Local Government 3.0 is an extention of Government 3.0. So we have to understand Gov.3.0 concept and contents before discussing Local Gov.3.0. Gov 3.0 is a new paradigm for creative economy and ordered public service by proactive information sharing and cooperative tasking among departments and other public actors. However, We must keep in mind there are many obstacles to overcome for information sharing, openness, participation and ordered service. Web2.0, Cloud computing and Big data analysis are not sufficient, if not reforming law and institution. above all, Upper level coordination tower can also be operative whenever it is needed. Specially, we really wish that we can overcome moral hazard, we should work out a design for external and internal incentive system. In my analysis, New PCRM can be a best alternative, because we can control demand and supply capacity to find rational equilibrium with it.
