      This study analyzed the degree of regional retardness of 16 broad cities and provinces. The results are as follows. First The index and ranking order between upper groups and down groups of them is not almost changed from 1998 to 2001, viewing from th results of time series analysis. This denotes the regional development policy has not been effective and sustained a constant imbalance and different regional level of development. The another point is that the analysis of regional retardness has a definite limitation, like showing different results by dint of which indicators and weight are chosen. It implicates research's judgement and method influences decisively on results. Therefore If allocation of governmental resources will be realized in accordance with those results, It will be able to cause a very serious inequality and regional complaints among them. So Government which is now trying to find a proper way for regional balance has to pay much attention to these points and also endeavor to find out more rational method for a systemic analysis of that.
