CONSTITUTIONAL LAW--STATE LAW AS TO NAVIGABLE WATERS.--The State of Illinois, in the absence of National legislation upon the subject, can improve the navigable waters within its limits in such mode and to such extent as to it seems best. The statutes authorizing tolls to be exacted for the use of the looks on Illinois river are not in conflict with that clause in the National Constitution which forbids a State, without consent of Congress, from laying duties of tonnage.
