동아시아 안보환경 변화와 국제NGO의 역활모색 = A Exploratory Study on the Changes of the East Asian Security Environment and the Role of Internation NGOs

국문 초록 (Abstract)

본 논문은 한반도의 평화와 긴밀한 중첩관계를 갖고 있는 동아시아 안보환경 패러다임의 변화에 따라 새롭게 등장하는 거버넌스 논의에서 주요 행위자로 활동하고 있는 국제 NGO의 역할을 분석한 것이다. 동아시아에서의 안보 상황을 개선시키기 위한 대안을 모색함에 있어서 안보에 대한 새로운 인식과 접근이 요구된다. 아울러 위협요인에 대해서도 외부로부터의 잠재적 또는 현실적인 군사적 위협과 함께 국가 내부의 국민의 생활에 악영향을 미칠 수 있는 요소들 예를 들어 환경, 마약, 테러 그리고 경제위기 등을 포함하는 포괄적 위협요소들도 다루어져야 할 것이다. 그리고 안보문제의 해결에 있어서도 협력을 통한 정부 간, 민간 간의 우호적 관계 진전 모색이 필요하다.따라서 NGO는 동아시아 안보와 평화문제에 있어서 새로운 주체로 인식될 필요가 있다. 최근 NGO의 역할과 영향력이 증대되고 있는 것이 세계적인 추세이며, 이는 국가와 시장에 대한 새로운 감시세력으로서 NGO의 역할이 요구되고 있다는 시대적 특성에 기인하는 현상이다. NGO는 시민권력으로서 그 영향력이 지구촌차원에서 급속히 확대되어 가고 있으며, 동아시아와 한반도 문제와 관련된 NGO는 이미 주요 행위자로서의 위상을 확립하고 있다. 동아시아 평화공동체 형성과 관련, NGO는 GO의 한계를 극복할 수 있는 대안이라 할 수 있는 바, 동아시아 및 한반도의 평화를 실현하기 위해 NGO의 잠재력을 적극적으로 활용되는 방안이 모색되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study analyzes the role of international NGOs performed as main actors in the field/debates of the governance and closely related to the changes of East Asian security environment as well as those of security paradigms on the Korean peninsula.
It stresses that security studies need to recognize relevant variables not only from the external potential/realistic military threats and its cognitive analyses but also from comprehensive threats components such as terrorism, environmental problems, drugs, and economic/financial crisis. In the same nutshell, scholars in the East Asian security studies should search for the new paradigms and approaches to make a betterment in the East Asian security circumstances.
This inquiry contends that international NGOs are the new actors, partners and initiators in the East Asian security and peace matters, and that governments and civil societies should have "friendly coordinative relationship" via reciprocal cooperation. It also underlines that international NGOs are the alternatives able to overcome the limitations of the government actors. To establish an East Asian peace community and realize peace on the Korean peninsula, security studies need to actively elaborate on the ways of finding the utilization schemes of international NGOs and their potentials.
