인천시의 소셜미디어 활용현황과 개선방안 : 소셜미디어 성숙도 모형을 중심으로

With the recent spread of social media utilization, local governments as well as ministries are positively using them. A local government can publicize policies and improve local images effectively through social media. Local residents came to participate more actively in administration by delivering their opinions about policies directly to local governments and make two-way communication with the local governments. Incheon Metropolitan City is also operating a diversity of social media channels, including Facebook, Twitter, and Bog. However, while there has been quantitative growth with the larger number of visitors, as compared with the previous year (2014), qualitative growth based on actual communication and differentiation has poorly been realized. It is necessary to understand the characteristics of social media and develop a plan for using them well with the objective of using them effectively. This study aimed to review theories concerning social media, investigate the social media utilization status for government agencies and local governments, and, on this ground, draw the significance of local governments' utilizing social media. The policy significance of social media for local governments involved policy publicity, communication with citizens, and formation and public relations of local images. This study focused on a comparative analysis of social media utilization between Incheon and Goyang and Suwon, two cases with good utilization of social media. To do this, posts and commends posted in Facebook, Twitter, and Blog for each of the local governments over three months from July to September 2015 were reviewed; on this ground, a maturity model, an analytic framework, was used to make a comparative analysis in terms of strategies, institutional support, organization, users, and differentiation. Ultimately, an attempt was made to determine the current status of social media for Incheon and present its desirable direction. Social media for Incheon was at an initial stage in terms of strategies, institutional support, organization, users, and differentiation. In particular, the city was poorer at two-way communication, a characteristic of social media, and strategies and differentiation, which determine social media utilization by platform, than Goyang and Suwon. On the basis of these results, some problems with social media utilization in Incheon were found: First, institutional support for social media is poor. This is due to a poor understanding of, and limited concerns about, the characteristics of social media. Second, there is no communication. Social media for Incheon is mostly used for one-way notification, not for two-way communication, and is hardly differentiated from the existing media. Third, there was no specialized content strategy or differentiation. Social media for Incheon had no character that could differentiate them from other ones. Fourth, the goal and direction of their operation are ambiguous. The absence of a specific goal and direction seems to prevent utilization of the characteristics and advantages of social media. On the basis of these results, suggestions were made for Incheon to use social media effectively: first, it is necessary to urge individual public officers to use social media and understand them; second, it is necessary to produce differentiated contents based on locality, establish an internal system of organization, invite experts from outside, make relevant policies and operating guidelines, and develop mobile pages and applications. Key words: Incheon Metropolitan City, local government, social media for public institution, social network service (SNS) 최근 소셜미디어의 이용이 확산되면서 정부부처는 물론 지방자치단체에서도 이를 적극적으로 활용하고 있다. 지자체는 소셜미디어를 통해 효과적으로 정책을 홍보하고 지역 이미지를 개선할 수 있다. 지역 주민들은 정책에 대한 의견을 직접 지자체에 전달함으로써 시정 참여의 폭이 확대되었으며, 지자체와 지역주민이 쌍방향으로 소통할 수 있게 되었다. 인천시 또한 페이스북, 트위터, 블로그 등 다양한 소셜미디어 채널을 운영하고 있다. 그러나 전년(2014년) 대비 방문자 수의 증가라는 양적인 성장은 이루었지만 실질적인 소통이나 차별화와 같은 질적인 성장은 아직 크게 이루어지지 않은 것으로 보인다. 소셜미디어를 효과적으로 활용하기 위해서는 소셜미디어의 특성에 대한 이해를 통하여 적절한 활용방안을 마련할 필요가 있다. 본 연구에서는 우선 소셜미디어에 대한 이론을 검토하고, 정부기관과 지방자치단체의 소셜미디어 활용 현황에 대해 조사하여 이를 바탕으로 지방자치단체의 소셜미디어 활용의 의의를 도출했다. 지방자치단체 소셜미디어의 정책적 의의는 정책의 홍보, 국민과의 소통, 지역이미지 형성 및 홍보인 것으로 나타났다. 이번 연구에서는 인천시가 운영하는 소셜미디어와 지자체 소셜미디어 활용 우수사례인 고양시와 수원시의 소셜미디어 활용과 비교 분석하는 것에 초점을 맞추고 진행하였다. 이를 위하여 각 지자체의 페이스북, 트위터, 블로그의 2015년 7월부터 9월까지 3개월간의 게시물과 댓글 등을 조사하였으며, 이를 바탕으로 분석틀인 성숙도 모형을 활용하여 전략, 제도적 지원, 조직, 사용자, 차별화 측면에서 비교분석하였다, 이를 통해 인천시 소셜미디어의 현재 상황과 나아가야 할 방향에 대해 연구했다. 분석 결과 인천시의 소셜미디어는 전략, 제도적 지원, 조직, 사용자, 차별화 부문에서 초기단계에 있는 것으로 나타났다. 특히 소셜미디어의 특성인 쌍방소통, 소셜미디어 플랫폼별 활용도인 전략과 차별화가 고양시, 수원시와 비교하여 부족한 것으로 나타났다. 이러한 분석 결과를 바탕으로 도출한 인천시 소셜미디어 활용의 문제점은 첫째, 소셜미디어에 대한 제도적 지원의 미비이다. 이는 소셜미디어의 특성에 대한 이해와 관심의 부족에서 기인한 것으로 보여진다. 둘째, 소통의 부재이다. 인천시의 소셜미디어는 쌍방 소통이 아닌 일방적인 통보가 대부분인 것으로 나타나 기존 매체와의 차이점을 찾기 어렵다. 셋째, 특화된 콘텐츠 전략 및 차별화의 부재이다. 인천시의 소셜미디어는 타 소셜미디어와 구별되는 차별화된 개성이 없는 것으로 나타났다. 넷째, 운용 목표와 방향의 모호성이다. 구체적인 목표와 방향의 부재로 소셜미디어가 가진 특성과 장점을 활용하지 못하고 있는 것으로 보여진다. 이 같은 결과를 바탕으로 인천시의 소셜미디어를 효과적으로 활용하기 위한 개선 방안으로 첫째, 공직자 개인 소셜미디어 활용 촉진과 이해의 필요성. 둘째, 지역성을 살린 차별화 된 콘텐츠 생산, 내부 조직체계 마련 및 필요할 경우 외부 전문가 활용, 관련 정책 및 운영지침의 마련, 모바일 페이지와 어플리케이션의 개발을 제안했다. 주제어: 인천시, 지방자치단체, 공공기관 소셜미디어, 소셜네트워크서비스(SNS)

A Study on the Activating Directions of Performance Assessment in English Listening This paper is on performance assessment using task-based language teaching. Although there is much research on methods of effective English teaching and learning, such research continues to be done. It is generally said there are four components of English learning: Listening, Speaking, Reading and Writing. Listening skills especially have the powerful transfer property to the other three skills. Therefore, in this paper, I have studied the importance of listening and the methodology of listening for a comprehension-based approach. In order to find the effective ways of improving the listening ability, I propose performance assessment using task-based language teaching. Evaluation is the best way to teach and learn when studying. The form of evaluation itself can decide the learners' ways of studying. We can get information of how much students study through such evaluation. After giving the test, we will have some information about how easy or difficult it was. The teacher can give the students helpful feedback. Feedback is the most essential part of the teaching and learning. Therefore, the development of performance assessment, checking the degree of real ability will be the best way of the effective English teaching. The students are tested as they actually perform the behavior itself. Also, in a task-based instruction, the focus is on using language to complete a task, rather than on practicing language. The teacher does not actually teach directly, but rather the students acquire communicative competence, peripherally, by engaging in meaningful tasks. The performance assessment using task-based language teaching can be the best method for effective teaching and learning. I specifically tried to divide functions of evaluation into three parts: diagnostic evaluation, formative evaluation and summative evaluation. In the diagnostic evaluation, I presented the way of "Shadowing", an example of performance assessment. Also, the formative evaluation assesses the students in the process of "forming" their competencies and skills in order to help them continue that growth process. Here I presented "Listening Log, Movie Review and Other Subject Touch". The purpose of the formative evaluation is for students to revise the lack of their position and to get intrinsic motivation. Finally, in the summative evaluation I focused on how to revise and improve through all the class activities including diagnostic and formative evaluation; I presented the way that a portfolio can be used as a purposeful collection of students' work that demonstrates to them and others their efforts, progress, and achievement in given areas. As a result, using performance assessment we can determine the degree of real ability. Therefore, it can be one of the best methods of teaching and learning English.

급여제도에 대한 태도분화와 조직공정성

본 연구는 급여제도에 대한 태도분화가 조직공정성에 미치는 영향을 확인하는데 목적이 있다. 이를 위해 국내 민간기업과 공기업 및 공공기관에 근무하는 재직자 430명을 대상으로 자료를 수집하였으며, 이 중 312명을 대상으로 분석을 실시하였다. 연구결과는 다음과 같다. 첫째, 급여제도에 대한 태도분화는 분배공정성과 절차공정성 중 분배공정성에만 유의미한 영향을 미쳤다. 급여제도에 대한 태도가 분화된 재직자는 조직의 분배공정성을 높게 지각하였다. 이를 통해 급여제도에 대한 태도분화수준과 분배공정성이 정적상관이 있을 것이라는 가설은 부분적으로 지지되었다. 하지만 태도분화 수준과 절차공정성이 정적상관이 있을 것이라는 가설은 기각되었다. 둘째, 성과급제도 지지자와 연공서열제도 지지자는 서로 다른 준거에 근거하여 태도를 형성하는 것으로 나타났다. 성과급제도 지지자는 효율과 태만의 합리성 준거에 의해 태도를 형성하였으며, 연공서열제도 지지자는 화합과 경쟁의 사회성 준거에 의해 태도를 형성하는 것으로 나타났다. 종합해 보면, 급여제도에 대한 태도분화는 조직공정성에 부분적으로 영향을 미쳐, 성과급제도와 연공서열제도에 대한 비호의적 신념에 태한 태도분화 수준이 높을수록 조직의 분배공정성을 높게 지각하는 것으로 나타났다. 또한 각 급여제도를 지지하는 태도형성에 기초하는 준거신념이 서로 다름을 밝혔다.
