몽골의 인구 고령화는 선진국에 비해 상당히 빠른 속도로 진행되어 가고 있으며, 급속한 고령화 사회가 되어 노인문제가 점차 심각한 사회문제로 부각되고 있다. 따라서 몽골 노인복지정책의 정비는 시급하다. 몽골 노인복지정책에 대한 문헌연구 및 각종 자료를 통하여 살펴본 결과 고령화 사회에서 노인의 가장 큰 문제점은 다음과 같다. 첫째, 소득파악이 현실적으로 어려운 가운데 납부예외자가 발생되는 연금 문제와 조기퇴직 현상으로 인한 노후 소득보장문제가 있다. 둘째, 치매.중풍 등 노인성 질환에 대한 의료서비스가 문제로 대두되고 있다. 셋째, 노인들의 여가프로그램 미비와 교육 및 자원봉사활동 등 사회참여 기회가 제대로 이루어지지 못하고 있다. 또한 고령화 시대를 맞아 날로 증가하는 노인들의 다양한 복지욕구가 나타나고 있으나 몽골 노인복지정책은 노인문제의 해결을 위해 통합적이기보다는 단편적이다. 그래서 각 정책간의 연계가 잘 이루어지지 못하고 비효율적인 면을 나타내고 있다. 그러므로 몽골의 노인들이 경제적으로 안정된 가운데 건강을 유지하고 삶에 대한 보람을 느끼며, 지역사회의 중요한 일원으로 자신의 역할을 수행하면서 남은 인생을 살아갈 수 있는 효율적인 노인복지정책으로 구축해야 할 것이다. An aging population of Mongolia has been ongoing at significantly higher speeds than the developed countries, the rapidly aging society, the elderly have been highlighted as a problem increasingly serious social problems. Therefore, maintenance of the Mongolian elderly welfare policy is urgently needed. The biggest problem of the elderly in an aging society through the discussed results of research literature and other materials on the Mongolian elderly welfare policy is as follows: First, there is a problem due to old age income security pension income identify problems that paid the exception of self-generated reality and difficult early retirement phenomenon. Second, health care for geriatric diseases such as stroke, dementia has emerged as a problem Thirdly, recreational and educational programs and the lack of senior volunteer and social opportunities has not been made properly. But also it appears various welfare needs of the elderly`s right to the aging time in Mongolia`s growing elderly welfare policy is fragmented rather than integrated jeokyigi to resolve the problem of the elderly. So it indicates inefficient association if the well does not occur between the policy. Therefore, keep the elderly in Mongolia are among the economically healthy and stable and rewarding feeling for life, while performing his role as an important member of the community will have to build an effective welfare policy that seniors can live the rest of your life.
