As the large-scale disasters are getting more frequent and more enlarged, getting more increased are the importance and urgency of disaster management that will protect human life and civilization. In this study, I want to study the importance of disaster management resource factors, which are one of the most urgent and practical elements in preparing and managing disasters as real dangers challanging our present life, and to illuminate the impact of disaster management factors on disaster response effectiveness.
For this aim, my study proceeds as following. First, the concept and the nature of disaster, the importance of disaster management resources, and the concept of disaster management resources and their importance are discussed. Second, the disaster management resources are classified as elimentary factors of disaster response. Third, through analyzing precedent studies and research, the characteristics of disaster management resources factors to which we should pay attention for facilitating disaster and disaster management are defined.
In addition, using the concepts classified and defined above, a survey is conducted for citizens aged 19 to 69 who are in an age and position to face disasters directly in real life and respond to them maturely. The results of this survey are arranged and analyzed using frequency analysis, one-way variance analysis, T-Test, and IPA analysis. Through these analyses, I try to figure out which category is recognized as more necessary and(or) more important in terms of population sociology and disaster experience, among four categories presented to targetted citizens of disaster management resource management system which each local government needs to have. I also examined the gap between importance and need awareness of each sector. By using the results of these analyses, I tried to get a hint to solidify the construction of a disaster management resource management system and to approach the ultimate purpose of increasing disaster response effectiveness for local governments which should strive to respond to disasters and are in a position to use the means and measures.
To conclude, the ultimate objective of my study is to come up with more efficient disaster countermeasures which can make best of constantly changing new situations by filling a gap in objective theoretical research in reliance on realistic or possible disaster victims' perceptions and collective intelligence.
