컨설팅 지원사업이 기업의 혁신활동에 미치는 영향에 대한 연구

1997년 외환위기를 거치면서 정부에서는 중소기업에 대한 경쟁력 강화를 위한 컨설팅 지원사업을 시행하였다. 정부의 컨설팅 지원사업은 혁신활동이 필요한 기업의 지원과 국내의 컨설팅산업을 육성한다는 두 가지 측면의 효과를 기대할 수 있었다. 이러한 정부의 컨설팅 지원사업을 기업에서는 어떻게 활용하고 있는지, 그리고 어떤 효과를 보이고 있는지에 대하여 알아보고자 하는 것이 본 연구의 목적이다. 본 연구를 위하여 기존의 연구에 대한 검토로 혁신활동의 변수들을 파악하고, 이 변수들에 대한 관련성을 파악하기 위하여 부산, 울산, 경남지역의 중소기업들을 대상으로 설문지를 통한 자료를 수집하였다. 본 연구의 대상은 혁신활동에 있어서 경영자의 관심도와 혁신활동의 목적의식이었는데, 이러한 변수에 대하여 컨설팅 지원사업 참여시 혁신활동의 자발적 추진여부, 기업의 부담비율과 혁신의 방향성 등으로 설정하여 자료를 분석, 가설의 검증을 실시하였다. 본 연구의 결과 자발적 혁신활동 추진기업의 경우 그렇지 못한 기업보다 높은 혁신성과를 보였으며, 기업의 부담비율이 높은 기업이 그렇지 않는 기업보다 높은 혁신성과를 보이는 등 경영자의 관심이 높을수록 혁신성과가 더 크다는 결론을 도출하였다. 또한 혁신의 목적이 분명한 기업의 경우와 그렇지 않은 경우의 혁신성과에서도 혁신의 목적이 분명한 기업이 혁신성과가 높게 나타났으며, 컨설팅 만족도와 혁신성과와의 상관관계도 높은 것으로 나타났다. 결론적으로 혁신활동은 경영자가의 관심 여하에 따라서 그 성과가 달라질 수 있고 경영자가 혁신활동에 더 관심을 가지게 하려면 기업이 어느 정도 부담을 느끼는 수준에서 자금지원이 이루어져야 한다는 것이다. 또한 자금지원방식에서 경영자 및 관리자들의 의식변화를 유도하기 위한 교육 등에도 지원하여 경영자가 필요한 분야에 대한 경영자 주도형태의 혁신을 이루어 나가도록 하여야 할 것이다. In 1997 due to the foreign exchange crisis, government starts to give support on consulting for small and medium enterprises to strengthen their competitiveness. It hopes to have good effect on two sides which support on innovating projects in enterprises and fostering domestic consulting business. The primary purpose of this paper is to investigate how companies use the consulting service supporting from government and whether the service is really effective to improve the business performance of companies. In order to accomplish the purpose of the study, literature review was conducted to innovation activities and consulting business as preliminary study and then empirical survey was conducted to find the relationships among innovation activities, consulting support, and performance to companies in Busan, Ulsan, and Gyeongnam metropolitan. This study is to research on the interest and the sense of purpose of the business owners in the innovative projects. This study has been performed by analyzing the data and examining a hypothesis to check the parameters on the spontaneity, expenses ratio and the way of the innovative projects. The empirical results showed that companies doing active innovation efforts were more effective than those doing inactive innovation efforts. The resuls also found that companies which had the higher expense ratio and the higher interest in the innovation leaded to the excellent performances. In conclusion, the outcome of the innovative projects can be different in the interest of the business owners. To make the business owners having interests in innovation, government should arrange the financial support in proper time. Furthermore, arranging the financial support and educating managers to change the innovative mind is necessary, so that the business owners can lead the innovative projects to success.
