매니지먼트 패션의 사회적 구성 = 미국 컨설팅 회사의 TQM 시장 퇴거, 1992～2003

국문 초록 (Abstract)

많은 조직혁신 프로그램들이 조직성과 향상을 위한 만병통치약처럼 여겨져서 빠르게 확산되었지만 머지않아 인기를 잃고 빠르게 소멸해 왔다. 이 같은 프로그램들, 그리고 그들이 내포하고 있는 조직혁신에 대한 집단적인 신념을 매니지먼트 패션이라고 부른다. 이러한 신념은 사회적으로 구성되며, 따라서 패션을 구성하는 원리나 내용은 시간과 상황에 따라 변한다. 이 논문은 최근까지 미국 경영계를 휩쓸었던 총체적 품질 경영(TQM)의 내용적 진화과정을 매니지먼트 패션의 주요 공급자인 컨설팅 회사들의 TQM 시장 퇴거라는 현상을 중심으로 살펴본다. 특히 조직의 활동과 드러낸 목표가 어느 정도 통합되어 있는지를 나타내는 조직 정체성과, 경쟁 관계에 있는 프로그램 혹은 이를 제공하는 컨설팅 회사들과의 경쟁이 TQM 시장 퇴거율에 어떤 효과를 갖는지 살펴본다. TQM이 패션 붐에 있을 때에는 조직의 역량이나 활동과 관계없이 많은 컨설팅 회사들이 시장의 매력 때문에 TQM 시장에 진입하지만, 일단 붐이 꺼지고 나면, 그 서비스 활동이 TQM의 핵심원리와 분리되어 있는 회사들이 그렇지 않은 회사에 비해 빠르게 시장에서 빠져 나갔다. 또한 TQM의 기술적 핵심 요소인 품질관리를 제공하는 회사보다는 조직행동적인 요소인 인사관리를 제공하는 회사의 시장 퇴거가 더 빠른 것으로 나타났다. 이 같은 패턴은 TQM의 경쟁자인 리엔지니어링이 빠르게 확산되는 시기에 더 뚜렷하게 나타났다. 결과적으로 컨설팅 회사들이 정의하는 TQM은 규범적인 측면이 점점 약화되는 대신 기술적 전문성이 중요해지는 방향으로 진화되어 갔다. 마지막으로 이 연구가 매니지먼트 패션 연구와 조직이론의 발전에 기여할 수 있는 점을 논의한다.

다국어 초록 (Multilingual Abstract)

Many management programs are initially believed to be universal quick fix solutions to existing organizational problems, but such beliefs or so-called ‘management fashions’ are soon rejected by the business community. Much of the literature on management fashion has paid attention to the lifecycles of fashionable ideas and practices, but been silent about the construction and transformation of their contents and characteristics. This article examines the evolution of Total Quality Management(TQM) in the US, by focusing on management consultants’ exit from the TQM market. Such theoretical concepts as fashion identity and interfashion competition are advanced to explain the differential rates of exit from the TQM market. When TQM was in fashion, many consultants, regardless of their organizational capabilities or activities, entered the market. During the bust, however, A looser integration of organizational activities into TQM principles was associated with the higher rate of exit from the market. It is also found that this pattern was mediated by competitive threats stemming from the rise and diffusion of the rival management fashion. As a result, the population of TQM consultants has evolved toward technical rather than behavioral expertise. The contributions this study would make to management fashion studies and organization theories are discussed.
