도시(都市)와 인문학의 관계 연구 -“도시 재생”을 중심으로

‘인간의 정신을 고귀하고 완전하게 하는 학문’ 인문학이 위기에 빠져있다. 위기의 원인은 효율과 시장만능주의의 풍토 때문이다. 심지어 인문학 진흥의 요람이어야 할 대학마저 시장만능주의에 ‘오염’되어 인문학의 위기를 심화시키고 있다. 이렇게 대학이 ‘오염’된 이유는 인문학 전공자들의 취업률이 낮기 때문이다. 대학마저 외면한 인문학은 사회적 인정풍토에서 서서히 고사되어가고 있는 실정이다. 인간에게 내재된 특성을 탐구하고 발전시키는 것을 최우선 가치로 하는 인문학이 마냥 위기에 빠져있는 것만은 아니다. 인문학이 도시 특히 도시설계와 도시재생의 근간이 되고 있는 사례들이 많이 있기 때문이다. 인문학이 도시의 이론적 토대가 됨은 도시와 시민의 정체성 확립, 도시의 경쟁력 제고의 지렛대가 되고 있다는 말일 것이다.우리가 살아가고 있는 도시가 인간이 더불어 살아가는 공동체의 집합이라고 할 때, 더불어 살아갈 수 있는 공동체의 정신이 시·공간과 함께 하며 도시의 역사와 이야기 그리고 정체성에 배어있을 때 도시의 존재의 이유는 발현된다. 도시와 인문학의 불가분성이 우리가 지금까지 겪어왔던 시간과 공간의 문화사를 통해 입증되었음에도 불구하고 인문학적 사유(思惟)’의 결여로 몸살을 앓고 있는 도시들이 여전히 존재한다. 또 한편으로는 많은 도시들이 도시 계획의 출발과 조성 과정에서 ‘인문학적 사유(思惟)’의 중요성을 강조하며 문화도시로 거듭나기 위해 많은 노력을 경주하고 있음은 다행한 일이다. The Humanities making human spirit noble and perfect are now facing serious crisis. The very cause of this crisis derives from the efficiency and materialistic mind. Even universities which must be the birthplace of the Humanities are also contaminated by the materialism, deepening the Humanities crisis in connection with the low rate of student’s employment. In consequence, the Humanities are losing their position gradually, not gaining recognition by people. However, the Humanities, putting their first value on the researchand development of human’s intrinsic nature, are not always in danger of crisis. We can found that there are many cases in the Humanities which contribute to the urban design and regeneration. Should the Humanities are used for the theoretical background of cities; it can also be a leverage to establish the identity between city and citizen by enhancing the competitiveness of cities. Based on the fact that the Humanities are the foundation of the urban design and regeneration, the cities cannot stand alone without the Humanities. In the long run, cities, communities, and construction cannot exist without the Humanities. The common characteristics ofsuccessful culture cities under the slogan of “Making Culture City”, the Humanistic thought to the urban regeneration have been continuously adopted. Thus the citizens could take initiatives to make culture city based on the autonomous energy. Edinburgh is the successful case to regenerate the city through the literature. They did not limit the scope of literature and its activity on the urban regeneration itself. To establish city’s identity, to inspire citizen’s self-esteem, and to enhance citizen’s creativeness, the literature activities of Edinburgh extends to the innovative book reading campaign, international support activities, and creative exchange. Edinburgh case, the UESCO Creative Cities Network in the Literature, showed that citizen’s concerns and participation must be accompanied to form and bring up the urban brand with urban regeneration through the Humanities. Literature-related activities and festivals in Edinburgh are designed for the citizens and always go together with them. The book reading campaign like “One Book, One Edinburgh” is built on the basis of citizen’s positive attendance, which leads Edinburgh to be the famous city in the Literature. In addition, we should take notice that citizen’s participation is directly related to the development of citizen’s creativeness and growth. The strong advantage of urban regeneration through the Humanities is to preserve “Land Script(地文) between history and story, also curing sad historical memories. The “Sanbokdoro Renaissance Project in Busan” is one of the projects to regenerate city through the Humanities, preserving Busan Metro City History and embracing the modern Busan Metro City’s painful past memories as a healing project.It can be concluded that urban regeneration must be planned in terms of the Humanities to preserve the Land Script and to restore “old and friendly memories”, which takes into account the site feature of surrounding area, the history of a region, and urban context and so on, not based on the Fast City, like fast food, which takes away the Land Script and the restoration of “old and friendly memories” with no Humanistic thought in the process of standardized urban planning and regeneration.

창조경제와 지역문화융성의 발전소

본 연구는 2015년 개관을 앞두고 있는 광주광역시 소재 국립아시아문화전당이 창조경제와 지역문화의 융성을 견인하는 발전소로서 어떤 기능을 할 수 있는지 그리고 그 발전소의 핵심 엔진인 5 개원 (민주평화교류원, 아시아문화정보원, 문화창조원, 아시아예술극장, 어린이문화원)은 어떤 콘텐츠로 창의적인 문화산업의 발전을 유도할 수 있는 지를 연구·분석한 것이다. 연구방법은 문헌자료, 특히 창조경제와 문화융성 관련 보고서와 문화체육관광부의 보도자료, 콘퍼런스자료집을 토대로 분석하였으며, 이를 바탕으로 창조경제와 지역문화 융성의 관계 등을 2015년 개관을 앞두고 있는 국립아시아문화전당에 적용하여 국립아시아문화전당이 창조경제와 지역문화융성의 발전소임을 보여주고자 했다. 연구 결과 창조경제와 지역문화융성의 발전소인 국립아시아문화전당의 5 개원, 즉 민주평화교류원, 아시아문화정보원, 문화창조원, 아시아예술극장, 어린이문화원은 ‘상상력 기반의 콘텐츠산업 육성’의 핵심 엔진으로 기능할 수 있음을 알 수 있었다. 특히 5개원 각각은 창의성을 바탕으로 ‘5월’의 역사적 경험을 공유하는 ‘감성적 공감의 경로 만들기’의 서사콘텐츠의 산업화(민주평화교류원)와 ‘아시아문화원형의 창의적 활용을 위한 원천소스의 산업화’(아시아문화정보원), ‘미래형문화예술콘텐츠의 산업화’(문화창조원), ‘K-PERFORMANCE 콘텐츠의 산업화’(아시아예술극장), 어린이 문화예술교육 콘텐츠의 산업화(어린이문화원)를 만들어내는 핵심 엔진의 역할을 수행할 수 있음을 알 수 있었다. 이러한 연구결과는 창조적인 상상력과 아이디어를 바탕으로 하는 창조경제와 문화융성(특히 지역문화 융성)에 있어서 국립아시아문화전당이 문화예술을 통한 창조경제 이끌기의 핵심적인 축으로 자리 잡을 수 있음을 시사하고 있다. Prior to the opening of the Asian Culture Complex (hereinafter referred as ACC) in 2015, this study analyzes how ACC can function as a power-plant for Creative Economy and local culture prosperity, and how its related five agencies (Democracy- Peace Exchange Agency, Asian Culture Information Agency, Culture Promotion Agency, Asian Arts Theatre, and Children Edu-Culture Agency) can adopt various contents to successfully lead the creative culture industry development as core engines. The key to success of Hub City of Asian Culture is to combine ACC contents with Asian culture assets and Gwangju’s spiritual, social, and cultural values. Thus the distinctive location and symbolism of Gwangju can be made by circulating those values around Gwangju. Consequently, Gwangju will keep its identity and leap forward into the world. This process can be developed into local culture prosperity and connects the Creative Economy that is the prosperity through local culture. It is fair to say that the successful opening of ACC depends on how we contain the values of Asia, Korea, and Gwangju with creative imagination and ideas. ACC in particular has to assume an active role in making a dynamic engine of national and local Creative Economy and also play core roles in accomplishing government policy directives in pursuing the nation’s happiness through culture prosperity. To meet those requirements, ACC must carry out roles as Culture R&D and Culture Plant to connect creativity (humanistic imagination and ideas) with culture technology in Asian culture factors. In other words, ACC must be a laboratory and power plant for making contents to combine culture with industry in an organized fashion. From this point of view, it is suggested that five agencies (Democracy- Peace Exchange Agency, Asian Culture Information Agency, Culture Promotion Agency, Asian Arts Theatre, and Children Edu-Culture Agency) should function as a core engine of promoting contents industry based on imagination and as power plant for creative economy and local culture prosperity. First, based on imagination, Democracy-Peace Exchange Agency could function as an engine to lead narrative contents industrialization for making an emotional sympathy pathway by sharing the spirit of the May 18 Democratic Movement. Second, Asian Culture Information Agency could assume a role to be responsible for industrializing the source code to utilize the Asian culture prototype creatively. Third, Culture Promotion Agency could play an important role in industrializing future-oriented culture & arts contents. Fourth, Asian Arts Centre could take on a role in industrializing K-PERFORMANCE contents. Fifth, Children Edu-Culture Agency could lead roles in industrializing children’s culture & arts contents. In addition to those roles, ACC should produce the urban-growth model which creatively utilizes culture and arts assets to invigorate local creative economy, also achieving a goal in flourishing local culture. In sum, ACC has a mission to vitalize culture prosperity in Gwangju, Korea, and Asia, which must be accompanied by Asian’s growth. This means ACC is a power plant for Creative Economy to produce creative imagination and ideas.

생명윤리와 헌법의 상보성 : 뷰챔프와 칠드러스의 넓은 반성적 평형과 헌법적 “인간” 개념 중심으로

본 논문은 다양한 가치 체계로 구성된 다원주의 사회에서 생명의료윤리와 헌법의 중첩되는 영역이 있음을 밝히고자 한다. 생명의료윤리 영역에서는 다양한 가치 체계 속에 내재한 요소들을 잠정적으로 균형 상태를 결정하고 그 결정을 정당화 하는 톰 뷰챔프와 제임스 칠드러스(Tom L. Beauchamp/ James F.Childress. 이하 BC)의 반성적 평형을 공통 도덕과 연결하는 방식으로 분석한다. 그 분석의 결과 본 논문은 BC가 제시하는 정당화 방법인 반성적 평형의 의미를 믿음들 간의 갈등이 내재적 개연성(intrinsic probability)으로 정당화되면, 이런 내재적 논의가 갖는 한계를 보완하기 위해서 공통도덕(common morality)을 외재적(extrinsic) 권위로 도입하고 있다고 해석할 것이다. 하지만 이렇게 분석할 때 본 논문은 외재적 권위로써 공통 도덕이 토대론의 기초적 신념처럼 사용되고 있기 때문에 그 도덕을 정당화할 수 없는 취약점이 있다고 본다. 그래서 본 논문에서는 이런 정당화의 부담을 들어주기 위해서는 다가치 체계속에서 외재적 권위처럼 사용될 수 있으면서 사회 구성들이 합의할 수 있는 지점으로써 우리나라 헌법 10조에서 제시하고 있는 “인간” 개념을 제시한다. 이 “인간”은 자율적인 인격으로 외재적 권위의 도입 없이 내재적 배열을 통해서 BC의 도덕적 추론의 한계를 극복할 수 있게 함으로써 생명윤리학과 헌법이 상보적인 관계를 형성할 수 있는 지점이 될 수 있다. The thesis amis to find the complementarity between bioethics and constitutional law. this thesis analyses the connection between reflective equilibrium and common morality as Tom L. Beauchamp and James F. Childress proposes. According to the analysis, this thesis interprets reflective equilibrium with intrinsic probability. This probability bears the limit that justifies immoral system. Also It is believable, in order to overcome the limit, Beauchamp and Childress introduces common morality with extrinsic authority. When making the analysis, the mutual relationship between bioethics and constitutional law should be understood. In order to understand that, it should be analysed in the premise that human being the self-autonomy that is raised in provision 10 of constitutional law. This analysis, without the introduction of extrinsic authority, through intrinsic augment manages to overcome the limit of moral inference of Beauchamp and Childress, also it will set the foundation of building the mutual relationship between bioethics and constitutional law.
