모자가정의 자립지원을 위한 단기체류형 공동주거시설 모형개발 연구 = (A) study on short-term residential facility for single mother family

Recently, single parent family has increased rapidly according to divorce growth. Single mother family form over then 80% of total single parent family and many of them are the weak in financial things. Especially residential problem of low-income single mother family has appeared upon the field of social problem. It is encouraged for unstable single mother families economically and emotionally to live in residential facilities in order to recover their anxiety. But single mother family has undergone unpleasant prejudice in our country. Besides domestic facilities were established as the shelter for widows and unmarried mothers in post age. In these reason many single mother family avoid entering residential facility. In recent years, however, the tendency that dwellers attach importance to self-sustenance and privacy has rising continually. In addition residential facilities changed into the system supporting private life not protecting one-sidedly. Therefor it is necessary to plan new residential facility in order to accept new type of single mother family-over than 9% of total family.
So, preceding survey including the theoretical consideration and the present condition survey was performed firstly. The theoretical consideration is composed of not only architectural theory but social welfare theory and domestic science. Also direct observation and open- ended interviews has used by the method of condition survey. The target of condition survey is existing facilities, the persons concerned and the dwellers. Especially this study contain the evaluation of dweller's spacial usage through the question-naire. And the question-naire is based on qualitative survey, because the amount of facility and dweller is short to quantitative survey and the dweller's character is so delicate.
Based on collecting data by studying theory and surveying the present condition, design guideline is suggested. Besides the prototype of residential facility is presented. The design guideline is composed of the guidelines of outdoor space, working space, public space, residential space, corridor and passage according to the frame of condition survey. And the development of prototype is divided into several types according scale and children's age.
(1) The design guideline is based on the propriety investigation of legal standard and existing condition survey. So, in this study the improvable matters and alternative proposal is referred according to separate space-outdoor space, working space, public space, residential space, corridor and passage.
(2) The development by the scale of facility is divided in to 20 families' scale, 30 families' scale, over than 40 families' scale. For example 20 families' scale facility has young dwellers relatively and limit upon the size of land. And 30 families' scale facility has various program and program rooms. 40 families' scale facility is located in suburban and has the older dwellers.
(3) Also we can separate the prototype according to children's age. Because the life style of dwellers is very different by the children's age. So, the development of prototype is divided into residential space for the families has young children and the families has adolescent boys and girls.
In the result, this study suggests design guideline and prototype by the scale and children's age. This guideline and prototype will be applied to remodeling of old facility or a new building. And a new building will be built in future style as the model of this study. Theses building works had better be done by the government or community of social welfare. However there are a few limitations of this study. Firstly a former study and precedents isn't sufficient to develope prototype. So this study had to depend on direct observation and open- ended interviews. But it was the good chance to perceive correct usage and the opinions of dwellers. From now on, the study on short-term residential facility for single mother family will be continue since it is worth establishing new house type, public daycare center for children and future welfare facility.

국문 초록 (Abstract)

최근 편부모가정은 이혼율의 증가에 따라 그 수가 급격히 늘어나고 있다. 편부모가정중 80%이상이 편모가정이며, 이들은 경제적으로 약자의 입장에 놓여 있는 경우가 많다. 특히 저소득층의 주거문제는 사회적 차원의 문제로 대두되고 있다. 사회복지학적인 측면에서 모자가정의 경제적·사회적 안정을 위해 공동체 생활을 일정기간 누리면서 자립할 수 있는 시간을 갖는 것이 바람직하다고 평가되고 있다. 하지만 국내의 관념상 모자가정은 ‘아버지가 없는’ 또는 ‘결손가정’이라는 따가운 시선을 감당할 수밖에 없게 된다. 게다가 모자가정을 수용하는 공동주거시설이 전후세대에 설립된 ‘보호시설’이기 때문에 입주를 꺼려하는 경향이 증가하여 왔다. 그러나 최근에는 입주자의 성향이 자치적이고 사생활을 중시하는 경향이 강해지고 있으며 공동주거시설 또한 일방적인 ‘보호’가 아닌, 자립적인 주거생활을 지원하는 방식으로 변화되고 있다. 따라서 전체 가구수의 9%에 달하는 모자가정이라는 새로운 가정 형태를 수용할 수 있는 미래형 공동주거시설 개발이 절실히 필요하다. 따라서 본 연구에서는 초기단계의 경제적, 정서적 안정을 돕기 위한 단기체류형 공동주거시설 모형개발을 목표로 하고 있다.
모자가정을 위한 미래형 공동주거시설을 개발하기 위해 먼저 모자시설에 대한 이론적 고찰 및 현황조사를 실시하였다. 이론적 고찰로는 공동주택에 대한 건축 문헌뿐만 아니라 사회복지학이나 가정학 분야의 참고문헌 등을 통해 모자시설 입소자들의 생활패턴과 성향을 알 수 있었다. 현황조사의 방법으로는 직접관찰법과 심층면접법을 이용하였는데, 현재 모자보호시설에 상주하는 직원 및 거주자를 대상으로 하였다. 특히 현장관찰과 직원 및 관계자 인터뷰에서 그치지 않고 ‘거주자 대상 설문조사’를 실시함으로써 공간에 대한 실제 사용성을 평가하였다. 관계자 심층 인터뷰 및 거주자 설문조사는 양적으로 정량적 통계를 내기에 충분하지 않고 거주자 특성상 물리적 요소와 더불어 심리적, 정서적 고찰이 필수적이기 때문에 질적인 자료 수집에 집중하였다.
이러한 자료를 바탕으로 공동주거시설을 위한 설계 가이드라인을 제안하고 그에 따른 모형개발을 수행하였다. 설계 가이드라인은 현황분석의 틀에 따라 공간을 옥외공간, 사무공간, 공용공간, 주거공간, 복도 및 통로로 분류하여 설계 지침을 제시하였다. 5장에서 제안하는 모형들은 규모별, 동반자녀 연령별로 구분되어 있다.
(1) 설계 가이드 라인은 ‘시설기준안’에 대한 타당성 검토와 현황조사를 근거로 제안하였다. 옥외공간, 사무공간, 공용공간, 주거공간, 복도 및 통로에 대한 개선점 및 추가사항, 대안책 등 각각의 지침을 마련하였다.
(2) 규모별 모형개발은 크게 20세대 규모, 30세대 규모, 40세대 이상 규모로 나누어 수행하였는데 국내 모자시설의 규모를 바탕으로 주변 환경과 입소자의 특징에 따라 차이점을 나타내는 경계를 기준으로 구분한 것이다. 20세대 규모 시설은 평균연령이 낮은 사람들이 입소하며 도심에 위치하고 면적의 제한이 심한 경우가 많다. 또한 현존하는 시설의 대부분에 해당되는 30세대 규모 시설은 공용공간을 적극적으로 이용하는 특징이있다. 40세대 규모이상 시설은 외곽에 위치하며 입소자의 평균연령이 높은 편이다.
(3) 동반자녀의 연령별로 주거단위를 개발한 이유는 자녀의 연령에 따라 거주자들의 생활패턴이 상이하기 때문이다. 따라서 영유아기 자녀를 가진 가정을 위한 주거공간과 청소년기 이상 자녀를 가진 가정을 위한 주거공간을 각각 분리 개발하였다.
결과적으로 모형개발에 필요한 설계 가이드라인과 규모별, 자녀연령별 프로토 타입을 개발할 수 있었다. 이러한 가이드라인과 프로토 타입은 기존시설의 증개축시 적용될 수 있으며 새 부지를 매입하여 신축하는 최근 경향에 따라 미래형 공동주거시설 건축에도 적용될 수 있을 것이다. 이는 경제적. 사회적으로 불안정한 모자가정이 단기적으로 체류하는 시설인 만큼 국가적 차원이나 복지적 차원에서 많이 시행되어야 할 문제이다.
이번 연구의 한계점은 문헌자료와 기존연구 사례가 불충분하다는 점인데, 따라서 현황조사와 실사용자 설문을 통한 자료수집에 의존할 수밖에 없었다. 하지만 정확한 현황파악과 실제적인 사용성에 대한 세세한 자료를 수집할 수 있는 장점 또한 있었다. 향후에도 이러한 연구는 단순한 주거시설의 차원을 넘어서 특수한 가정형태의 수용, 자녀의 공동체적 양육, 복지 사업의 체계적 운영이라는 차원에서 계속 진행될 가치가 있다고 여겨진다.
