This study was conducted to suggest a thinning method to find out materials needed and preserve forest for forest healing programs. A Delphi survey was implemented to draw survey questions necessary for taking care of healing forest; a survey for people who have career in forest healing program was also conducted to figure out the importance of storytelling trees. The result showed that the suitable thinning method for healing forest is the eclectic method of quantitative and qualitative thinning methods. There were 10 tree types in the importance of selecting storytelling trees: dead wood in ecological state, unusual type of wood, fragrant wood, another trees standing independently in the main tree group, flowering trees, trees bearing fruit to taste, wood with a distinctive bark, wider and larger trees, wood for medical use and tree extending to various degrees at chest height in the following order. Wide-spread methodological dependence on the Western science within the Korean political science, accelerated by non-scientific, ideological orientations, has been justified by the notion of scientific universality. Scientific universality of the research methodology, however, is nothing more than a mirror image of the science politics; it is manipulated by a powerful, authoritarian methodological network operating within any scientific community. This methodological dependence has led to the production and reproduction of knowledges based on the research puzzles concomitant to the Western methodological canons, provoking continual criticism on their sociopolitical relevance. The search for an independent research methodology, free from Western scientism, should start from the distinctive Korean image of politics which subsumes the proper research puzzles. The new methodology, which guarantees the Korean perspectives, could only then be suggested as a relevant puzzle-solving machinery.

This paper analyzes the problems of the construction of the High-Speed railway, through which it is possible to decrease the Physical Disrtibution cost, activate the railway transportation efficiency and secure the competitiveness of the railway transportation. And also this paper suggests the solutions of the main problems. The main problems of the Kyung-bu High-Speed project are, construcrtion period`s postpone, increasing investment expenses, quality control and getting trust of safety, the main authority of the project, the national system and regulation, the exterior Environment, and shortage of the software technology of the construction. So the solutions of these problems are as follows. First, it is required to organize the special department under the main bureau responsible for estimating the gross expenses of the project and reestimating the construcrtion period`s systemically in order to realize the investment expenses. Secondly, it is required to turn to the comprehensive quality management system which meets the standard of ISO 9000, the international quality standard, in response to the quality and safety. The third, they have to unify the main authority, making it excercise as the leading one, and to apply permanent tenure system to the chief. The fourth, regarding to the system and regulation, it is necessary to set a $quot;special law$quot; for Kyung-pu High-Speed railway construction momently which has priority to other regulation and law. The fifth, it is suggested that the department of public resentment be set for the amicable treatment of public needs region by region, and the line passing Kyung-joo be changed to the Taegu-Pusan line. The last solutions are introductioning the constriction management system and reinforcing the softwear and technology force.

The Tongan constitutional monarchy constitutes a prime example of the perfect fusion of Western-style institutional apparatus and fakaapaapa, a primitive social norm postulating unconditional obedience of commoners to leadership, i. e., tribal chiefs and royal family. It shows a stark contrast to the political dynamics in Fiji and Vanuatu, where a remarkable parallel equilibrium of traditional hegemonic order and institutional arrangement of parliamentary democracy has been revealed. In this context, Tonga's experience has a significant analytic implication not only in the Pacific studies and but in the comparative analysis of democracies in general. Tonga provides fresh analytic perspectives, both theoretical and methodological, for delineating the factors of cross-national variance appearing in the operation of Western-sty Ie political institutions in the non-Western regions, including the South Pacific. It may also become a starting point of the attempt to detect 'bulwarks' which have been deterring the diffusion of democratic ethos to the region.

The politics of science for the maintenance of hierarchical hegemonic order within a scientific community produces methodological groupthink, leading to the alleged unanimity in the decision-making process for selecting proper heuristic devices; the “core set” of the strong research tradition induces symptoms of self-censorship, illusions of unanimity and illusion of invulnerability among the accomplices by means of reward and punishment, acceptance and exclusion, as well as functional and ascriptive governance network of knowledge production in order to secure methodological conformity. Groupthink not only generates the consensus-bound psychological dispositions for thoroughgoing commitment to the research tradition, but also breeds the ethos of scientific change; it diffuses scientific “habits of mind,” while accelerating the unavoidable emergence of divergent perspectives in the normal research community, each supported by fragmented groupthink. In short, methodological groupthink promotes the Kuhnian essential tension for paradigmatic shift.
