This paper presents a set of basic research questions for welfare policy analysts to produce more usable information for policy making in the field of social welfare.
For this purpose, first of all, it is necessary to examine the idiosyncracies of welfare policy, which can be a reference to assess past welfare policy research and to suggest future directions of welfare policy research. Secondly, the reasons are to be discussed why most of policy studies in the welfare field are unusable, based on a model of information usage process in policy making. Thirdly, the characteristics of usable welfare policy research are to be defined. Finally, the research questions are suggested for future policy analysis in the field of social welfare.
