주요국 우주기관의 미션 분석과 한국 우주항공청에 대한 함의 = An Analysis of Mission Statements of Spacefaring Countries’ Space Agencies and Its Implications on Korea AeroSpace Administration

국문 초록 (Abstract)

한국 정부는 우주개발과 탐사, 우주산업, 우주안보 등 우주 부문의 컨트롤타워 역할을 수행할 한국 우주항공청(KASA)을 출범시키기 위해 노력하고 있다. 현재의 논의는 우주항공청의 조직적 위상과 인적 구성에 초점을 맞추고 있으나, 보다 중요한 것은 조직의 미션이다. 공공조직의 미션은 조직의 정체성과 목적을 대내외 이해당사자들에게 가장 효과적으로 전달하며, 다양한 도전과 난관을 헤쳐나가는데 나침반 역할을 수행한다. 특히, 향후 국가 간 치열한 경쟁뿐만 아니라 다양한 행위자의 등장으로 인해 불확실성이 큰 뉴스페이스 시대에 우주항공청이 추구하는 가치와 방향성은 개별 조직의 성과뿐만 아니라 한국의 미래에 큰 영향을 미칠 것이다. 이러한 점에서 본 연구는 우주강국의 우주기관이 어떠한 미션을 제시하고 있으며, 어떠한 가치를 추구하는지를 체계적인 분석틀을 활용하여 비교 분석한다. 이러한 작업은 그 자체로서 의의가 있을 뿐만 아니라 한국의 우주항공청 설립과 미션 수립에도 기여할 것이다.

다국어 초록 (Multilingual Abstract)

The South Korean Government strives to establish Korea AeroSpace Administration(KASA) which is expected to play a key role in implementing policies related to space exploration, space industry, and space security. While most debates center around its organizational status and personnel affairs, what is more important is its mission. A public agency’ mission delivers its identity and purpose to diverse stakeholders—both internal and external—and directs the agency to cope with current and future challenges. Especially, in the era of New Space when uncertainties prevail with intensifying competition among old and new actors, the KASA’s mission and values will be of great significance not just for the agency itself but also for the future of Korea as a spacefaring country. In this regard, this article analyzes mission statements of 10 space agencies of spacefaring countries and EU with a systemic framework from a comparative perspective. It would contribute to the establishment of KASA and the making of its mission statement.
