련체계의 평가 및 개선방안을 도출한다. There are many tasks to consider in preparation of unification including reinforcing the nation’s capabilities, making legal and institutional preparations, working on the national consensus, and doing unification diplomacy with the neighboring countries, but the top priority should be to promote and manage human resources. There is no knowing when and in what way unification will be realized in the Korean Peninsula. However, it is certain that there should be “human power” to solve difficult issues following unification smoothly and facilitate the integration process across all sections successfully in addition to “financial resources.” Human power in preparation of unification should be consistently brought up before unification and deployed for administrative needs related to unification or North Korea after unification as well as during the division period and unification process. In a word, one of the goals of unification education should be to bring up human power in preparation of administrative needs before, during, and after unification. Such human power cannot be abruptly procured in a short period of time, having to be educated over a long period of time and consistently managed. The purpose of this study was to propose policy plans for bringing up government manpower to handle division management tasks before unification and perform unification and integration duties in North Korea during the unification process. The study suggested ways to assess and improve an education and training system, especially keeping preparation for unification between North and South Korea in mind.
