Following the implementation of local self-governing bodies from the mid 90s, the commercialization of cultural tourism products and regional economic development have increased as a form of increasing regional competitiveness. This allows for increased employment following the opening of regional festivals as well as increased income for regional residents through funds inflowing with more tourists. As a result, in terms of a social cultural effect, this will provide a better integration of the economics of the region with regional residents, which in turn allows for the development of cultural tourist resources, which in turn, will instill a sense of love of own's hometown and inspiration. Therefore, continuous development of cultural tourism will provide opportunities to increase the level of cultural interest by regional residents. In terms of physical or environmental effects, we can expect effects such as improved facilities, improved city environment, improved accessibility to cities and environmental preservation. Such tangible and intangible assets have allowed the regional festival to take shape as a new tourist resource and have become an important case study in establishing strategies for acquiring regional uniqueness and competitiveness within such era of a transitioning paradigm. Currently, regional festivals have exceeded from only being used as a way to increase the competitiveness of tourist resources into an issue highlighting how existing resources can be used to create more value. The Chungju World Martial Arts festival, which has developed significantly both qualitatively and quantitatively in the past 10 years, has raised the recognition of the city of Chungju through the popularization of Taekkyon. It has, as a result, provided an opportunity for not only regional development, but also raising the pride and affection from regional residents. In addition, The recognition of The Chungju World Martial Arts Festival, through connections with tourist sites and cultural resources of the region, have maximized the efficiency of publicity by helping to improve the image of regional festivals as a whole. However, as the standards of living and personal enjoyment continues to grow in additional to increased cultural desires from cultural consumers, a system which allows more opportunities for such cultural consumers to participate and experience cultural values must be provided. As of recent, regional festivals have become a new opportunity for regional development. The Chungju World Martial Arts Festival must establish a genuine identity and must continue to become a new framework of the festival culture industry through professional planning befitting regional characteristics based on a proper direction within regional culture. 90년도 중반에 실시된 지방자치제의 실시 이후 지역축제는 지역경쟁력 강화 수단으로 문화의 관광 상품화와 지역경제 발전을 앞세우며 급속히 증가했다. 이는 지역축제 개최에 따른 고용창출과 관광객 유입을 통한 지출과 지역주민의 소득효과로 이어지는 경제적 효과를 기대할 수 있으며, 시회 문화적 효과로는 지역의 정체성과 지역주민의 화합의 장을 마련 할 수 있고 나아가 전통문화의 발굴로 중요한 문화관광 자원을 발굴해 애향심 고취와 함께 지속적인 관광문화를 개발하고 지역주민의 문화적 관심과 수준을 향상 시킬 수 있는 기회를 마련 할 수 있다. 물리적 환경적 효과로는 시설물 개선효과, 도시환경개선효과, 도시의 접근성 개선과 환경보전 등을 들 수 있다. 이처럼 지역에 산재한 유, 무형의 자원들은 지역축제를 새로운 관광자원으로 자리 잡을 수 있게 했으며, 지역의 특화된 소재를 개발해서 지역화 시대의 패러다임 변화에 따른 지역 정체성과 경쟁력 확보를 위한 전략 수립에 중요한 사안으로 자리 잡게 되었다. 이제 지역축제는 관광자원을 경쟁력의 수단으로 삼는데서 한 걸음 더 나아가 기존의 자원을 어떻게 가치 있게 창조해 가느냐가 쟁점으로 부각되고 있다. 10여 년간 양적, 질적 면서 비약적인 발전을 이룩한 충주세계무술축제는 택견의 브랜드화 통해 충주시의 대외적 인지도를 향상시키며, 지역시민의 애향심 고취와 더불어 지역경제 발전에 일익을 담당할 수 있는 기회를 제공했다. 또한 충주세계무술축제의 지명도는 인근 지역에 관광지와 문화자원의 연계를 통해 지역축제의 이미지를 확산시켜 홍보 효율성을 극대화 할 수 있었다. 그러나 생활수준과 여가생활에 대한 관심이 커지면서 문화소비자들의 문화적 욕구는 갈수록 높아지고 있어 지역축제는 문화소비자들이 참여 할 수 있는 참여 시스템 구축과 문화가치를 체험할 수 있는 보다 폭 넓은 기회를 마련해야 할 것이다. 이제 지역축제는 지역발전에 있어 새로운 기회의 자원으로 부상하고 있다. 충주세계무술축제는 진정한 정체성을 확립하고 지역문화의 올바른 방향성을 바탕으로 지역의 특성과 참신하고 전문성 있는 기획으로 축제문화산업의 새로운 기틀을 마련해야 할 것이다.
