한일간 자동차부품 조달물류 경쟁력 분석 : Lo-Lo선과 Ro-Ro선을 중심으로

한국과 일본은 거리상으로 가깝지만 바다를 사이에 두고 있어 물류분야에서 선박과 항공기를 이용할 수밖에 없는 한계가 있다. 이러한 한·일간의 무역의 한계점을 극복해보기 위한 다양한 시도가 있어 왔으며, 닛산의 한국조달물류도 그러한 시도 중의 하나이며, Ro-Ro선을 이용하여 완벽한 심리스물류를 구축하여 비교적 성공적으로 진행되어 오고 있다. 2011년부터 일본의 키타큐슈 지역의 닛산자동차에서는 한국의 자동차 부품 서플라이어로부터 부품을 공급받고 있다. 르노산하에 닛산은 부산 르노삼성과 동일 차종을 닛산큐슈 공장에서 생산하는 입장에서 한국서플라이어를 통해 고품질 저가격의 한국생산 부품을 공급받음으로 시장경쟁력을 높이기를 원했으며, 시기적으로 새로운 차종에 대한 개발이 진행되던 2000년 후반은 엔화 대비 원가 비교적 저렴하여 한국서플라이어로 부터의 부품 공급은 경쟁력이 있을 것이라 판단하였다. 이러한 배경으로 탄생한 Ro-Ro선을 이용한 한·일간 자동차부품 조달물류는 2009~2013년 사이에 특히 많은 연구가 진행되었으며, 그시기에 연구들은 예상물량이나 예측치를 이용한 연구였다면 본 논문에서는 닛산한국조달물류가 본격적으로 진행된 2015년에서 2018년까지에 진행된 실제 운송 데이터를 토대로 그 당시의 연구들의 예측에 대한 실제 효과를 확인해 보고자 한다. Although Korea and Japan are close to each other, there is a limit to the use of ships or airplanes in the field of logistics because they are located in the sea. There have been various attempts to overcome the limitation of trade between Korea and Japan. Nissan's auto parts procurement logistics in Korea is one of them which has been proceeding relatively successfully by establishing perfect seamless logistics with Ro-Ro ship. Since 2011, Nissan Motors located in Kitakyushu, Japan has received parts from Korean auto parts suppliers. Under the name of Renault, Nissan wanted to increase its competitiveness in the market by producing high quality and low price Korean parts through the Korean supplier from the production line of Nissan Kyushu factory and as they produce same model as Busan Renault Samsung. In the second half of 2000, when the development of a new car model has been highlighted, it is recognized that the supply of parts from Korean suppliers would be even more competitive, as the Korean won was relatively cheaper than the yen. A lot of research has been done especially for the procurement of automobile parts between Korea and Japan using the Ro-Ro line which is born in this background from 2009 to 2013. The precedent studies are based on volumes or estimates, this study investigates the actual effect of the researches of those days based on actual transportation data from 2015 to 2018, when Nissan Korea Procurement Logistics has been active in 2015.

21세기 高齡社會 내지 長壽社會는 한국뿐만 아니라 전 世界的으로 人類社會에 커다란 挑戰的 問題를 提起하고 있다. 이제 老人人口의 增加, 低出産, 家族構造와 形態의 變化, 職業世界의 急變, 兩性平等, 世界化와 勞動力의 國際的 移動과 多文化社會의 전개, 後期産業社會 혹은 知識情報社會의 이행, 포스트모던 문화 등은 老人福祉에 새로운 環境으로 作用하고 있다. 따라서 노인의 社會的 地位와 役割도 變化하고 있으며, 社會的 影響力 또한 變貌하고 있다. 이러한 環境 내지 時代的 變化에 걸맞게 老後所得保障과 隱退設計를 事前에 準備해야 할 것이다. 이에 本 硏究는 先進國에 비하여 相對的으로 미비한 노인 소득보장을 增大하여 양질의 老後 生活을 영위할 수 있도록 기여하고 隱退設計를 통해서 老人所得이 保障될 수 있도록 하여 窮極的으로 高齡 社會의 老人 所得保障을 위한 隱退設計를 提示하는 것이 本 硏究의 目的이다. 본 연구에서 제시된 改善方案을 要約하면 다음과 같다. 첫째, 安定的 老後生活을 위해 個別 所得保障制度의 內實化를 통해 多層 所得保障體制를 構築한다. 國民年金의 長期 持續可能性을 提高하고 死角地帶를 解消하여 전 國民에 대한 1次所得保障制度로서의 機能을 確立한다. 公的年金의 適用을 받지 못하는 低所得層에 대하여는 基礎生活保障制度와 基礎老齡年金制度를 內實化하여 基本生計維持를 支援한다. 退職年金과 個人年金制度 등 私的年金制度 活性化를 위한 支援을 强化하는 개인의 노후 대비 資産形成을 促進할 수 있는 金融基盤을 마련한다. 둘째, 건강한 老後生活을 위해 사전예방적 健康管理活動을 촉진하여 老人醫療費 支出을 줄이고 治療, 療養支援體系를 强化한다. 保健醫療서비스 傳達體系를 개선하여 事前豫防 위주의 전 국민 平生健康管理體系를 構築한다. 셋째, 노인의 사회참여를 촉진함으로써 老年生活의 活力을 增進시킨다. 건강하고 勤勞能力이 있는 노인을 위한 社會的 일자리를 擴充하고, 다양한 餘暇 文化活動을 活性化하여 노인의 사회참여욕구를 充足시킨다. 넷째, 住居, 交通, 餘暇, 文化 등 각 분야에서 高齡親和的 社會基盤을 構築한다. 증가하는 노인인구가 편안하고 활기찬 家庭, 社會生活을 영위할 수 있도록 생활편의 및 이동성을 제고시킨다. 그럼에도 불구하고 老人所得保障을 위한 隱退設計에 대하여 分析한 結果 노인고용정책, 老後保障과 年金制度, 停年退職制度, 老齡 貧困層 增加와 장기간호계획의 必要性 增大, 隱退準備에 대한 認識 및 實行力 不足의 問題點을 發見할 수 있었다. The aged society or the long life society in the 21st century is bringing up a big challenging issue to the human beings society not only to Korea, but also to all the world. Now, the increase of the aged population, low birth, change of family structure and actuality, sudden change of job world, equality of sex, globalization and international movement of labor power, development of multi-cultured society, performance of either industrial society in the latter term or society of knowledge and information, and post-modern culture, etc. are acting as new environment on the welfare of the aged. Accordingly, the social position and the role of the aged are being changed and their social influential power are also being changed. Keeping up to such environment or the change of the times, retirement plan for income security of the aged should be prepared in advance. Compared with the advanced countries, income security of the aged is still poor relatively, so it is urgent to increase their income security so that the aged can enjoy better life and their income can be secured through the retirement plan for the income security of the aged of the aging society and the purpose of this study is to present the retirement plan for their income security. The retirement plan presented in this study is summarized as follows. First, to build up multi-class income security system through making individual income security system for stable life of the aged. To raise long-term continuance ability of the national pension to establish a function as the first income security system for the whole people by dissolving the dead ground area. As to the low-income level, not applied to the public pension, to support basic living maintenance by both basic income security system and basic old people pension system substantial. Providing against the personal aged living strengthening the support of activation of private pension system such as retirement pension and personal pension system, etc. Money basis to promote the formation of assets should be arranged. Second, by promoting a pre-preventive health control action for the healthy aged life, so as to reduce the expenses of care for the aged and to strengthen remedy and recuperation support system. By improving delivery system of health care service, to build up a pre-prevention-oriented lifelong health control system of the whole people. Third, it increases the activation of the aged life by improving them to participate in the society, to expand job for the aged who are healthy and have ability to work in the society and satisfy their desire to participate in the society by activating various leisure, culture activities. Fourth, to build up a social basis having intimate relationship to the aged in each field such as residence, transportation, leisure and culture, etc. and to raise the life convenience and each movement so that increasing old population can enjoy comfortable and active home and social life. And yet, analyzing the retirement plan for the aged income security, the author could find several issues at point at recognition and being lack of executive ability against employment policy of the aged, the aged security and pension system, compulsory pension system, increase of the poor level of the aged and increase of necessity of long-term care plan and preparation for the retirement.
