플랜트 사용자의 요구조건, 플랜트의 설치 위치, 플랜트 공정의 적용기술 및 특수성, 기술발전, 지역여건, 공사 수행전략 등 여러 가지 상황 및 조건에 따라 프로젝트는 항상 변화가 많으며 같은 프로젝트를 반복하는 것은 거의 불가능하다. 이러한 다양한 가변적 요소 및 복잡성으로 인하여 프로젝트 수행에는 어려움이 있으며 문제점들이 수반된다. 패키지 엔지니어링(Package Engineering)은 전문적인 지식, 다방면의 지식 및 경험을 필요로 하는 기술집약적인 업무로 패키지 프로젝트(Package Project)를 수행하기 위해서는 각 공정(Discipline)의 전문 부문 기술이 적용되고 통합이 이루어져야 한다. 열악한 환경조건에서 Plant가 설치될수록 현장 문제 최소화, 설치 기간 단축이 요구 되며, 이러한 목적을 달성하기 위하여 필요한 것이 패키지화 스키드(Packaged Skid) 이다. 전문업체 공장에서 제작된 상태로 현장에서 설치, 시공되는 패키지화 스키드의 설계 기술, 문제점 분석 및 개선안을 통하여 패키지화 스키드(Packaged Skid) 설계개선에 실효성 있는 지침을 제공하고자 한다. 또한, 설계개선 및 품질 향상으로 공사 현장(Project Site)의 만성적인 문제들에 대한 해결책 및 방안을 제공하고자 한다.

2005년 12월말 현재 인구통계에 따르면 우리나라 전체인구인 약4,829만명 중 65세 이상 인구가 9.1%로 본격적인 고령화 사회에 들어섰으며, 아울러 20년 후에는 노인인구가 20.8%로서 초고령사회에 이르게 되는 사회문제로 부각됨으로써 이에 한국사회에서 나타날 노인주거복지에 대한 문제와 전반적 이해 그리고 그에 따르는 대책을 어떻게 세워야 할 것인지에 대해 심층적으로 분석함으로써 다소나마 선진노인복지를 위한 초석을 마련하고자 하는 열망을 본 연구의 목적으로 삼았다. 우리나라는 다른 선진국들에 비해 빠른 고령사회로의 진입은 지속적인 경제성장 저해 요인으로 작용하고 있으며 또한 핵가족화에 따른 노인 부양기능의 약화, 사회보장 정책제도의 미비, 노인세대의 노후준비 대책 미숙 등으로 노인문제의 심각성이 부각되고 있으나, 현 정부의 노인 복지서비스 위주의 정책으로 말미암아 노인주거 정책에 대한 인식 부족과 노인주거정책이 미흡한 실정이며 또한 체계적인 정책개발의 부재도 장애요인으로 작용하고 있다. 이러한 문제점을 해결하기 위해 본 연구에서는 고령화 사회를 대비한 신세대 노인들의 복지 수요에 부응할 실버타운 조성과 활성 방안을 연구하였으며 실버타운의 건전한 육성 및 발전방향을 모색하여 노인복지정책에 보탬이 되고자 하였다. 또한, 실버타운에 대한 이론적 고찰을 통해 바람직한 실버타운의 모습을 그려보고자 하였으며, 외국의 실버타운 현황에 대하여도 함께 연구하였으며 실버타운의 현황과 문제점을 파악하여 그에 대한 정책적 대안을 제시하였다. 구체적인 방안으로 실버타운의 활성화를 위해서 국가와 지방자치단체의 확고한 지원의지와 지원정책을 역설하면서 국가 정책적인 면에서 재정, 세제, 법적인 지원을 아끼지 말아야 할 것을 주장했고, 재원 마련을 위해서는 국민연금의 수익성사업, 노인복지세의 신설, 금융지원과 각종부담금의 할인 및 면제 등을 통한 활성화 방안을 마련해 주어야 할 것으로 주장했다. 아울러, 지방자치단체의 역할로서 실버타운 조성을 위한 기반시설지원, 자원봉사자 모집 그리고 행정적 지원과 홍보 등을 통한 지원 강화에 대해 체계적으로 접근해 보았다. 한편 노인주거 정책은 노인에 대한 부가 서비스가 제공되는 주택공급에 대한 역점과 노인주거에 대한 사회적 인식변화를 유도해야 할 것으로 판단했다. 2006년도 6월말 통계청의 통계에 따르면 우리나라 노인의 70%가 자녀와 별거를 원하는 것으로 나타났는데 이는 비록 자식들과 동거한다고 해도 노인 주거공간을 노인의 신체적 조건에 적합한 시설이 제공되어야 한다는 것을 시사하고 있다. 따라서, 우리나라도 더 늦기 전에 본 연구에서 주장하는 정책이외에도 노인주거정책에 대한 사회전반의 획기적이고 근본적인 대책을 수립함은 물론 미래지향적인 적극적인 발상으로 복지국가를 실현해야 하겠으며, 아울러 지방화 시대에 맞는 다양한 노인주택의 개발을 위한 국가차원의 정책결정으로 노인복지를 위한 노인주거정책이 확립되어야 할 것으로 판단된다. According to the population statistics at the end of Dec. 2005 as of, among the total population of about 48.29 million people, the population older than 65 years old is 9.1% and Korea has entered into full-scale aged society. After 20 years, moreover, the aged population may attain 20.8%, the supra-aged society and will be embossed as a social problem. By analyzing about the problem of the old living welfare that will appear in the Korean society and the overall understandings and the plans according to it deeply, it aimed the aspiration to prepare the foundation for developed welfare for the old more or less. Korea is entering to the aged society which is faster than other advanced countries, and it is impeding constant economic growth and the sincerity of the problem of the aged by the weakening of the supporting function of the aged as the nuclear family emerged, lack of social security policy institution, and the lack in the plans to prepare the old period of the old generation. But due to the policies mainly of aged people's welfare service, the perception of living policy for the old and living policy for the old are lacking and it is blocked also by the absence of systematic policy development. To solve these problems, this study studied of the furtherance of silver town which will react to the welfare demands of the new-generation old people preparing the aged society, and groped the stout nurturing and development direction for the silver town and tried to be of help to the old welfare policy. Also, through the theoretical consideration about the silver town, it tried to draw a desirable silver town, and studied together with the status of foreign silver town, and grasped the situations and problems of the silver town and suggested the policy plans. For concrete plans, we insisted that a strict support will be and support policy of the local administrations and nation for the activation of the silver town, and argued not to save the support in finance, tax system and law. For the preparation of finance, it insisted to prepare the activation plan through profit business of the national pension, new establishment of the aged welfare tax, financial support and each allotment's discount and exemption. It has also approached systematically to the support reinforcement through base facility support, collection of the volunteer workers, administrative support and PR for the advance of silver town as the role of local administration. For living policy for the old, it temporarily judged that we should induce the social recognition change toward the old living and the point about housing supply in which the additional service toward the aged is supplied. According to the statistics of the National Statistics Office in the end of June, 2006, 70% of old people in Korea wanted to separate from their children and this is suggesting that although they live with their children, the facility appropriate for the physical conditions of the aged is supposed to be provided for the living spaces for the old. Before becoming late, thus, Korea is required to realize the welfare nation by advanced active origins as well as establishing the epoch-making and basic plans of the whole society about the policy of the livings of the old besides the policies argued at this study. In addition, it is judged that the policy of the livings of the aged of the welfare for the old by the decision-making of the nation for the development of various aged houses fitting to the age of localization have to be established.
