신안보위협에 따른 해양경찰의 대테러정보활동 발전방안 * = Counter-terrorism Intelligence Activities of Korea Coast Guard due to New Secur ty Threats

국문 초록 (Abstract)

오늘날 전 세계에서 공감하고 있는 신안보위협은 과거와는 다른 수단과 행태로 이루어지고 있으며, 목적과 대상에 있어서도 전통적인 국가안보를 위협하는 요소들과 구별되고 있다. 특히 법집행기구의 업무영역에 해당하는 테러문제와 국제조직범죄 그리고 수많은 스파이 활동 등 국가안보를 위협하는 초국가적 범죄들은 새롭게 국가정보활동의 영역으로 편입되 었다. 이에 정보활동에 의해 수집된 자료들은 사법절차에서 증거 또는 증거의 원천이 되는 경우가 적지 아니하게 발생하고 있으며, 국가정보와 법집행 업무는 불가분의 긴장관계와 협조관계를 갖게 되었다. 해양경찰 역시 정보공동체의 일원으로서 대테러정보활동을 수행함에 있어 적극적인 사전 예방적 대테러정보수집 활동을 수행해야 하며, 이를 위해 기존의 해양경찰 조직과 업무 체계 및 패러다임의 변화에 대한 인식의 전환이 필요한 시점이다.

다국어 초록 (Multilingual Abstract)

The new security threats that are being shared throughout the world are made up of different means and behaviors from the past. The purpose and object of security threats are distinguished from those that threaten traditional national security. Terrorism issues, international organized crime, and espionage activities, which are the work areas of the law enforcement agency, have been newly incorporated into the domain of national information activities. In this regard, data collected by intelligence activities may be the source of evidence or evidence in the judicial process, and national intelligence and law enforcement agencies have become inextricably tense and cooperative. Maritime police should actively engage in activities to collect counter-terrorism intelligence in conducting counter-terrorism intelligence activities as a member of the intelligence community. Therefore, it is necessary to change the perception of change of existing maritime police organization, worksystem and paradigm.
