‘소통’의 장에서 ‘규탄’의 장이 된 로마원로원 － 키케로의 「필리피카 1,2」를 중심으로 = The Roman Senate, from the Place of Communication to Condemnation : M. Tullius Cicero’s First Philippic and Second Philipic Orations against M. Antonius

In the Republican era, the Roman Senate was a consultative body for Consuls, but it was one of the pillars of the Roman Republic, as SPQR (Senatus Populusque Romanus, the Senate and the Roman People) said. In particular, Rome was able to expand beyond the Italian peninsula to the Mediterranean world by adjusting the conflicts between the nobility and the common people, through its status struggle, and by achieving legal and political equality. In the process, the Senate served as a forum for discussion and communication of all public matters. However, the long war and the collapse of small and medium-sized farmers brought about the Gracchi reforms, but which failed to solve the problem due to the resistance of vested interests in the Roman Senate. Eventually, the authority and status of the Senate were undermined, and the Senate became the political arena for condemning and punishing political enemies. In this situation, in 63 B.C., Cicero had already succeeded in eliminating Catilina by making speeches and military actions that uncovered the treasonous plot of the Catiline’s in the Senate. After Caesar’s assassination in 44 B.C., Cicero published a series of 14 speeches condemning Mark Antony in 44 and 43 BC., titled the Philippicae or Philippics. This paper covers 1st Philippic and 2nd Philippic. Through them, I think, Cicero wanted to eliminate Antony who surpasses in his political ambition even Lucius Sergius Catilina and Publius Clodius Pulcher, and restore again the freedom of the Republican Senate, the symbol of the Roman Republic.

국문 초록 (Abstract)

공화정시대에 원로원은 콘술의 자문 기관이었지만 ‘원로원과 로마인민’(SPQR, Senatus Populusque Romanus)이 말하듯이 로마공화정의 한 축이었다. 특히 로마가 신분투쟁을 통해 귀족과 평민의 갈등을 조정하고 법적, 정치적 평등을 달성하면서 로마는 이탈리아 반도를 넘어 지중해 세계로 팽창할 수 있었다. 이 과정에서 원로원은 모든 공적 문제의 토론과 소통의 장으로 기능했다. 그러나 오랜 기간의 전쟁, 소수의 지배자들의 공유지독점으로 인민의 대다수를 차지하는 중소 자영농의 몰락하는 듯 위기가도래했고, 그라쿠스 형제의 개혁이 제시되었지만 기득권 수호세력의 보루가 된 원로원은 제 기능을 다하지 못했다. 결국 원로원의 권위와 위상은훼손되었고, 원로원은 정적을 규탄하고 응징하는 정쟁의 장이 되고 말았다.
이러한 상황에서 이미 기원전 63년 콘술로서 원로원에서 카틸리나 일파의 반역음모를 적발하는 연설과 군사행동으로 카틸리나 세력을 제거해 국가를 위기에서 구하는데 성공했던 키케로는 기원전 44년 3월 독재관 카이사르가 살해된 뒤에 제2의 카이사르가 되어 국정농단을 이어가는 안토니우스를 규탄하는 14차례의 연설을 이어갔다. 마케도니아 왕 필리포스에 대항해서 연설을 데모스테네스의 필리피카 연설과 궤를 같이 한다 해서 ‘필리피카이’라고 명명된 키케로의 연설은 로마공화정의 상징인 원로원의 자유를 회복하려는 공화파의 대부 키케로의 마지막 노력이었다.
본 논문은 필리피카 1, 2권을 중심으로 공화정기에 공적 문제의 소통의장이었던 원로원이 정치적 주도권을 행사하지 못한 채 제2의 카이사르로서 공화정의 국제를 무시하는 안토니우스에 대한 규탄의 장으로 변모해간 정황을 추적하며 공화정의 붕괴과정을 해명하기 위해 작성되었다.
