지역 특성화 산업 육성에 관한 연구 : 안양지역 영상콘텐츠산업을 중심으로

As Korean central government has pursued balanced development of its each region, a regional government needs to promote a specialized industry of its own. In this study, a case study on promotion of regional industry is presented. First, to select the next generation industry of Anyang City, we conducted internal and external environmental analysis of the City. An Inter-industry analysis and Location Quotient method were also used. In this study, multi-media contents industry has chosen one of the next-generation industry of Anyang City as it has shown relatively high relevance with the provincial government's strategy. To provide a promotion plan of multi-media contents industry, an analysis of multi-media contents industry has been provided and roles of regional government are identified. The main promotion strategy is determined as follows. 1) foundation of infrastructure, 2) promotion of professional human powers, 3) support for relevant business, 4) focus on public relations, and 5) integration of network. 참여정부는 국가균형발전을 통한 21세기 선진국가로의 도약을 위해 지역 특성화 산업을 발굴하여 육성하고자 하는 이른바 지역균형발전 정책을 추진 중에 있다. 따라서 각 지방자치단체도 지역특성에 맞는 고부가가치산업을 육성할 필요가 있다. 이에 안양지역 특성에 맞는 고부가가치 전략산업을 도출하고자 우리는 안양시의 내부와 외부의 환경 분석을 하였으며 산업연관분석과 입지상계수을 사용하여 차세대성장동력산업을 종합 분석한 결과 멀티미디어 콘텐츠산업를 안양시 전략산업으로 선정하게 되었다. 멀티미디어 콘텐츠산업이 전략산업으로 선정됨에 따라 이와 관련된 디지털 영상콘텐츠산업의 동향을 살펴보았으며, 한편 문화산업으로서 정보와 지식, 문화 등 지적 요소가 기반이 되는 대표적인 지식산업으로서 영상콘텐츠산업의 중요성과 국내 영상산업 발전을 위한 극복 과제 등을 조사해 보았다. 본 논문의 핵심인 영상콘텐츠산업 육성을 위한 중장기 추진전략과 육성방안으로서 영상콘텐츠산업 기반구축의 시급성과 인적·물적 집적화를 통한 영상콘텐츠 중심도시로의 전환이 필요하다고 하였으며 이를 실현하기 위해서는 산업 인프라구축, 전문인력 양성, 관련기업 지원, 영상문화조성, 통합네트워크 구축이라는 5가지 육성방안을 제시하였다.

정보기술 기반구조와 아웃소싱 서비스업체의 역량이 아웃소싱 성과에 미치는 영향
전통적인 비즈니스 프로세스가 변화하면서 기업들은 정보기술을 전략적으로 활용함으로써 경쟁력을 유지하려 하고 있다. 하지만 이를 위한 전문가를 기업이 모두 확보하기란 쉽지 않기 때문에 기업의 정보기술 또는 정보시스템과 관련된 아웃소싱은 폭넓게 진행되고 있다. 그러나 아웃소싱에 대한 기업의 기대와는 달리 정보시스템의 아웃소싱 실패 사례가 적지 않고 또한 기업마다 아웃소싱의 성과가 다른 것이 현실이다. 자원기반관점(resource-based view)에 따르면 이러한 차이가 존재하는 이유는 기업이 보유하고 있는 유무형의 자원에 있다. 따라서 본 연구의 목적은 자원기반관점을 기초로 하여 기업의 정보기술 기반구조와 함께 선행연구에서 꾸준히 논의되어온 외적요소인 아웃소싱 서비스업체의 역량을 고려하여 각각의 요소가 아웃소싱 성과에 미치는 영향을 알아보는데 있다. 연구를 위해서 정보기술기반구조와 아웃소싱 서비스업체의 역량이 독립변수로 사용되었고 아웃소싱 형태에 따른 독립변수와 종속변수간의 인과관계의 변화를 추가로 분석하기 위해서 아웃소싱 형태를 조절변수로 설정하였다. 본 연구과제의 해결을 위해서 설문서를 이용한 현장연구를 통해 자료를 수집하였고 선형회귀 분석을 실시하여 가설을 검증하였다. 설문에는 정보시스템 아웃소싱에 실제적으로 관련이 있는 직원들이 응답하였고 회수된 103개의 설문지 중에서 신뢰성이 떨어지는 것으로 판단되는 2개의 설문지를 제외한 101개의 설문지를 분석에 사용하였다. 연구 결과는 다음과 같다. 첫째, 정보기술 기반구조와 아웃소싱 서비스업체의 역량은 아웃소싱 성과에 유의미한 영향을 미치는 것으로 나타났다. 둘째, 기업이 정보시스템 개발에 대한 아웃소싱 선호성향을 가질 경우, 두 개의 독립변수 중 아웃소싱 서비스업체의 역량만이 아웃소싱 성과에 중요한 변수로 나타났다. 셋째, 기업이 정보시스템 유지보수에 대한 아웃소싱 선호성향을 가질 경우, 두 개의 독립변수 중 정보기술 기반구조만이 아웃소싱 성과에 중요한 변수로 나타났다. 이와 같은 연구 결과는 다음과 같은 의의를 가진다. 첫째, 정보시스템 아웃소싱 효과의 극대화를 위해서는 정보기술 기반구조와 아웃소싱 서비스업체의 역량이 모두 필요하다. 둘째, 정보시스템 개발 아웃소싱의 경우 아웃소싱 서비스업체의 전문가적 역량이 중요한 요소이다. 셋째, 정보시스템 유지보수 아웃소싱의 경우 장기계약에 따른 위험요인의 보완 요소로써 정보기술 기반구조가 중요하다. 결론적으로 급변하는 환경 속에서 정보시스템의 전략적인 활용과 효율적인 개발 및 유지보수를 위해서는 정보기술 기반구조와 아웃소싱 서비스업체의 역량과 같은 내외부적 요인이 동시에 고려되어야 할 것이다. As traditional business process changes, enterprises try to maintain their competitiveness by utilizing IT(information technology) and IS(information system) strategically. Since securing IT experts is hard for the enterprises, the outsourcing related to the company's IT or IS has been widely used. However, unlike the expectation on outsourcing, the failure of IS outsourcing is common and the outsourcing performance of each company happens to differ. According to the resource-based view, the main reason for the difference comes from the tangible and intangible resources that the enterprise owns. Therefore, the purpose of this study is to find the effects of each factor on outsourcing performance by considering both IT infrastructure and outsourcing partner's capability which has been discussed beforehand, on resource-based view. For the study, the IT infrastructure and the outsourcing partner's capability are being put as independent variables, and to analyze additionally the difference on causal sequence between independent variable and dependent variable by outsourcing types, the outsourcing effect has been fixed as a moderating variable. To address the research questions, requisite information has been accumulated by field research using survey and hypothesis has been tested by using linear regression analysis. Employees related to IS outsourcing have answered the survey and 101 collected questionnaires out of 103 questionnaires(2 questionnaires have been found untrustworthy) have been used in the analysis. The results of this study are as follows: First of all, the IT infrastructure and the outsourcing partner's capability are found to have a significant effect on the outsourcing performance. Secondly, when the company has a preferable inclination on IS development outsourcing, the outsourcing partner's capability only turned out to be an important variable on outsourcing effects. Thirdly, when the enterprise owes a preferable disposition on IS maintenance outsourcing, the IT infrastructure is only proved to be an important variable on outsourcing performance. These results bring implication as follows: Firstly, to maximize the IS outsourcing performance, the IT infrastructure and the outsourcing partner's capability are both necessary. Secondly, for the IS development outsourcing, the outsourcing partner's IT expertise is an influencing factor on outsourcing performance. Thirdly, for the IS maintenance outsourcing, IT infrastructure plays an important role as an supplement factor reducing dangers created by long-term contracts. In conclusion, for the strategic utilization, effective development and maintenance of IS in the rapidly changing circumstances, IT infrastructure and outsourcing partner's capability should be considered simultaneously when firms try to make an outsourcing decision.
