금융 규제집행의 정치경제: 내부자거래 사례에 대한 통계 분석

이 논문은 증권시장에서 내부자 거래를 금지하는 규제를 집행하는데 영향을 미치는 정치경제적 요인을 통계학적으로 분석했다. 대부분의 금융위기 이면에는 시장 참여자들의 도덕적 해이 문제가 내재되어 있었다. 증권시장은 경제성장을 견인하는데 중요한 원동력이 될 수 있지만, 이는 투자자들이 다른 시장 참여자들의 비행과 비리로부터 보호받을 때에만 가능하다. 그런데 내부자 거래에 대한 규제를 집행하는데 있어서, 그 성과가 국가마다 편차가 크게 나타나고 있다. 어떤 국가에서는 내부자 거래에 대한 처벌이 엄격하고 신속하게 이뤄지는 반면, 다른 국가들에서는 처벌 수위가 낮고 집행이 느리게 이뤄진다. 이러한 차이를 만들어내는 원인을 찾기 위해서 이 논문은 44개국으로 이뤄진 표본을 기초로 삼고 사건사 분석법(event history analysis)을 활용하여 규제집행의 결정요인을 조명했다. 그 결과, 정책결정체계로 대표되는 국내 정치제도는 국제확산의 압력을 정부의 규제집행 성과로 연결하고 매개하는 효과를 발휘하는 것으로 나타났다. 그리고 통념과 달리, 노동자는 자본가와 이해를 같이하면서 엄격한 금융규제의 집행에 반대하는 경향을 보이는 것으로 관측되었다. 이러한 결과는 어떤 정책의 변화를 설명하고자 할 때 국제적 요인과 국내 계급정치의 효과에 대한 재평가가 필요하다는 점을 시사한다. This article examines the determinants of regulatory enforcement around the world, by statistically analyzing the effects of different policy-making systems on the implementation of insider-trading laws. Behind most of financial collapses was there a moral hazard problem on the market. Equity markets can be a powerful engine of economic growth, but it will be the case only if investors are securely protected in the market from financial abuses and misdeeds. But we can observe a huge cross-national variation in enforcing insider-trading regulations. Our analysis of 44 countries shows that the configuration of domestic policy-making systems has significant intervening effects and channels the pressure of international diffusion into regulatory enforcement. Also, contrary to the conventional class-based analysis, labor and capital could not be on the collision course, but they would collude in opposition to a strict regulatory enforcement. These findings imply that when we try to explain policy changes, we need to reevaluate the impact of network effects of international diffusion and domestic class politics.
아시아 지역패권의 정치경제: 중국의 외교적 지지기반 분석

중국의 부상은 탈냉전기 국제체계 변환의 변곡점이며, 그로 인한 미-중 세력전이 여부는 21세기 세계정치의 가늠자가 될 전망이다. 이 연구는 잠재적 지역패권으로서 중국의 외교적 지지기반을 주류 국제정치이론에서 강조되는 국력 분포, 경제적 상호의존, 관념적인 요소를 중심으로 탐색했다. 1991년부터 2015년까지 44개 아시아 국가의 유엔총회 투표결과를 표본으로 시계열횡단면회귀분석을 수행했다. 그 결과, 중국에 대한 외교적 지지도는 아시아 국가들이 중국과 군사협력 네트워크를 형성하고 있거나 중국으로부터 경제원조를 받을수록 더 높아지는 것으로 나타났다. 반면, 국력에서 중국에게 뒤처질수록, 미국의 동맹국일 때, 그리고 민주주의 수준이 높을수록, 아시아 국가의 대중 지지도는 더 낮아지는 경향을 보였다. 이는 향후 아시아 국제정치의 향배가 미-중 네트워크 경쟁, 중국의 경제책략, 민주화 시위의 국제정치적 파장 등에 의해 좌우될 것임을 암시한다. During the post-Cold War era, the rise of China and a possible U.S-China power transition have been a turning point in the transformation of the international system. Exploring the diplomatic foundations for China as a potential regional hegemony, this study performed statistical analyses of UN General Assembly voting of 44 Asian countries from 1991 to 2015. It showed that China’s diplomatic base turned out stronger with military cooperation and financial assistance. In contrast, China became less diplomatically favorable when her capabilities overwhelmed others’, or when Asian countries had alliance with the U.S, and higher level of democracy. Implicitly, the future of Asian international politics will depend on U.S-China network competition, China’s economic statecraft, and the aftermath of democratization movements.

This article aims at articulating the determinants of compliance with non-binding commitments in government networks and hence advancing the Complex Theory of World Politics toward a theoretical framework that explains state behavior and international affairs. In the Post-Cold War era, the world economy has been governed by a complex network characterized by increasing diversity and linkage among actors and issues. Informal intergovernmental networks such as the Group of Eight(G8) and the Group of Twenty(G20) have often been considered as 'talk shop' mainly because of non-binding commitments and weak enforcement. However, a complex network of governance helped the governmental fora to maintain the relatively high rates of compliance, by reproducing their commitments and outsourcing various functions from international organizations.
