        혁신도시의 지속가능한 혁신창출을 위한 관리기구 설립방안 조사 연구

        정부는 수도권으로의 집중을 해소하고 지역균형발전을 도모하고자 2005년 전국10개 지역에 혁신도시를 지정하였다. 혁신도시는 공공기관을 지방에 이전하여 기업 대학 연구소 공공기관 등의 기관이 서로 긴밀하게 협력할 수 있는 혁신여건과 높은 주거 교육 문화 등의 정주환경을 갖추도록 개발하는 미래형 도시개념이었다. 혁신도시의 지속가능한 발전을 위해 현재 한시적으로 운영되고 있는 혁신도시 비즈니스센터가 향후 혁신도시의 혁신창출을 위한 관리기구로 자리매김하기 위한 방향설정이 필요하다고 판단된다. 본 연구의 목적은 혁신도시 조기정착 및 활성화를 위해 운영 중인 혁신도시 비즈니스센터가 한시적 기구가 아니라 중장기적인 관점에서 운영될 수 있도록 방안을 제시하는 것이다. 이를 통해 혁신도시의 부지조성 이후 혁신도시 조성목표인 공공기관의 이전과 산학연 클러스터구축, 혁신창출, 혁신확산의 중심주체의 역할을 할 수 있도록 기구의 역할정립 방안을 연구할 것이다. 본 연구는 국책사업의 관리기구에 대한 연구라는 측면에서 의의가 있고 향후 개발사업에 대한 중장기적인 관리에 시사점을 줄 수 있을 것으로 판단된다. The Korean government designated 10 innovation cities throughout the country in 2005 in order to resolve concentration on the capital region and to promote balanced development of localities. An innovation city is a future-type city equipped with environment for innovation and high-quality settlement environment in terms of residence, education and culture by accommodating public institutions and facilitating close cooperation among companies, universities and research institutes. Thus, for the early settlement and activation of innovation cities, this study suggested a plan to operate the current innovation city business centers from a mid- and long-term viewpoint rather than for a limited time. Through this study, we attempt to establish the roles of the centers so that they can play central roles in the move of public institutions, the development of industry-university-research institute clusters, the creation of innovations, and the spread of innovations, which are the goals of the development of public institutions, after the sites have been prepared.

        주거환경개선사업으로 인한 거주자들의 주거안정 변화: 공동주택건설방식을 중심으로

        본 연구는 주거환경개선사업의 원주민 재정착보다 포괄적인 사업의 공공성 측면인 주거안정에 초점을 둔 것으로, 주거환경개선사업이 사업 전 후시점의 거주자(지구거주자, 재입주자, 신규입주자)의 주거안정에 어떠한 영향을 주었는지를 분석하였다. 분석을 위해 주거환경개선사업의 시행이전 지구, 시행완료된 준공지구에서 각각 다른 유형의 거주자들을 대상으로 설문조사를 실시하였다. 조사항목은 주거환경개선사업에 대한 주민인식과 주거안정 관련한 개별주택 내부의 물리적 환경 측면, 주거비용측면, 개별주택의 외부 주거환경 측면을 조사하였다. 주요 연구결과를 보면, 첫째, 주거환경개선 사업으로 인해 입주자들은 보다 젊은 층, 고학력, 고소득계층으로 변화하지만 가구구성과 장애여부, 직업구성에는 큰 변화가 없었다. 둘째, 주거환경 개선사업이 주거안정에 미친 영향을 보면 지구거자는 향후 주택의 물리적 여건과 주거외부환경은 양호해지나 주거비용에 대한 부담을 많이 호소하였다. 재입주자의 경우 주택면적과 방수는 증가하여 물리적 여건은 양호해지고 주거비용측면에서 비용증가, 주거외부환경은 양호해지는 형태를 보였다. 신규입주자는 주택의 물리적 여건인 주택면적이나 방수의 변화는 차이가 없고 주거비용은 상승, 외부환경은 양호해지는 형태를 보였다. Residential Environment Improvement Project (REIP) which has started in 1989 and continued with 3rd government-supporting project in 2013 has lots of policy changes and related studies. However, the related researches have focused on residents resettlement into the project site, this paper is more interested in the residents stability than residents resettlement. So, this paper analyzes the changes of residents stability on the site of REIPs (with 3 groups of dwellers, removers and newcomers). We survey about understanding of those projects, each interior physical housing characters, housing cost, outside settlement characters. On the base of case analysis, we can conclude as follows: firstly, the residents are more young, higher educated, and higher income but not alter to household, barrier, occupation. Secondly, REIPs have some positive influences on physical conditions of housing and outside characters but negative impacts on housing cost. In case of newcomers, there are no changes of housing size and room numbers but higher housing cost, better outside settlement conditions.

      • 실시간 DC 계통해석 응용프로그램을 이용한 DC 배전망 전압제어 실증 연구

        본 논문은 DC (Direct Current) 배전망 혹은 DC 마이크로그리드 운영을 위한 실시간 DC 계통해석 응용프로그램의 개발에 대한 내용을 다룬다. 응용프로그램은 중앙 에너지 관리시스템(EMS: Energy Management System)에 탑재되어 운영자에게 실시간으로 운영 솔루션을 제공한다. DC 배전계통을 해석하기 위한 프로그램의 구성 및 시퀀스를 제안한다. 각 프로그램의 알고리즘과 AC 계통 프로세스와의 차이점을 분석한다. 한국전력공사 고창전력시험센터 내 DC 배전망 실증사이트를 소개하고, EMS 구축 내용을 기술한다. 개발된 DC 계통해석 응용프로그램을 실증 사이트 EMS에 탑재하여, 검증 시험을 수행한다. DC 배전망 전압 제어를 위한 시험 시나리오를 구성에 대해 논한다. 마지막으로 실증시험 결과 측정 데이터, 응용프로그램 결과 데이터를 PSCAD/EMTDC를 이용한 오프라인 시뮬레이션 결과값과 비교 분석하여 정합성을 검증한다. This paper presents real-time Direct Current (DC) network analysis applications for operation of DC distribution system or DC microgrid. These applications are installed on central Energy Management System (EMS) and provide solutions of DC network operation. To analysis DC distribution network, this paper proposes composition and sequence of applications. Algorithm of applications is presented in this paper. Demonstration tests are performed on DC distribution site in Gochang Power Testing Center of Korea Electric Power Corporation (KEPCO). To verify the performance, developed DC applications installed on EMS. Scenarios for demonstration test of voltage control are presented. Finally, measured data, application output data and simulation data (by PSCAD/EMTDC) are compared and analyze accuracy of applications.

        The condition of an idiopathically dilated colon appears to be clinically heterogenous, very uncommon, and subsequently often poorly managed. Recently, one case of idiopathic megacolon presented by constipation was investigated. The patient was abruptly constipated 6 months prior to the hospital visit. The results of a barium enema and colonoscopy were nonspecific. On plain abdominal radiographs, the ascending and transverse colon were markedly dilated, and the descending colon was not visible. During the conservative management, which included laxative and prokinetic medication, the clinical symptoms and the colonic dilatations on plain radiographs were reduced, and discharged. After that however, repetitive admissions due to abdominal distension and constipation ensued, and therefore a total colectomy was performed in order to improve the patient`s quality of life.(Kor ean J our nal of Gastrointestinal Motility 2002;8:191-196)

        저탄소사회를 향한 지방정부의 탄소제로도시 정책 연구

        The international society on climatic change is undergoing the negotiation on climatic change system (post 2012). In this regard, Korea also is demanded to transform high carbon emission city to low carbon emission city to cope with climatic change. Therefore, this research has the purpose to evaluate the present conditions of local government policies and to propose desirable direction to convert to low carbon emission city. To that end, the research conducted questionnaire survey with local governments and academic community experts related to climatic change, and the results of survey on climatic change recognition and policy demands can be summarized as follow: First, all the municipal organization are strongly recognizing the necessity to reduce carbon dioxide emission amount to cope with climatic change. The most desirable goal for emission amount reduction was shown 10 to 20% for 2020 compared to 2005. When government sets up the goal for reduction at national level, the level of goal considering the capacity of current local government needs be reflected. Second, there is a recognition that new city models are required to realize low carbon emission city. To that end, municipal organizations are focusing on consumer campaign for expansion of new and renewable energy installation, green area organizing, eco-system restoration, energy saving and green purchase promotion to reduce carbon dioxide emission. Third, when the elements of plan for low carbon city organizing are divided into energy, transportation, ecology, resource and city, the direction in the highest priority is the realization of policy in transportation and energy sector. Fourth, as for usage areas to which plan elements can be applied, each plan element, energy, transportation, ecology, resource and city, showed differences, and specifically energy sector requires consideration on factory complex and public building for cost, time and technology ; transportation on commercial zone and apartment area where traffic inducements are high ; ecology on apartment ; and city on commercial zone. Fifth is the role of local government and national government to realize the policies. While national government determines macroscopic directions and supports on incentives, subsidies and institutional issues, local governments which are specific entity of realization shall realize specific projects like conversion of building energy to new and renewable energy, conversion of transportation system or green area organizing etc.
