유무선 융합과 규제정책 ; 유무선 융합 환경하의 이동망 접속료에 대한 평가와 개선방안 = Fixed-Mobile Convergence and Regulatory Policy ; Fixed-Mobile Convergence and A Critical Review of Mobile Termination Rate in Korea

다국어 초록 (Multilingual Abstract)

This paper critically reviews the mobile termination rate in Korea and intends to provide alternative policy options for the fixed-mobile interconnection. The fixed-mobile interconnection regulation in Korea maily persued productive efficiency and neglected allocative efficiency at the cost of consumer welfares. The LM price in Korea is unique across the mobile providers with different cost structures, and thereby resulting in the inefficient usage of the mobile network and the high level of mobile temination rate. This paper suggests alternative regulatory measures for the fixed-mobile interconnection. First, inter-connection policy should put more emphasis on the benefit of consumers. Second, there must be a transparent and flexible linkage between LM price and mobile termination rate. Third, double marginalization problem should be alleviated by increasing competition in the access market and introducing the price cap regulation on LM price. Fourth, MVNO should be allowed to solve the termination monopoly problem. And finally, LRIC, at least in the form of hybrid model of bottom-up and top-down methods in calculating interconnection rate should be used to facilitate the efficient use of the networks.
