유럽연합의 보호책임원칙 논의와 인도적 지원 매커니즘: 미얀마 사례를 중심으로

국문 초록 (Abstract)

전 세계적으로 재난의 종류가 복잡해지고 다양해짐에 따라 인도적 위기 상황은 심화되고 있다. 국제개발협력 분야에서 유럽연합기관들(European Union Institutions)의 역할은 점차 커지고 있다. 유럽은 국제사회의 인도적 지원 분야에서도 그 두각을 나타내고 있다. 동 연구는 유럽연합의 국제사회에 대한 인도주의적 기여를 다음과 같은 두가지 측면에 집중해서 분석하고자 한다. 첫째, 보호책임원칙(Responsibility to Protect, R2P)에 대한 유럽연합의 논의와 기여에 대해 분석한다. 둘째, 유럽 연합의 인도적 지원(humanitarian assistance) 체계를 분석하고자 한다. 이 연구는 동남아시아 지역 특히 미얀마의 인도적 위기를 중심으로 연구를 진행하고자 한다. 2008년 미얀마를 덮친 사이클론 나르기스 사태로 촉발된 보호책임 논쟁, 로힝야 사태, 가장 최근인 2021년 2월 군부 쿠데타 등 미얀마의 인도적 위기 상황은 유럽연합뿐 아니라 국제사회에 인도적 위기 대응에 대한 도전 과제를 제공하고 있다.

다국어 초록 (Multilingual Abstract)

As the types of disasters worldwide become more complex and diversified, the humanitarian crisis is intensifying. In International Development and Cooperation and Humanitarian Assistance, the role of Institutions of the European Union becomes crucial. This study attempts to analyze the humanitarian contribution of the European Union to the international community by focusing on the following two aspects. First, the research discusses the contribution of the European Union to the Responsibility to Protect (R2P). Second, the paper explores the system and the mechanism of the EU"s humanitarian assistance. The research specifically focuses on humanitarian issues in Southeast Asia with a specific focus on Myanmar. The humanitarian crisis in Myanmar, such as the controversy over R2P sparked by the Cyclone Nargis crisis, struck Myanmar in 2008. Furthermore, the Rohingya crisis and the most recent military coup in February 2021 provide a significant challenge for the European Union and the international community to respond to a humanitarian crisis.
