      • 고등학교 영어 학습부진학생을 대상으로 시행한 파닉스 지도 효과

        The purpose of this study is to examine whether phonics lessons for underachieving high school students bring positive effects in their word recognition skills, reading comprehension, and affective domain. For this purpose, the phonics lessons of consonant-blends were given once a week for thirty minutes over 8 weeks to four underachieving high school students. Following the design of the study, they took three reading tests, answered questionnaires, and had interviews. The reading test scores were analyzed to see whether the students improved in their word recognition skills and reading comprehension. Questionnaires and interview results were analyzed to examine if there was any change in their affective domain. The results show that the students' word recognition ability was enhanced through phonics lessons though their reading comprehension did not improve. In terms of their affective domain, the students showed positive change in their learning attitude and motives. In conclusion, phonics instructions of consonant-blends had a positive effect on underachieving students’ word recognition skills and affective domain though this did not guarantee the improvement of reading comprehension.

      • 지역문화의 협력적 거버넌스에 관한 연구 : 군포지역 그림책 문화활동을 중심으로

        In Korea, civil society has steadily grown in the political, economic, social, and cultural fields since the democratic uprising in June 1987. This also affects public-private relations, and a new paradigm is emerging that pursues cooperative governance in a mutually horizontal position and communication process, In particular, in the field of cultural policy, regional-specific cooperative governance is emerging. Discussion of an active level of governance in which civil society directly participates in the policy-making process beyond the low-level governance where opinions are collected between local government and civil society is increasing. With this background, the purpose of this study is to conduct an in-depth analysis of the ‘Gunpo region’s picture book-cultural activity’ as a case of cooperative governance of successful regional culture and construction of a regional cultural ecosystem based on the uniqueness of the region. The main issues of this study are to interpret the social background in which the cooperative governance of Gunpo local culture was formed and the driving force to maintain the continuous cooperative system, and how this cooperative governance affected the local community. The background of the emergence of governance theory and various types of governance theories were examined, and the process of change in picture book-cultural activities that emerged in the Gunpo region was described and interpreted from the perspective of the local cultural ecosystem. Based on the ‘Ethnography Research method’, data on the process of forming picture book-cultural activities in the Gunpo area for 30 years from 1987 were collected. The collected data were reviewed based on the framework of cooperative governance of local culture, and interpreted and explained through a target group interview (FGI). The research results are as follows. In the ‘preceding stage', the roles of artists who have cultivated creative picture books in a barren cultural environment, the passion of civic activists who have cultivated a picture book-culture in a barren area, and the perspective of a cultural administrator lead to mutual exchange and cooperation. In the ‘implementation stage’ the three elements of the dynamics of collaboration (participation principle, shared motivation, and common practice capacity) were activated among citizens, experts, and cultural administration, creating a unique picture book-cultural ecosystem in the Gunpo region. In the‘performance stage’, a high level of cooperative governance was formed between citizens, experts, and administrators, resulting in a synergistic effect of horizontal communication and activity, leading to a unique cultural activity called <Talking Picture Book>. Based on this, the city of Gunpo proposed to the Gyeonggi-do government the agenda of ‘creating a picture book museum park’ and eventually led Gyeonggi-do as a participant in cooperative governance. The significance of this study lies in its in-depth interpretation of picture book cultural activities, which are practical examples of cooperative governance of local culture in Gunpo, which has never been the subject of academic discussion. In terms of policy, it was understood that the accumulated expertise of the cultural administration manager should be secured and act as a sustainable governance engine, and systems and policies should be prepared in which rational civic activists and experts could contribute to the local community with a mission. In practice, it has been confirmed that cooperative governance created by the mutual leadership of citizens, experts, and cultural administrators is a necessary condition for discovering and developing regional cultural assets. Since the 1980s, this researcher has been participating in regional cultural and artistic movements centered on Anyang, Gunpo, and Uiwang in Gyeonggi-do, and has maintained a long-term relationship with the research subject and made continuous observations. Through this, it has another significance in that it confirmed that the picture book-cultural activity <Talking Picture Book> related to the cultural identity of Gunpo City existed as a unique case of the region. It is hoped that this study will be helpful in policy and practical aspects to other cities that want to link culture with urban identity. In addition, it is expected that the analytical framework for cooperative governance of local culture used for this purpose will be significantly used to analyze or evaluate cases in other regions, leading to follow-up studies on local culture. 한국사회는 1987년 6월 항쟁 이후 정치, 경제, 사회, 문화영역에서 시민사회가 꾸준히 성장해왔다. 이는 민과 관의 관계에도 영향을 미쳐서 수평적인 소통을 전제로 하는 협력적 거버넌스가 새로운 패러다임(paradigm)으로 등장하고 있다. 특히 문화정책 영역에서도 지역에 특화된 협력적 거버넌스의 양상이 나타나고 있는데, 지방정부와 시민사회 간에 의견을 수렴하는 낮은 수준의 거버넌스를 넘어서 시민사회가 직접 정책결정과정에 참여하는 능동적 수준의 거버넌스에 대한 학술적 논의가 늘고 있다. 이러한 배경에서 본 연구 목적은 지역의 고유성에 기반한 지역문화생태계와 지역문화의 협력적 거버넌스에 관한 실제적 사례를 연구함에 있다. 이를 통해 군포 지역에서 형성된 협력적 거버넌스의 사회적 배경과 지속적인 협업을 유지하게 된 원동력이 무엇인지 고찰하여 바람직한 지역문화 거버넌스는 어떻게 구축되어야 하는지를 고찰하는 것이 본 연구의 주요 쟁점이다. 연구의 방법은‘문화기술지 사례연구(Ethnography Case Study)’방법에 입각하여 1987년부터 30년간 군포지역의 문화예술 활동자료들을 수집했다. 수집된 자료를 협력적 거버넌스 분석틀에 의거하여 분석하고, 표적 집단 인터뷰를 통해 분석된 자료를 해석하고 설명했다. 연구결과는 다음과 같다. ‘선행 단계’에서 척박한 문화환경 속에서 창작그림책을 일구어온 예술가들의 역할과 불모지와 같은 지역에서 그림책문화를 가꾸어온 시민활동가의 열정과 문화행정가의 안목이 환경적 맥락에서 상호교류와 협력으로 이어지며 참여 동인이 발생했다. ‘실행 단계’에서 시민, 전문가, 문화행정 간에 협업역학의 3요소 (참여원칙, 공유동기, 공동실천역량)이 ‘협업역학’으로 작동되면서 군포지역만의 고유한 그림책 문화생태계가 조성되었다. ‘성과 단계'에서 시민과 전문가, 행정가 간에 높은 수준의 협력적 거버넌스가 형성되어 수평적인 소통과 활동의 상승효과가 나타나 <말하는 그림책>이라는 독특한 문화 활동이 이어졌다. 이를 기반으로 군포시는 ‘그림책박물관공원 조성’이라는 의제를 경기도에 제안하여 경기도를 협력적 거버넌스의 행위주체로 견인해 냈다. 본 연구의 의의는 학술적으로 논의대상이 된 적이 없는 군포지역문화의 협력적 거버넌스에 대한 실제적 사례인 그림책 문화 활동을 심층적으로 해석했다는데 있다. 정책적으로는 문화행정 담당자의 축적된 전문성이 확보되어 지속가능한 거버넌스 동력으로 작용해야 하며, 합리적인 시민활동가와 전문가들이 사명을 가지고 지역사회에서 기여할 수 있는 제도와 정책이 마련되어야 한다는 점이 파악되었다. 실무적으로는 시민, 전문가, 문화행정가라는 주체들이 상호리더십을 발휘하여 만들어지는 협력적 거버넌스가 지역문화자산을 발굴하고 발전시키는 필요조건임을 확인했다. 본 연구자는 1980년대부터 경기도의 안양, 군포, 의왕을 중심으로 한 지역문화예술운동에 참여하여, 연구대상과 장기적으로 관계를 유지하면서 지속적인 관찰을 해왔다. 이를 통해 군포시의 문화정체성과 관련된 그림책 문화 활동 <말하는 그림책>은 이 지역만의 독특한 사례로 존재했음을 확인했다는 점에서 또 다른 의의가 있다. 본 연구가 문화를 도시 정체성으로 연결시키려는 다른 도시들에게도 정책적이고 실무적인 측면에서 도움이 되기를 기대한다. 또한 이를 위해 사용된 지역문화의 협력적 거버넌스에 대한 분석틀은 다른 지역의 사례를 분석하거나 평가하는데 유의미하게 활용되어 지역문화에 대한 후속연구로 이어지기를 기대한다.

      • 經營上 解雇에 관한 硏究 : 判例의 경향을 중심으로

        With signs of economic recovery absent, the nation's large conglomerates known as chaebol are adopting belt-tightening policies. In a downsizing situation, there may be a negotiated workforce reduction takes place in our country at these days. In case of workforce reduction. companies have steeply reduced their sales workforce in an effort to save costs amid a sluggish local industry. when companies reduce redundant workers according to their restructuring due to the financial crisis and technological factors and the change of the industrial structure. It also happens when workers of a company are reduced by the change of the personnel organization. Therefore, because it is cause by the financial difficulties of a company, the workforce reduction is different from the discharge caused by the employees own faults. A large scale of the workforce reduction happening on a restructuring process of a company creatures serious social problems such as the infringement of the unemployed and labor unrest. Hence, the workforce reduction is no longer a matter of labor and management of a company but an important issue which should be handled by the government. The settlement of many disputes concerning the lay-out depended on the precedents in Korea which suffered from the unrest of labor caused by the industrial restructuring. Labor standards law was established in the early 1997. The Article 31 of Labor standards law regulates the four requirements for the workforce reduction, which was cited from the precedents in the past first, there must be an urgent need to overcome the management crises. Second, the company should take all measures to avoid the lay-off. Third, a fair and reasonable standard for the workforce reduction should be set up to select the worker to be discharged, Fourth, the company should go through the negotiation process with labor unions or workers. Now it passed five years since the workforce reduction was legislated by the revision of Labor law. The fundamental purpose of the lay-off should be on strengthening the competitive power of the company not just the reduction of cost. When the purpose is laid on the reduction of cost, the focus will be to reduce workforce as many as possible. However, when the purpose is to strengthen the competitive power of the company, the workforce reduction will be operated in the larger frame, the goals of the restructuring will be set up, preparing for the future of the organization drawn by the consequence of the restructuring process. Therefore, the workforce reduction is said to be not a cut-off the cost but a way lead to the strengthening the competitive power, the innovation of management, and the reform of the company. It is the method of the workforce reduction that really matters. It will provide a chance to change the culture of the company when it is fair and encourage worker to participate. In reducing workforce, the company should pay more attention to the protection of workers, carefully choose workers to be reduced in a fair and reasonable standard. The government will today make public a revised labor law aimed at introducing a five-day workweek at public institutions and large company. Korea's large business groups are rushing to adopt the government-endorsed, five-day workweek. But the Korean economy now enters a low growth era. In all this process, the company, the government, the union all of them should faithfully negotiate with the others when they confirm the workforce reduction. and the company should provide compensation for the reduced workers. In addition, the government should build a social security system for a positive protection measures for the reduced workers.
