자치단체간의 통합은 치안지역의 범위를 광역적으로 변경시키고 새로운 치안지역을 담당하게 되고 인력구조를 새로운 형태로 변화시킬 필요성이 요구되기 때문이다. 또한 지역치안이라는 새로운 지역사회경찰활동의 강화가 필요하므로 이에 대응한 경찰행정체계의 변화가 필요하다. 지방자치단체의 통합은 지역사회의 경찰활동, 경찰행정의 민주성과 봉사성 그리고 정치적 중립성을 달성할 것을 요구하고 있다. 이러한 변화의 요구에 대응하여 경찰행정체계는 기존의 경찰청장과 지방경찰청장중심에서 벗어나 최하급단위인 경찰서장 중심의 독임제 경찰행정청즉 경찰서장이 독자적으로 인사권과 의사결정권을 가지고 업무를 수행할 수 있도록 변화가 필요하다. 경찰서장의 경찰조직과 권한에 대하여는 기존의 경찰법에서 개괄적으로 규정한 것을 벗어나 구체적이고 명확하게 권한과 사무의 범위를 법률에 구체적으로 명시하여 제도적으로 보장할 필요가 있다. 따라서 본 연구에서는 지방자치단체간의 통합에 대한 실태를 문헌을 통하여 분석하고 새로운 변화에 부합하는 경찰행정체계를 확립하도록 하기 위하여 경찰행정체계의 기본방향을 제시하였다.

Wi-Fi 기반 차량 네트워크에서의 인터넷 처리율 분석

최근 무선 통신의 발달과 무선 접속 기기의 등장으로 인하여 언제, 어디서든 인터넷을 접속하여 다양한 응용 프로그램을 사용할 수 있게 되었다. 특히, 차량 네트워크의 발달로 이동 중인 차량에서도 인터넷 접속이 가능하게 되었다. 또한, 차량 네트워크와 관련된 다양한 연구들이 활발히 진행되고 있다. 본 논문에서는 실제로 쓰이는 다양한 차량 네트워크의 구조를 살펴보고, 각 구조에서 차량 내에서의 Wi-Fi와 외부의 네트워크를 종합적으로 고려하여 성능 측정을 하였다. 성능 측정 결과를 통해서 현재 사용되고 있는 차량 네트워크의 유용성을 판단하였다. Due to advances in wireless communications and portable terminals, any-time, any-where, and any-device Internet access is possible. In particular, Internet access in moving vehicles is an emerging and challenging issue. Even though a variety studies have been conduced for vehicular networks, little attention is paid to vehicular Wi-Fi networks where a Wi-Fi access point (AP) is installed at the vehicle and the AP is connected to an external base station (BS). In this paper, we conduct a measurement study on the uplink and downlink throughput for Internet access in vehicular Wi-Fi networks. We consider diverse network environments: high-speed train, car, and subway. Measurement results demonstrate that current Internet access in vehicular Wi-Fi networks are not satisfactory for interactive multimedia applications. Therefore, in-depth study on resource management in vehicular Wi-Fi networks is strongly required.

This article compares various aspects of managerial performance between specialized and unspecialized hospitals in Korea. Data of 210 hospitals were obtained from the data file of Korea Institute of Health Services Management. The items include general characteristics of the hospitals, fianancial reports, and utilization records. 'Specialized hospital' is defined as one where 'the amount of medical revenue of a certain medical department is equal to or greater than 50% of total medical revenue. 'Based on this definition, the sample hospitals are divided into two groups: specialized and unspecialized. These groups are then compared in terms of various measures of managerial performance, which include operating margin, return on assets(ROA), current ratio, equity ratio, total asset turnover, and current asset turnover. Also, to examine the relationship between specialization and profitability, we estimate the regression model, where ROA is used as the dependent variable and specialization dummy as the independent variable, controlling for the hospital characteristics such as size, type and location. Major findings are as follows : 1. Smaller hospitals located in large cities tend to specialize more frequently than larger and/or rural hospitals. 2. Specialized hospitals have fewer employees compared with the unspecialized, especially in administrative departments, which implies their efficient personnel management. 3. Overall, mamagerial performance is better for the specialized group, where the performance is measured by profitability, leverage, and activity ratios. 4. Regression analysis suggests that there is a positive, statistically significant relationship beween specialization and hospital profitability.

The promotion of science and technology depends on the success or failure of the engineering college education especially for the industrial cooperative education. But our science and technology, the organization of the cooperative education and technology, the organization of the cooperative education and its administration have shown many defects which should be removed very soon. This paper intends to develop more effective system for the industrial cooperative education in A-Jou Institute of Technology and its wise application. For this object, the author adopted the enquete survey to 102 companies and interviewed with more than 80 topmanagements. In conclusion, it could be made a special characterized cooperative education system for the development of regional society and the direct system that rounds to the field by professors. 論
