군사기지 관련 효과적인 민,군갈등관리 및 상생발전을 위한 정책방안 = Policy Plan for the Effective Civil,Military Conflict Management as well as Co-Living and Development Related to the Military Bases

Recently, civil,military conflicts have been intensified vis-a-vis the construction or removal of military bases among interest groups from the society, government, military, and media. In some ways, such conflicts resulted in the positive effects generating confidence and trust through a variety of opinion gathering and openness of issues. But they often face difficult and even impossible situations to solve the problems due to the complexity of differences of their interests. In the case of civil,military conflicts, the era of national security admitted as the most important issue by the public is disappeared, but there has been a tendency of promoting the pursuit of individual happiness, economic interests, and local development. Thus, to resolve the conflicts, institutionalization of political, legal, social and economic plans as well as coordinations is necessary. Specifically, this inquiry suggests an establishment of the civil,military,government governance network, development of conflict management process and techniques, and strategic communication team. It contends that comparative perspectives with a horizon for development and wisdom of reciprocity are the virtue for the effective civil,military conflict management.
