90 년대 이후, 세계 무역은 세계 GDP 만큼이나 빠르게 두 배 정도 성장하였다. 이러한 맥락에서, 해외 투자와 무역 유치를 이룬 국가들은 빠르게 경제 성장을 하게 된다. 그러나, 국가 간 무역을 증가시키기 위해, 관세와 비관세 규정들을 줄이거나 없애는 것 또는 무역 협정을 만드는 것 만으로는 충분하지 않다. 그러나, 국가 간 무역을 증가시키기 위해, 관세와 비관세 규정들을 줄이거나 없애는 것 또는 무역 협정을 만드는 것 만으로는 충분하지 않다. 무역 비용을 절감하고 국제 경쟁력을 높이기 위해서는 세관 시스템을 현대화 할 필요가 있다. 대부분의 활발한 무역국들은 체계적이고 단순화된 업무를 만들어내는 이른바 통관단일창구(Single Window)라고 불리는 단일진입점(single point of entry)으로 paperless 업무를 하는 독특한 시스템을 채택해 왔다. 본 연구의 목적은 무역 활동에서 통관단일창구(Single Window)의 특성을 조사하고, 한국의 UNI-PASS 통관단일창구(Single Window) 개념과 멕시코의 Ventanilla Unica de Comercio Exterior(VUCE) 사이의 유사성과 전반적인 성과를 비교하는 것이다. 또한, 이 연구는 멕시코의 프로젝트들을 개발 단계를 분석하였다. 특히, 경제, 정치 그리고 문화적 배경에 근거한, 전자 무역 활동을 수반하는 모든 관련사항과 문제들의 분석에 초점을 두었다. 한국의 경험과 국제기구에서 제공하는 가이드 라인의 고찰을 통해, VUCE가 올바르게 역할을 하고, 다른 라틴 아메리카 국가들에게 표본이 될 수 있는 통관단일창구(Single Window) 역할이 될 수 있게 돕는 몇 가지 지침들을 제시하였다. Since the nineties, world trade has grown twice as fast as global GDP. In this context, countries that achieve to attract foreign investment and foreign trade will promote economic growth. However, to increase trade between countries is not sufficient to reduce or eliminate tariffs and non tariff regulations or create trade agreements; it is necessary to modernizing customs systems to reduce costs and increase international competitiveness. Most of the countries with outstanding trade practices have adopted a unique system that promotes paperless activities with a single point of entry that creates a harmonized and simplified practice called Single Window This Study aims to investigate the characteristics of Single Window in trade activities and compare the similitude’s and overall performance of Korea’s UNI-PASS single window concept between Mexico’s Ventanilla Unica de Comercio Exterior ( VUCE) recently implemented. This study also analyzes those development stages of Mexico’s project; based on economic, political and cultural background strongly focusing on all implications and challenges that entail electronic trade activities. With Korea’s experience and with the help of guidelines provided by international organizations we suggest few actions that could help VUCE precisely operate and become a leader Single Window case of reference for other Latin-America countries.

우즈베키스탄 통관 시스템의 문제점 및 개선 방안에 관한 연구 : 한국의 UNI-PASS시스템과 우즈베키스탄 ASDP CCD 시스템의 비교를 중심으로

본 논문은 우즈베키스탄에서 Single Window 시스템을 토대로 한 전자 통관 시스템 도입의 필요성과 중요성을 분석하고자 하는 연구다. 전자 통관 시스템의 필요성과 중요성을 파악하기 위해서는 우즈베키스탄과 한국 간의 매년 증가하고 있는 무역량을 들 수 있다. 최근 몇 년간 우즈베키스탄은 경제 분야에서뿐만 아니라 상호 협력을 바탕으로 한 여러 가지 국제적, 지역적인 문제에서 광범위하게 한국과 친밀한 관계를 강화하고 있다. 현재 우즈베키스탄의 중요한 전략적 파트너국가 중 하나인 한국은 우즈베키스탄 경제에 20억 달러 이상을 투자하였다. 한국 수출입 은행의 경제 협력 펀드가 프로젝트 실현을 위해 제공한 특별 차관은 2억 달러를 넘는다. 우즈베키스탄과 한국의 무역관계 발전과 무역량 증대에 방해가 되는 통관 시스템의 효과적이지 않은 업무 처리를 간소화하고 더욱더 빠른 통관 처리를 위하여 통관 시스템을 보완하고 개선할 수 있는 대책을 찾아야 한다. 그래서 우즈베키스탄과 한국 간의 무역량을 증대하기 위해서는 한국 전자 통관 시스템(UNI-PASS)을 분석하여 경험과 노하우를 통해서 우즈베키스탄 ASDP CCD 시스템을 보완하는 개선방안을 모색하여, 양국 간의 협력 관계를 강화해야 한다. 오늘날 대단히 중요시 되는 것은 세계시장의 경기변화, 제품과 원료의 수요와 판매, 세계시장내의 제품 실제수요, 무역동량 등을 감안하여 다른 나라들과 경쟁을 하기보다는 융통성 있는 조건과 매력적인 투자환경을 조성해야 한다. 따라서 본 연구의 목적은 우즈베키스탄 통관 시스템 성과에 영향을 미치는 요인을 분석하고, 한국 UNI-PASS 통관 시스템과 우즈베키스탄 ASDP CCD 시스템의 비교를 중심으로 우즈베키스탄 ASDP CCD시스템의 문제점과 앞으로 개선 방안을 모색하도록 하는 것이다. 그리고 우즈베키스탄 통관 시스템 이용자들의 만족과 간편하고 빠른 통관을 극대화시킬 수 있도록 발전방안과 해결 방안을 제시하고자 한다. Tendency in rapid increase in the volume of international trade of goods is caused by the advanced technology of informational telecommunication and rapid flow of information, however it has a big effect on a country’s customs regulations, while goods crosses country border. In case of developing countries, which have old technology and less experienced customs staff, these factors are becoming more and more significant. Therefore, main customs regulations duty, such as import and export clearance of goods, inspection and examination for goods, carry in-out processing, warehousing and others, become less effective, which lead to cause of smuggling of goods and drugs. So, in order to smooth trade operations, many international organizations such as WTO, WCO, OECD, APEC, UN/CEFACT promote simplification and standardization of import and export procedures, computerization of customs clearances, paperless customs clearance and trade and so on, which can be achieved by implementing system such as Single Window. According to UN/CEFACT Recommendation 33, the Single Window concept allows parties to be involved in trade and transporting just by using standardized information and submitting documents with a single entry point to fulfill all import, export, and transit-related regulatory requirements. In this matter, in order to encourage trade between CAREC member countries and simplification of customs procedures and customs formalities, in 2009 in Uzbekistan, the Interdepartmental Working Group has been established in order to study, implement and develop the Single Window system. Therefore, purpose of this research study is to identify current Uzbekistan ASDP CCD systems’ problems and recommend a plan for improvement in order to increase effectiveness of Uzbekistan Customs System, base on experience of Korea UNI-PASS system.
