다문화사회에서 소수자 배려윤리 = Care Ethics for Minorities in Multicultural Society

국문 초록 (Abstract)

이주노동자들과 결혼이주자들이 늘어나면서 한국사회도 다문화 사회로 변해가고 있다. 그런데 사회구성원들의 변화에도 불구하고 이주자들은 여전히 소수자로서 새로운 차별의 대상이 되고 있다. 이에 따라 정부는 새로운 사회문제를 해결하기 위해서 다문화정책을 추진하고 있다. 그러나 다문화정책이 다문화주의에 대한 성찰 없이 사회통합이라는 목표달성에만 급급하여 여러 가지 문제점이 생기고 있다. 본 논문에서는 한국의 다문화상황에서 생기는 문제점들을 극복하기 위한 바탕으로서 윤리적 접근이 필요함을 논하고자 했다. 첫째, 새소수자들을 이해하기 위해 서구사회와 한국사회의 새소수자들의 특성을 살펴보았다. 둘째, 다문화 정책모델과 다문화주의에서 소수자 위상을 살펴봄으로써 한국사회에 적절한 다문화적 모델이 무엇인지 검토하였다. 셋째, 한국사회가 다문화주의를 지향하기 위해서는 소수자에 대한 배려윤리가 우선 자리잡아야한다는 논지를 펼쳤다. 소수자에 대한 배려윤리로서 사회문화 차원에서 ``오점 상징 만들기의 극복``과 개인윤리 차원에서 ``차이에 대한 전략적 무관심``을 두 가지 과제로 제안하였다. 소수자들의 지속가능한 문화를 보호하기 위해서는 다문화 정책이 더 체계화되어야 한다. 그렇지만 무엇보다도 소수자에 대한 차별을 없애기 위해서는 소수자를 배려하는 윤리가 시민성으로 우선 갖추어져야 한다. 배려윤리는 다문화주의 사회를 정착시키는 바탕이 될 것이다.

다국어 초록 (Multilingual Abstract)

Korean society is changing into multicultural society. Foreign immigrants and visitors are noticeably increasing. In spite of social members` changing, the foreigners are still minority in Korea. There is no cultural diversity in Korean society. Even though Korean government has provided settlement policies for woman immigrant spouses in name of multicultural policy, they are not multicultural policy but assimilation policy. In this paper, I tried to understand the multicultural policy in Korea from the perspectives of the minorities. First, I reviewed who the minorities in western liberal countries and Korea are. Second, I explained multicultural models to find what is appropriate to Korean society. Third, I presented care ethics for minorities in Korea. Most importantly, we must overcome the operation of the stigma symbol. In addition we should do a tactful unnoticed difference. For example Korean government adopted ``multicultural family`` as an official term, ``multicultural`` serves as stigma. I think multicultural policy should be expanded in order to protect the immigrant`s sustainable culture. More important thing is that citizen`s basic viewpoint about new Koreans(minorities). Koreans think generally there is only one person in Korea. Multiracial country is not recognized in Korea. In order not to discriminate the minorities, Citizen`s Care ethics is a basic condition of citizenship. Care ethics can serve as the basis for multicultural society.
