분단-재통일 : 정상화(Nornalisierung)의 의미 = Teilung - Wiedervereinigung : die Bedeutung von Normalisierung

국문 초록 (Abstract)

두 국가로의 분단이 거의 50년 혹은 그 이상 지속될 경우, 이러한 상황을 알고 또 당연시하는 적어도 두 세대가 성장하게 된다. 이는 경험에 의한 습관이고 이러한 정세에 대한 동의를 의미해야 하는 것이 아니지만 상상력과 행위방식에 영향을 미치게 된다. 단지 소수의 국민들만이 국가적 통일을 개인적인 체험에서 알고 있다면, 이는 긍정적인 동시에 부정적으로 작용할 수 있다. 개인적인 동기 때문에 재통일을 이루고자 하는 압력은 약화될지 모르지만, 다른 편과 협상하려는 의지는 강화될 수 있기 때문이다. 정상화가 다양한 차원에서의 접촉과 교류의 증진을 내용으로 하는 것이라면, 정상화는 장기적으로 외부에 대한 거리두기(Abgrenzung)의 약화와 대내적인 감시력의 감소를 의미한다. 그러한 과정은 또한 그럴 듯한 적대상(Feindbild)의 유지를 힘들게 하는데, 이는 현재 북한의 체제 유지에서 가장 중요한 요소이다. 적대적인 대결 상태에서는 정상화가 초기에는 예전에 강경하게 거부되고 극히 경미하게 협력에 임했던 편에게 성공적인 체험이 되는데, 이는 정상화가 대체로 일방적인 사전성과와 단독대표적 주장(Alleinvertretungsanspruch)의 포기와 더불어 시작되기 때문이다. 실제로 정상화는 상호적인 유용성이 지속적으로 나타날 때만이 계속될 수 있고 성공적일 수 있다. 본문에서는 분단국가들 간의 차이와 공통점에 대해 묻고 정상화의 의미를 지적하는 작업이 이어질 것이다. 나는 정상화의 딜레마를 설명한 후에, 결론에서 일반적인 인식을 표명함과 동시에 구체적인 제안을 하기 위해서 한국과 관련한 중요성을 기술할 것이다.
