지역 언론의 로컬리티 구현에서 나타난 저항적 담론의 의미 : <전라도닷컴>의 사례를 중심으로

This paper aims to investigate how ‘JeonladoDotCom’, a Gwangju-based monthly culture magazine, realizes locality of local media. Based on in-depth interviews with members of staff from JeonladoDotCom, we pay particular attention to the implications of JeonladoDotCom’s daily practices concerning its realisation of the locality as a resistant discourse, amidst a particularly challenging local media environment over the last 20 years. By making most of a local language, Jeonla-do Mal, Jeonlado- DotCom has provided a platform for resistant discourses by illuminating the lives of ordinary residents and rediscovering their old-fashioned yet familiar values. JeonladoDotCom’s these decisive strategies have contributed to repositioning its local area and local people from periphery to centre and eventually contributed to realizing an authentic locality. JeonladoDotCom also has contributed to constructing resistant discourses through its indirect cultural politics by exposing the voices of ‘vulnerable others’ as opposed to the existing local media’s leaning towards mainstream and dominant voices. This paper's contribution can be found in its attention to local media and practitioners’ efforts in realizing locality that is in line with its particular local realities, without which we cannot begin to contemplate how to support local media and local media practitioners. 이 연구는 <전라도닷컴>이라는 문화잡지를 사례로 지역 언론의 로컬리티 구현방식과 그 의미를 살펴보는 것이 목적이다. 열악한 지역 언론의 환경 속에서 20년 가까이 꿋꿋하게 저항적 담론을 통해 로컬리티를 구현하고 있는 <전라도닷컴>의 실천적 행위가 갖는 의미가 무엇인지를 알아보고자 했다. 이론적 논의와 심층인터뷰 등을 통해 살펴본 결과, <전라도닷컴>은 로컬 언어를 매개로 평범한 이웃들을 조명하고 익숙하며 낡고 오래된 사물들의 가치를 일깨우면서 저항적 담론의 실천의 장 역할을 해왔다. <전라도닷컴>의 과감한 시도는 주변화, 타자화 되었던 지역과 지역민들을 중심과 주체로 부상시켰고 진정한 로컬리티를 구현하고 있다는 긍정적 평가를내릴 수 있다. 주류와 지배계층의 목소리를 대변하던 기존 지역 언론과 달리 <전라도닷컴>은 ‘연약한 타자들’의 존재를 드러내는 방식의 간접적 문화정치를 통해 저항적담론을 구축하고 있었다. 이 연구는 지역 실정에 적합한 로컬리티 구현에 노력하는지역 언론(인)의 구체적인 실천에 주목했다는 데 의의가 있으며 지역 언론(인)의 노력을 지원하고 연구의 지평을 확장하는 계기가 될 것으로 보인다.

방송시장 구조의 변화와 텔레비전의 상업성에 관한 연구 : 텔레비전 편성전략을 중심으로

Korea is now entering into a multi-channel era. We can watch cable TV with 32 channels ill addition to existing terrestrial television. Also, It will not be long before satellite television will broadcast its regular programmes via KoreaSat, which was launched in 1955. Therefore, this represents the fact that not only the number of broadcast channels have increased, but the content of programmes which will be served in the channels will be so diverse. In this circumstance terrestrial networks should bear the competition against new media, which is expected to act differently from what they have never seen. As a result, networks are now faced with the circumstance they must stage a 'war of eyeball' for appropriating limited viewing time budget and inelastic number of viewers. For both broadcasters and policymakers, programming is not only the strategic point for meeting changing environment of marketplace but start line for broadcast policy to streamline audience welfare. Programming is essential for survival which an organism of network is adapting itself to the external environment, acting as a role of guideline reflecting audience's needs. However, networks have regarded programming as strategic behavior, not but as temporary measures. The fact is that networks have made such inactive posture as displacing low-rating programmes against rival broadcasters rattler than exerting effort to analyzing the changing audience's needs. In a multi-channel era networks should hold differentiation, competitiveness, variousness and acceptability in programming. This study is to investigate which strategies networks should choose and how much they can contribute to improving audience welfare in responding to the marketplace shaped newly. Particularly this study is focused on analyzing the problem of commercialization of broadcasting industry with reference to the correlation between the market structure and the programming strategies.

지역에서 대안적 독립언론 상상하기 : 급진적 민주주의와 새로운 저널리즘 양식

In Korea overall reconstruction of society has been required since the Candlelight Revolution. Media are no exception to this context. Especially considering local media in danger, it is required that there be metaphorical flight and radical reflection to solve the problem. The North-South problems and regional issues are emerging as the most important matter in improving Korean society in the future. Of these two problems regional issues are related to better democracy, demanding that we should consider imagination of new democratic system and local media. Therefore, it is not desirable to focus on only media in treating the problems of local media. Instead, it is suggested that we discuss how local community should be formed and how the media should be existed. This paper proposes that we should seek out emotional mode of journalism contributing to disclosure of social contradictions rather than such traditional values as objectivity and impartiality. 촛불혁명 이후 한국사회는 총체적인 재구조화를 요구받고 있다. 여기서 언론도 예외가 아니다. 특히 지역 언론 상황은 매우 절망적이어서 본질적이고 대담한 상상이 요구된다. 현재 한국사회를 더 나은 사회로 변혁하려면 남북문제와 지역문제의 두 가지가 가장 중요한 과제다. 이 중 지역문제는 더 나은 민주주의와 관련된 것이어서 새로운 민주주의에 대한 상상과 그에 걸맞는 새로운 언론의 역할을 모색해야 한다. 따라서 지역 언론의 문제는 언론에만 국한하여 접근하는 것은 바람직하지 않다. 대신에 새로운 민주주의의 구도 속에서 지역공동체를 어떻게 재구성할 것인지 그리고 그러한 맥락에서 언론의 존재방식은 무엇이어야 하는가? 등에 관한 논의가 이루어져야 한다. 이 논문은 이러한 문제의식 속에서 기존의 보도 양식, 즉 객관성과 중립성을 폐기하고 사회모순을 적극적으로 드러낼 수 있는 감성적 저널리즘의 실천가능성을 모색해야 한다고 주장한다. 이미 지난 세월호 참사 때 보여준 SNS와 팟캐스트 등 새로운 디지털 미디어들이 주류 미디어의 감성적 보도 양식을 통해 대안적 미디어의 가능성을 보여주었다. 특히 지역이라는 작은 공간은 대안적 독립언론이 활동하기에 적합한 생태조건이다. 따라서 지역과 언론문제를 함께 해결하기 위해서는 기존의 지역 언론을 새삼스럽게 고치려는 노력보다는 대안적인 독립언론을 창설해서 새로운 보도양식을 적극 실천하는 것이 필요하다.
