Purpose: Double sampling T2 chart is a useful tool for detecting a relatively small shift in process mean when the process is controlled by multiple variables. This paper finds the optimal design of the double sampling T2 chart in both economical and statistical sense under Weibull failure model.Methods: The expected cost function is mathematically derived using recursive equation approach. The optimal designs are found using a genetic algorithm for numerical examples and compared to those of single sampling T2 chart. Sensitivity analysis is performed to see the parameter effects.Results: The proposed design outperforms the optimal design of the single sampling T2 chart in terms of the expected cost per unit time and Type-I error rate for all the numerical examples considered.Conclusion: Double sampling T2 chart can be designed to satisfy both economic and statistical requirements under Weibull failure model and the resulting design is better than the single sampling counterpart.

기상 데이터를 활용한 LSTM 기반 미세먼지 농도 예측 방법 비교

미세먼지로 인한 대기오염이 심각해짐에 따라 정책의 수립 및 시행을 위해 정확한 미세먼지 농도를 예측하는 것이 중요해지고 있으며, 다양한 방법을 이용한 미세먼지 오염도 예측 연구들이 수행 되고 있다. 본 연구에서는 에어 코리아의 대기오염측정망에서 측정한 PM10의 이력 데이터와 기상청에서 제공하는 지역별상세관측자료(AWS) 데이터를 활용하여 LSTM(Long Short Term Memory)모델의 입력 시퀀스 형태에 따른 다양한 미세먼지 농도 예측 모델을 구성하고, 각 모델 별 학습을 통하여 최소의 오차(RMSE, MAPE)를 갖는 파라미터를 선정, 각 모델의 예측 결과를 비교하였다.

Measure of damages - Focused on the Chain Time-charter in the Event of Early-redelivery

2007년도부터 시작된 해운시장의 호황으로 인해, 용선 선박의 재용선을 통해 용선료 차액을 주 수입원으로 하는 형태의 Business가 시장에 만연하였다. 선박 한척이 다수의 용선계약으로 묶여서 운용되었으며, 이 경우에, 각 계약당사자들은, 어느 한 당사자의 계약 불이행이 다른 모든 계약자에게 영향을 미치는 리스크를 감수하게 되었다. 2008년 하반기부터 시작된 해운시장의 붕괴는 위 리스크의 현실화를 불러일으키게 된다. 고율의 상위 용선료를 감당하지 못한 선사들이 선박을 조기반선하였고, 이를 기회로 상위 용선자가 연차적으로 선박을 조기반선하여 모든 당사자가 분쟁에 참가하게 되는 복잡한 법률관계를 이루게 되었다. 특히 이 상황에서 가장 문제되는 쟁점 중 하나는 손해배상액의 산정이다. 이 경우, 영국법상 손해배상액의 산정은 이행하지 못한 계약기간동안, 계약서에 합의된 용선료에서, 이행불능이 된 시점의 시장가격을 제한 차액, 소위 market price rule을 기반으로 산정한다. 그러나, 조기반선을 받은 중간용선자가 이를 근거로 상위용선자에게 조기반선을 행한 경우, 즉 연차적인 조기반선이 있는 경우에, 이러한 전통적인 방식을 적용하는 것이 합리적인가에 대한 논의는 최근까지 있어왔다. 최근 영국 판례에서는, 상기의 문제까지도 market rule을 적용하는 것이 옳다고 판시하여, 일단 영국법 하에서는 이 문제가 일단락이 지어진 듯 보이나, 위 판례에서 간과하고 있는 부분들이 있어 앞으로도 위 판결에 도전하는 다양한 사안이 있을 것이라 예상된다. 따라서, 이 글은, 대부분의 정기용선계약상의 준거법인 영국법을 기반으로, 조기반선 시 손해배상액을 산정하는 방식인 market price rule을 연구하고, 위 rule이 재용선된 선박의 연차적인 조기반선에도 적용되는 것이 합리적인 지를 판단하고자 한다. Since 2007, the sublet business was regarded as an attractive model in the shipping market. The problem was, all parties should bear risks caused by a repudiatory breach of a party. The risk has been materialized due to the deep fluctuation of the market from 2008. The charterer had no choice but to throw the vessel out in lieu of the high level of hire. The worse event took place where the time-charter chain was eventually broken by the successive early-redelivery. The problem was serious because all parties should be involved in a huge claim. Especially, one of issues is the quantum of damages. The well-established way is to find the difference between the market hire and the contractual hire. This is so called, "market price rule". However, a question still remains whether or not it is appropriate to apply the rule in the case of the successive early-redelivery. Currently, the English court has applied the rule in successive early-redelivery cases. These judgments are, with respect, questionable because some significant facts would be overlooked therein. Thus, the attempt to distinguish these authorities still be expected afterwards. Given this circumstance, the paper will analyse the market price rule depending on the English Law and consider the reasonableness of the rule in the successive early-redelivery events.

Recently, the number of CCTV use has increased and has been used in various fileds such as crime preventation, disaster monitoring, facility management and transportation menagement. CCTV systems using vehicle license plate recognition has a high efficiency in crime-solving especially with license plate recongnition. Despite the increase in usage, the huge accumulation of data has hindered it"s efficitent use, but are limited used. The primary purpose of this study is to present an efficient way of handling CCTV data in a vehicle tracking and visualization system using of OpenStreetMap data and vehicle license plate data of obtained through CCTV.

IMO 2020년 황산화물 규제에 따른 용선계약상 고려사항

2020년 1월 1일부터 IMO에서 선박 배기가스의 황 함유량을 0.5%m/m으로 규제를 함에 따라, 기존 용선계약서에서 다루지 못하는 다양한 분쟁이 예견된다. 또한 대안으로 나온 탈황장치를 장착한 선박에 대하여 기존용선계약에서 다루지 못한 새로운 형태의 분쟁 또한 예측되는 상황이다. 가장 대표적인 예상 분쟁은 정기용선자가 2020년 1월 1일 이후 어떤 규격의 연료유를 공급해야 하는지의 문제가 발생할 것이다. 또한 저유황유공급 인프라가 아직 미진한 관계로 항행용선 선주는 연료유 공급을 위하여 이로를 해야 하는 상황에 놓일 수 있다. 장기화물운송계약을 체결한 당사자는 저유황유 수급에 따른 연료유 가격의 변동 위험을 누가 수용해야 하는지에 대한 분쟁이 있을 수 있다. 이러한 분쟁을 사전에 방지하고자, 규제발효 이후 현행 용선계약 하에서 발생할 수 있는 분쟁사항을 검토하고, BIMCO 및 INTERTANKO에서 발표한 조항의 내용을 분석, 평가와 미흡한 사항을 검토하여 예상되는 분쟁에 대한 사전 대비방안을 고려해보기로 한다. 아울러 탈황장치를 장착한 선박의 용대선 시 예상되는 계약상 예상되는 분쟁과 해결방안을 찾아보고자 한다. The International Maritime Organisation(IMO) has ruled that from 1<sup>st</sup> January 2020, the maximum fuel oil sulphur limit will be regulated to meet 0.5%m/m. This regulation gives a huge impact to the charterparty scheme due to the uncertainty. Also, legal disputes or issues are readily and objectively expected to the charter for the vessel with equivalents such as scrubbers. These changes raise difficult questions. For instance, the Charterers in time charter would be confronted with the claim against the Owners as to the issue of which specification of bunker should be supplied on account of the significant discrepany of specification between bunker with high sulphur and low sulphur. In a voyage charter, the Owners may be placed at a risk to deviate from the intended voyage for the supply of bunkers. In addition, parties to the COA shall allocate the risks derived from the increase of price by using bunker with low sulphur. In order to prepare for such contingencies, this article analyses legal issues which may be raised in current charterparties after the implementation of IMO’s regulation. In addition, clauses issued by BIMCO and INTERTANKO would be examined and some suggestion would be made in order to cover the insufficient effect to clauses. Also, it explores the legal issues in related to the charterparty with equivalents.

기능성과 사용 편이성 정보를 제공하는 사이버 쇼핑몰 구현

본 논문에서는 최근 전자 상거래 분야에서 가장 각광받고 있는 분야인 사이버 쇼핑 몰의 새로운 구현 형태를 보인다. 현재 사이버 쇼핑 몰은 비교적 짧은 시간 내에 상당히 기술적인 발전을 이루었으나, 소비자에게 제공하는 정보 면에서 한계점을 보이고 있다. 그러한 문제의 해결책으로 가상 프로토타이핑을 이용한 새로운 형태의 사이버 쇼핑 몰을 구현하였다. 가상 프로토타이핑은 제품에 대한 동일한 물리적 특성과 기능성을 가지는 시뮬레이션이 가능한 디지털 모델을 구현할 수 있는 기술이다. 가상 프로토타이핑 기술을 이용함으로써 소비자는 웹을 통해 제품을 직접 조작하여 볼 수 있게 된다. 그렇게 함으로써 제품에 대한 단순한 이미지 정보나 문자 정보를 얻을 수 있는 것에서 벗어나 제품에 대한 실제적인 정보 즉 기능성과 사용 편이성에 대한 정보를 얻을 수 있게 된다.
