어업면허구역의 해상경계 설정에 관한 연구 = A Study on the management of marine boundary in licensed fishery areas

다국어 초록 (Multilingual Abstract)

Licensed Fisher Area, which used in set net fishery or fish-raising industry in general, are determined by private sector's survey technic to measure any point on the water surface. So the result of survey can not ensure its official reliability even though all documents and graphics are completely enrolled, arranged well in public offices, and then deliver legal license to owners of those in due process.
Besides, among adjacent licensed owners, conflicts on each boundary are incessant.
In an technical aspects, both securing its reliability of the performance in survey and improving potentiality to coordinate the conflicts on boundary rely firstly on the managerial quality of the control points of survey. As the result of this theoretical and empirical analysis, I maintain that even the management system in control points of survey should be transferred into a public sector, like the cadastral survey system, which control all administrative procedure by national law from the surveying stage as the first step.
