관광개발 편익-비용지각이 개발갈등과 개발수용 태도에 미치는 영향 : 이해관계가 있는 지역주민을 대상으로 = The Effects of Tourism Development benefits-costs on Development Conflicts and Development Acceptance Attitude: Targeted at Local Residents’ with an interest

국문 초록 (Abstract)

최근 관광개발로 인한 갈등이 심화됨에 따라 지역공동체 파괴와 사회적 비용이 증가하고 있으며, 이에 따라 갈등 연구의 필요성 또한 높아지고 있다. 이 연구에서는 관광개발로 인한 갈등의 주요 이해관계자인 지역주민을 대상으로 관광개발에 따른 편익과 비용지각이 갈등에 어떠한 영향을 미치는지 알아보고자 갈등을 요인별로 세분화하고, 이들 요인에 따라 관광개발을 수용하는 태도가 달라지는지 검증하고자 한다. 이를 위해 관광개발에 따른 갈등이 심화되고 있는 제주지역의 오라관광단지 사례를 선정하였고, 이를 둘러싼 지역주민 170명을 대상으로 설문조사를 실시하였으며, 최종 149명의 유효표본을 대상으로 spss 24.0과 smart pls3.0을 활용하여 실증분석을 실시하였다. 그 결과 관광개발에 대한 지역주민의 갈등요인은 절차적, 경제적, 목표 및 내용적 갈등요인으로 세분화되었으며, 관광개발에 대한 편익과 비용지각 중 비용지각만이 세 가지 갈등요인 모두에 정(+)의 영향을 미치는 결과를 보였다. 하지만 관광개발 수용태도와의 관계에서는 두 변수 모두 통계적으로 유의한 관계가 있는 것으로 나타났다. 마지막으로 갈등요인에 따라 관광개발 수용태도가 달라지는지 검증한 결과는 절차적 갈등요인만이 관광개발 수용태도와 정(+)의 영향관계가 있는 것으로 나타났다. 이러한 결과는 효과적인 갈등관리를 위해 갈등요인별 관리방안이 필요함을 시사하며 선행연구에서 제한적이었던 갈등요인들을 세분화하여 연구함으로써 갈등관리적 측면의 연구범위를 확장하였다는 점에서 가치가 있다. 이에 동일한 개발사례에도 갈등을 느끼는 요인이 달라질 수 있음을 이해함으로써 관광개발 갈등으로 몸살을 앓고 있는 제주지역의 갈등관리 정책수립을 위한 유용한 자료로 활용되기를 기대하는 바이다.

Recently, as conflicts due to tourism development intensify, the destruction of local communities and social costs are increasing. Accordingly, the need for conflict research is also increasing. This study aims to investigate how the costs and benefits of tourism development perceived by local residents, who are major stakeholders in the conflict in tourism development, affect the conflict. Therefore, conflicts are subdivided by factors, and it is intended to examine whether these factors affect attitudes toward tourism development. To this end, we selected a case of Ora Tourism Complex in Jeju, where conflicts due to tourism development are intensifying, and conducted a two-week online and offline survey of 170 local residents from March 4 to 17, 2021. carried out. An empirical analysis was conducted using spss 24.0 and smart pls 3.0 for the final valid sample of 149 people. As a result, local residents conflict factors for tourism development were subdivided into procedural, economic, goal and content conflict factors, and only the perception of cost for tourism development had a positive (+) effect on all three conflict factors. showed However, in relation to tourism development acceptance attitude, benefit perception has positive (+) and cost perception negative (-), and both variables have a statistically significant relationship with tourism development acceptance attitude. Finally, as a result of examining whether the attitude toward tourism development differs depending on the conflict factors, only procedural conflict factors have a positive (+) effect on the acceptance attitude of tourism development. These results suggest that it is necessary to prepare a plan for each conflict factor for effective conflict management, and it is valuable in that it expanded the scope of research in the aspect of conflict management by subdividing and researching conflict factors that were limited in previous studies. Therefore, it is expected that it will be used as a useful data for establishing conflict management policies in the Jeju region, which is suffering from conflicts in tourism development, by understanding that the factors that feel conflict may be different even in the same development case.
