공동주택 소방안전 개선에 관한 연구 - 건축허가 소방동의 과정을 중심으로 - 朴 昤 俊 嶺南大學校 産業大學院 産業安全學科 産業安全 專攻 要 約 본 논문은 공동주택의 건축허가 과정의 소방동의 처리시 소방안전 확보에 대한 연구이다. 건축허가 동의의 요건인 소방관련법에서 정한 내용의 검토만으로 건축물의 화재안전성에 대한 확인이 이루어졌다고는 할 수 없다. 소방시설 등의 설치와 더불어 건축물의 구조적인 방재대책과 피난방화시설, 소방활동상의 문제점 등 화재위험영향 요소에 대한 모든 사항이 사전에 고려되어야 한다. 대구광역시에 위치한 공동주택을 대상으로 건축허가 동의업무의 처리 실태조사와 문제점을 발굴하고 개선사항에 대하여 연구한 결과는 다음과 같다. 1) 건축허가 소방동의업무 담당공무원의 전문성이 확보되어야 한다. 소방공무원 중 국가기술자격 및 이공계 학위 취득자로 인력풀 제도를 활용하고, 장기적으로 소방기술직 등 별도 채용이 바람직하다. 2) 건축허가 동의 검토범위가 확대되어야 한다. 소방동의 요건으로 소방관련법에 국한하지 않고 건축물의 위치․구조․설비에서부터 피난․방화 기준과 소방활동상의 문제점을 검토하고 안전이라는 대전제하에 모든사항을 다루어야 한다. 3) 피난․방화시설의 적극적인 검토로 건물구조적인 방화대책을 개선시켜 나가고, 초고층 건축물에 대한 소방관련법의 제정이 필요하다. 4) 공동주택 단지에 대한 소방차량 진입과 화재진압상 필요한 소방활동상 문제점은 사전에 검토 보완되어야 한다. 5) 공동주택 소방시설 등의 적용과 설치는 합법성 보다는 합목적성 위주로 검토되어야하고 장기적으로 초고층 및 대규모 건축물에 적합한 소방시설의 개발이 절실하다. Thesis A Study on the Improvement of Fire Safety for Apartment buildings ( Focused on the Process of Concent for building Permit of fire safety ) Yeong-Jun Park Department of Industrial Safety Graduate School of Industrial Science & Technology Yeungnam University ( Directed by Professor : Kwang-Sik Lee ) Abstract This is a study on security of fire safety given dealing with the fire-fighting consent in the building permit process of apartment buildings. Fire safety of buildings cannot be said to have been confirmed just with examination of the contents, which were prescribed by the fire-related Act, which is the requisite for the building permit consent. All matters need to be considered in advance on influential elements of fire risk such as problems about the structural disaster prevention measure in buildings, the refuge & fire protection facility, and the fire-fighting activity along with the installation of fire facility. It surveyed the actual condition of handling the building permit consent service and excavated problems targeting apartment buildings where is located in Daegu Metropolitan City. The findings on improvement are as follows. 1) Professionalism of civil servant in charge of the building permit fire consent service needs to be secured. It is desirable to utilize manpower pool system with people who acquired the National Technical Qualification and the engineering academic degree among fire officials and to employ separately fire-fighting technical post in the long term. 2) There is a need of being expanded the range of examining the building permit consent. There is a need of examining the refugee․fire prevention standard and problems in light of fire-fighting activity from the location․structure․equipment without being limited to the fire-related Act as the requisite for the fire consent. 3) There is a need of proceeding with improving the buildings structural fire-prevention measure as the positive examination of the refugee․fire prevention facilities and of enacting the fire-related Act on a high-rise buildings. 4) There is a need of examining and supplementing in advance the problems about fire-fighting activity necessary for the enter of fire-fighting vehicle into the apartment buildings complex and for extinguishing the fire. 5) The application and installation of the apartment buildings fire-fighting facilities need to be examined centering on rationale rather than legality. There is a need of desperately developing the fire-fighting facilities proper for high-rise and large-scale buildings in the long term.
