블라인드 펀드의 자산배분에 대한 연구 : 환율과 금리를 중심으로

한국정부는 차세대 성장산업에 대한 효율적 자금조달, 투기성 외국자본에 대응 및 금융산업의 발전 등을 목적으로 2004년 10월 5일 간접투자자산운용업법을 개정(2004년 12월 6일 시행)하여, 사모방식으로 자금을 모집 후 투자대상의 기업의 경영참여 및 지배구조개선 등을 통하여 수익창출이 가능한 사모투자전문회사를 설립할 수 있게 되었다.2004년 말 미래에셋파트너스 제1호와 우리 제1호 PEF를 시작으로 2007년 10월말 현재 41개 PEF가 등록하였고 총 출자약정금액은 8.3조원에, 투자이행 금액으로 3.8조원을 집행하는 수준까지 국내 PEF산업은 성장하게 되었다.블라인드펀드는 사모펀드와 PEF를 포함한다.향후 금융시장, 특히 자산운용시장은 2009년 초 발효 예정인 자본시장통합법으로 일대 대변혁을 일으킬 것으로 예상된다. 신 금융상품의 도입과 각종 규제가 완화 내지 철폐됨으로써 자유경쟁을 통한 금융시스템의 발전을 기대할 수 있고 한국에서는 선진투자은행의 등장이 가능하게 됨에 따라 생존을 위한 국내 또는 외국 금융회사 간의 경쟁이 치열할 것으로 예상된다.이러한 대변화 속에서 블라인드펀드는 국내외 기업의 지분, 부동산, 원유를 포함한 상품시장, 선물환 등 거의 모든 투자 자산에 걸쳐 적극적인 투자 전략을 실행함으로써 향후 그 역할이 중요하다 할 것이다.

지방자치단체간 협력과 분쟁조정을 위한 광역행정의 발전방안 연구 : 부산·양산을 중심으로

The purpose of this study is to find a development plan of Regional administration that will enhance cooperation and reduce conflict of interests between Busan and Yangsan. This was done by compilation of related study materials, case study of the above cooperation and conflict and then looking into problems related to Regional administration. First, unification of Busan Ulsan and Yangsan should implemented. We all have experienced conflict of regional interests when faced with regional matters and fallen into mutual destruction and collision rather than co-existence and negotiation even if we are a single country of one race. The basic solution of Regional administration based on administration area boundaries can be found by readjustment of administration of areas for well-being of residents. Secondly, a administration coordinating committee should be installed for tackling of matters of Regionalea administration between Yangsan and Busan. In other words, the committee should be facilitated as stipulated by the Self-Governing Law to create close cooperation and harmony. By this, all the procedures of investment and enforcement should be implemented by cooperation of these bodies under the regional cooperation planning. Thirdly, a system and special body for conflict reduction and adjustment interests should prepared. In order to facilitate Wide-area administration, budgetary considerations, legal & administrative support and establishment of research institutions for broadening of cooperation between these two cities should be pursued by creation of Regional Division Special Law and Regional Cooperation Special Law. Fourthly, unions of self-rule bodies should be enhanced. For this, installation of unions should be recommended by selection of proper operation and areas. And a selective borrowing power is to be given to hire outside professional union members thereby guaranteeing budgetary flexibility. Unions should function as practically as assemblies, and their names should be changed, and be given decision making powers. For utilization of unions by the two bodies (Busan and Yangsan) legal and institutional stipulation is needed, and the basis of budgetary status from creation of unions should be defined We cannot overemphasize the importance of efficient Regional administration and we hope a development plan for cooperation and negotiation between the related parties can be prepared by continuous efforts through insight and judgement. For development of Regional administration and effective administrative enforcement, methods of Regional administration should be adopted, by region and contingency. And a thorough analysing of peculiarity of regional administration surroundings and regional administration method should be done beforehand aiming at individuality, independence and efficiency.
