Is the 21st Century an “Asian Century”? Raising More Reservations than Hopes

Many are today arguing that the 21st century will be “the Asian Century,” and much ink has been spilled over the splendid achievements of Asia as evidence of such arguments. However, this paper suggests some reservations regarding that argument, though also some distant hopes. First of all, we do not know yet what Asia really is as there are too many geographical Asias. More effort should be made to conceptualize the geographical, or geopolitical, boundaries of Asia, which is both too blurred and too intertwined among sub-identities in Asia, and without. Second, Asia still has a lot of matters to be resolved by Asians themselves before the optimistic and audacious expression “Asian Century” can be legitimately used. In resolving those matters by themselves through international cooperation, the conceptual boundary of Asia could become clearer and a shared Asian geopolitical identity would have more possibility of emerging.

Yu Geun's life, as seen from the foundations of the 《Hwang-seong newspaper》and《Dong-A Il-Bo》and his educational activities, greatly contributed to the formation of Korean modern racial speech and education. His anti-Japan movement started from Independence Society and Korean Self-strengthening Society is connected to the activity for Deajonggyo and Seoul Government Establishment Movement and shows the aspect of a racial leader. His spirit for Korean literature shown on the activity for Jo-Seon Gwang-Mun Society and the publishment of history books certainly shows his aspect of cultural racialist revealing his deep interest in Korean history, culture, and language. He is a scholar of Korean literature. His ability is very high enough to teach Korean history and culture to Korean and to translate Chinese characters to Korean dictionary in 1910's. Having high tone in both Korean and Chinese literature, he is deserved to be estimated as one of the most famous fine writers of the day. It is worthy of notice that the foundation of his idea on racial education and Korean literature Promotion Movement was deeply established on the idea of Deajonggyo. He was very friendly with the second head of Deajonggyo, Kim Gyoheon, and participated in the effort that they tried to serve Dan-gun as the sacred ancestor and revive racial spirit for the Anti-Japan Independence Armament Struggle of the day.『Dan-Jo-Sa-Go』in which the doctine of Deajonggyo and history based on Deajonggyo is reviewed,『Sin-Dan-Sil-Gi, and『Han-Guk-Tong-Sa』written by him and Park Eunsik are masterpieces showing his view on race and will for anti-Japan. Compared with his contributions that he made for life to patriotic enlightenment movement, modern speech activity, and anti-Japan racial movement, we cannot stop to feel keenly the insufficiency of the estimation for his life and achievements. We just hope that his position is reestimated as a scholar of Korean literature and great thinker. Especially, we are expecting that fundamental studies are continued about his role and position as a leader of Deajonggyo Southern-Dobonsa.

Purpose. To understand the effectiveness of training programs to improve the daily living activities and social adaption abilities of stroke patients. Methods. The participant included 1 stroke patient in Jeonbuk, from March to August 2016. The test tools used was the Canadian occupational performance measurement, International classification of function, disability and health co-resets. After applying the training program, I compared the daily life satisfaction and social adaption abilities. Results. According to this study, both daily life satisfaction and social adaption abilities improved. Conclusion. In conclusion, after an exercise program, self- help program, and underwater exercise programs, daily life satisfaction and social adaptation levels were improved. Therefore, the programs that apply to stroke patients could be found to be effective.

네트워크 이동 환경에서의 TCP 성능 향상 기법

인터넷과 이동 네트워크로 구성된 유무선 통합 네트워크에서는 인터넷 상의 송신자와 이동 네트워크 상의 이동 호스트(MH, Mobile Host) 간 경로는 두 개 이상의 무선링크로 구성된다. 이와 같은 네트워크 이동 환경에서 TCP의 종단간 제어 특성을 유지하면서 무선링크에서의 패킷 전송 오류로 인한 TCP의 성능 저하를 극복하는 방안을 제안한다. 제안하는 방안에서는 수신된 패킷의 시퀀스 번호와 ACK 번호를 근거로 하여 무선링크 상에서의 전송 오류로 인한 패킷 손실 정보를 추출하고 이 정보를 상류의 라우터에게 전달함으로써 상류의 액세스 라우터나 이동 라우터에서 신속히 손실된 패킷을 재전송할 수 있도록 한다. 제안하는 방안은 상류 무선링크에서의 패킷전송 오류를 신속히 극복하는 특성을 가지며 모의실험을 통하여 제안한 방안의 TCP 전송률 성능을 평가하였다. TCP 종단간 제어 특성을 가지며 송신자나 수신자 측에 추가 기능이 요구되지 않는 snoop 방식과 비교할 때 제안하는 방안의 TCP 성능이 크게 개선됨을 모의실험을 통해 확인하였다. In the integrated wired/wireless network which consists of the Internet and moving networks, multiple wireless links are used to connect a fixed host(FH) in the Internet to a mobile host(MH) in the moving network. For use in such an environment, we propose a scheme to overcome the TCP performance degradation due to the packet losses over the wireless links without losing the end-to-end TCP semantics. The proposed scheme in each mobile router(MR) allows to obtain the information regarding packet losses over the upstream wireless links based on the received packet sequence number and the ACK number. This information is delivered to the upstream router, which enables the upstream access router(AR) or MR to quickly retransmit the lost packets. The proposed scheme has the feature to quickly recover the packet losses incurred over the upstream wireless links and the performance of the proposed scheme is evaluated through simulation. It is shown that the significant performance gain can be obtained using the proposed scheme compared with the snoop mechanism which maintains end-to-end TCP semantics and does not require any additional features at the source and/or destination nodes.

1920年代初期における日本は第一次世界大戰やロシア革命の餘波によって大衆運動の氣運が急激に高まっていた日本の大衆運動と思想團體の活動は在日朝鮮人社會にも少なからぬ影響を與えた主に東京で學んでいた留學生·苦學生らは日本の思想團體の活動に參加する一方朝鮮人だけの思想團體の結成を推し進めた黑濤會や黑友會北星會などは1920年代の在日朝鮮人民族運動と勞者の權利擁護運動に寄與した代表的な團體だと言える 朝鮮人留學生をはじめとした苦學生や勞者らは日本の思想團體である東洋社會をはじめ黎明會·新人會など自由主義的傾向の團體に參加し た3·1運動の挫折以後には日本社會主義同盟や曉民會·コスモ俱樂部などアナキズムおよびボルシェビズム的傾向の急進團體にも加入して活動した獨立に對する熱情にもかかわらず劣惡な勞環境と民族差別に苦しめられてきた朝鮮人らは帝國主義の支配論理たる社會進化論と資本主義の搾取に對抗するために「相互扶助論」と「プロレタリア革命論」を獨立思想の一環として受け入れたのである こうして新思想を受容した朝鮮人留學生と苦學生らは1921年になると最初の思想團體である黑濤會の結成という成果をおさめた黑濤會は朝鮮人らの抗日獨立精神を鼓吹して勞者らの人權擁護と日本の良心的知識人らとの交流を强調しただがこの團體は當時本格的に擡頭してきていた「アナ·ボル論爭」と留學生·苦學生間の環境の落差などによって結成1年にして解體された 黑濤會の解體を契機として結成された黑友會と北星會は以後東京を中心とした民族運動を主導したつまり黑友會は朴烈を中心として抗日言論出版活動と不逞社などの秘密結社を通じた直接行動路線を追求しアナキズム運動をリドしたこれに對して金若水をはじめとする北星會は勞者の組織化と連帶活動によって大衆運動を組織しコミンテルンと日本共産の後援で活動範圍を國內へと擴大し1924年朝鮮共産の結成に主要な役割を果したよってこの思想團體は1920年代以降展開されることになる在日朝鮮人の思想運動の二大潮流を形作り民族運動を導いていったと評價することができよう
