일제하 식민농정과 조선 농업, 농민 연구의 현황과 과제 = A Study of Status and Project of Colonial Agricultural policy and Agriculture, Peasant in Colonial Korea

국문 초록 (Abstract)

이 글은 일제 식민지기 조선에서 시행된 식민농정의 내용과 그로 인해 나타난 조선 농업의 생산력 변동과 농민 생활의 변화를 살펴보았다. 식민지기 연구 중 농업부문에 대한 연구는 활발히 이루어져 많은 성과를 도출했다. 이러한 연구 성과를 바탕으로 일제가 남겨놓은 통계자료 속에 보여지는 식민지 농업의 실상을 어떻게 이해할 것인가, 일제의 식민농정의 구체상은 무엇이며 그 성격과 의미는 무엇인가를 정리해 보았다. 먼저 데이터 추계를 바탕으로 일제시기 경제상을 재조명하려는 연구는 식민지 수탈성에 대한 생산적 논의를 이끌어 낼 수 있는 연구라 할 수 있다. 일제 식민농정은 일제의 요구에 따라 이루어진 것으로, 그 결과는 자연적 조건이나 조선 내부의 역관계에 규정되며 계획과 다른 경우도 있었지만, 대체로 일본제국주의의 이해관계와 재조일본인들의 경제적 이해관계는 충실히 반영되는 형태로 진행되었다. 한편 일제의 식민농정이 조선농민을 위한 선의의 정책이었다고 할 수는 없으나, 이러한 정책에 대응하는 조선인의 입장에 따라 학습효과나 부수적 이익을 취할 수 있었음이 지적되고 있다. 그러나 일제 36년간의 기간을 생활수준이 향상되고 살기 좋았던``아름다운 시절``이라 기억할 수 있을까. 역사적 진실에 보다 가깝게 접근하기 위한 연구 방법론에 대한 고민은 계속되어야 할 것이다.

This study researches on colonial agricultural policy and change of Agriculture productivity and peasant life in Colonial Korea. Of all Japanese colonial history study, there are many agriculture history study. First, there are review of colonial Korea economy status that analyze data estimation. This study can derive from productive discussion of colonial exploitation. Japanese colonial agricultural policy was operated to Japanese imperialism demand. As a result, economic interest of Japanese imperialism and Japanese live in Chosun(Colonial Korea) was faithfully reflected in colonial policy. Japanese colonial agricultural policy can°Æt be good will policy for peasant live in Chosun. But some studies make a point that some korean could obtain studying effect and additional profit from Japanese colonial agricultural policy. By the way, do you think that colonial period was ``the beautiful time``-standard of living was improved and lived in affluence ? It is continued that seeking for several study ways to approach the historical truth.
