지역적 특성을 반영한 사회적 취약성 지수 개발 = Development of a Social Vulnerability Index that Represents the Regional Characteristics of a Specific Region

국문 초록 (Abstract)

자연재해로 인한 피해는 동일한 규모나 강도일지라도 지역에 따라 차이가 발생할 수 있으며, 이는 사회적 취약성과 연관된다. 사회적 취약성은 사회 자체가 내재하고 있는 취약성을 의미하며, 주로 주성분 분석을 이용하여 정량화되어 왔다. 그러나 이는 전체 지역을 동일한 조건으로 간주하여 지역적인 특성을 간과할 수 있다는 한계점을 가지고 있다. 따라서 본 연구에서는 지역적인 특성을 고려할 수 있도록 국지적 사회적 취약성 지수를 개발하고자 하였다. 이를 위해 지리 가중 주성분 분석 기법을 적용하였으며, 그 결과 서울특별시 광진구, 동대문구, 강원도 홍천군 등이 취약한 지역으로 나타났다. 특히 서울특별시는 건축물 밀도와 인구밀도가 주요한 요소로 파악되었다. 이외 다른 지역들에 대해서도 교육 수준, 사회기반시설 등 사회적 취약성을 악화시키는 요소들을 국지적으로 파악할 수 있었으며, 해당 결과는 지자체 단위의 정책 적용에 필요한 정보를 제공할 수 있을 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

The extent of damage caused by natural disasters can differ across regions, even though their similar size or intensity, and this variation is linked to social vulnerability. Social vulnerability pertains to the inherent vulnerability of society as a whole and has primarily been measured through principal component analysis. Nevertheless, it is limited in that it takes into account the entire region under uniform conditions and may fail to acknowledge local characteristics. Hence, the objective of this study was to create a localized social vulnerability index that incorporates specific local attributes. In order to achieve this objective, we utilized a geographically weighted principal component analysis method. As a result, we identified Gwangjin-gu, Dongdaemun-gu Seoul, and Hongcheon-gun Gangwon-do as areas that are vulnerable. The main factors identified in Seoul were building density and population density. In other regions, we have identified local factors that worsen social vulnerability, such as education level and infrastructure. The findings are anticipated to offer valuable insights for implementing policies at the local government level.
