      • BERT와 LDA 토픽 모델링을 활용한 국방이슈 분석 : ‐ 국방혁신 4.0 중심으로

        “국방혁신 4.0”은 현재 정부의 국방개혁 계획이다. 국방혁신 4.0 기본계획은 여러 차례에 걸친 회의와 세미나를 통해 발전되어 2023년 3월 3일에 대통령으로부터 최종 재가를 받았다. 동 기본계획은 “ ‘국방개혁에 관한 법률’에 근거하여 작성한 국방기획체계 상의 기획문서로서 국방기획지침, 합동군사전략서, 합동군사전략목표기획서 및 국방중기계획서 작성에 기준을 제공하며, ‘19년에 발간된 「국방개혁2.0 기본계획」을 대체한다.” [3] 본 논문에서는 “국방혁신 4.0”이 일반 언론보도에서는 어느 정도 이슈가 되고 있고, 영향을 미치고 있는지를 중점적으로 다루었다. 이를 위해, 현 정부에서 처음으로 “국방혁신 4.0”을 공식 발표한 국정과제 발표일을 기준으로 이전과 이후의 각각 1년 동안 국방 관련 기사를 수집하였고, “국방혁신 4.0” 기본계획 토픽 모델링을 하기 위해 국방부 홈페이지 보도자료의 「국방혁신 4.0 기본계획」 발표에 첨부된 한글 문서를 데이터셋으로 구성하였다. 수집된 데이터셋을 대상으로 KeyBERT 모델을 사용하여 키워드 집합을 추출하였고, 이 키워드를 기반으로 LDA(Latent Dirichlet Allocation) 토픽 모델링을 사용하여 국정과제 발표 전과 후의 국방 이슈 토픽들이 무엇인지와 국방혁신 4.0 기본계획에 대한 토픽을 분석하였다. 더 나아가, “국방혁신 4.0” 기본계획의 핵심 내용과 국정과제 발표 이전 및 이후 국방 이슈 토픽과의 유사도를 비교하기 위해 BERT 기반 모델을 사용하였다. 이를 통해 민간 언론에서 관심이 높은 국방 관련 주요 이슈들이 무엇인지 국정과제 발표 전과 후를 구분하여 알 수 있었다. 또한, 국정과제 발표 전후로 어떻게 관심 토픽이 변화되었는지, 그리고 “국방혁신 4.0”에 대한 민간 언론사의 국방분야 관심도가 높아지고 있다는 유의미한 결과를 분석할 수 있었다. Defense Innovation 4.0 is the current government’s defense reform plan. In this paper, we focused on how much impact Defence Innovation 4.0 had on news. To achieve this, first we collected defense-related articles for one year before and after the announcement of the national polisy agenda. Then we extract the keyword sets of the article using the KeyBERT model. Based on these keywords, we analyze how major defense issues changed using Latent Dirichlet Allocation (LDA) topic modeling. In addition to analyzing how major defense issues changed using LDA topic modeling and conducting a SentenceBERT-based similarity comparison with the core content of the Defense Innovation 4.0 master plan. Through our research, we seek to gain valuable insights into how Defense Innovation 4.0 has influenced the discourse around defense-related topics within the media landscape.

        A few years have seen that civil logistics systems have been swiftly transformed into the ones that are operating for customers beyond time and space limitation due to abrupt IT technology development in 21st century. Activation of Internet-based e-commerce, management automation of inventory goods and its distribution, and high-tech transporting tracking system that is almost being placed on finishing touches are exemplary for the current developed logistics system. In addition, logistics outsourcing movement such as the third party extension or SCM method makes it possible to provide more and more high-end service at optimal minimum costs. By the way, along with the above logistics surroundings changes, war conditions and tactic environments were also rapidly changing in accordance with the acceleration of cutting-edge weapon system development. In the military supporting environment, for logistics, means, methods, and procedures are highly required to be improved. In particular, military supporting environment has put more importance on the side of its promptness to get access to consumers and the trend that the environment understands battlefields in advance and maintains integrated resources available prevails in the world. The U.S. Army has well designed the logistics related networks linking across various military supporting companies to battlefields, through which the U.S. army is now realizing highly effective Focused Logistics at optimal lowered cost. When compared to the logistics system of U.S. Army, Korean military logistics system has a long way to go; Korean logistics systems have flaws in prospecting precise demands, in infra-structures backing the systems, and in transporting time consumption with the major systematic problem of multi-staged military supporting mode. Even though Korea military planned and executed information based system making and CALS business, those sizes might not keep track of international trends and the logistics development trend of civil companies. Accordingly, it might be suggested that Korean Army should develop the vision of national defense logistics system that suits the conditions of Korean Army and best use up to date technologies to enhance transporting speed. Namely, property visualization system through which users know location of goods at real time should be developed by using RFID technology (that enable to automatically discern things by using radio signals) and GPS, and central control system and single-staged distribution system should be developed in order to solve the problem of delayed logistics and transporting cost increase by multi-staged supporting system. Also, automatic warehouse should be adopted for the reasonable maintenance of repair parts or finished products. Finally, by conversing the main provider plan, outsourcing of logistics, SCM into Pull typed logistics system that is consumer-based according to Korean Army conditions, it should be used to best provide supplies to each combat individual or troop regardless of war time or peach time.

        Weapons system is a crucial element in the construction of national military power and is acquired by foreign purchase, production by technique introduction or self-production by indigenous R&D. These processes of acquisition are concerned with the performance of the system, the period of military buildup, the optimal quantity and the minimum life cycle cost based on the military demands. Our military forces have acquired highly sophisticated weapons by foreign purchase or indigenous R&D in order to cope with the threat of North Korea and the threat of technological innovation in the field of military science and technology. But the costs of purchase and indigenous R&D are rapidly increasing. Therefore, in case that the indigenous R&D processes are achieved under the condition of poor resources, one might have to risk the uncertainty for the failure in the project. Weapons system to be selected and acquired must satisfy the military operational demands and prove the maximum performance. Furthermore, the main body equipments to be acquired should come along with such elements of personnel and materiel support as logistic support, test and evaluation equipment, maintenance support, doctrine, military structure, and military training for them to be properly maintained. For the effective acquisition of weapons system, the following concepts are suggested. First, the acquisition strategy should be a pan-national resource-intensive type and an enlargement of R&D investment based on the crucial; the important weapons system should be managed by the ADD; the conventional weapons and basic equipments by the defense industry; and the basic research and studies by university or general institutes. Second, the concept of long term R&D and the improvement of current acquisition management procedures should be established. Finally, the professional and scientific analysis function should be emphasized in the process of essential policy-making as well as decision-making of the management of weapons system life cycle.

        Whole future aspect is on full scale attack, so the essential elements which determines winning or losing on war are not only using strength of standing forces, but also effectiveness on mobilization of reserve strength. Especially in 21century, high technology is definitely leading future society with reforming, therefore military authorities are also enlarging on organizing of weaponry, tech support which manufactures and applies. However, there are lots of difficulties and obstacles on mobilizing. Complication on performing and executing, lack ofinterest on relative facilities, institutional service, command and control, pay, and unprepared standing regulations are the main matters. By analyzing the instances. I have come up with summarized plans. Firstly, technical human strength service system and regulation of service are not clearly stated so it caused problemon managing and controling. After reviewing civilian employee law, I found out privileged government positions are allowed to be appointed. New service regulation, attitude, treatment, command and supervise, employment, leave, pay, security system, dress,ID card, punishment, duty, compensation and medical treatment are all re-stipulated. Secondly, managing and controlling of mobilized force are organized as followed on organization table on war time. Forces are formed by army, navy, and air force. After dividing them, once again using a region, and then by battalions and platoons. The commander is appointed to a reserve who was once an commissioned officer. In order to make everything complete, we need toexamine and maintain individual equipment for better command and control. Thirdly, treatment and pay on technical human strength are another task. it is fact that pure civilian is appointed atwar time, we must provide clear stipulation on deciding a compensation with considerations and method of payment and financialresources have to be arranged, too. Fourth, dealing with casualties and losses are not materialize on laws and regulations till now, so, regulation on active service soldiers and civilian employee has to be applicated. However, treating civilian and active service soldiers equally might lead to a civil appeal. To settle the obstacle, we should come up with contracting certain hospitals for any injuries or casualties. Medical treatment expenses must be compensated by government or self government parties. For further support on casualties, they would be laid to National cemetery. To make this matter possible, ministry of defence must stipulate and arbitrate the medical treatment regulation. To sum up, when we prospect the future aspect, technical human strength on high tech weaponry and equipment will be enlarged, and mostly as civilians they will fight for the national security, and serve the army. it is urgent that we must build a master plan from stipulating regulations to dealing with medical treatment. Those consultations and plans I have presented with can help developing on mobilizing and managing human strength.
