      Sample surveys have been widely practiced as a data collect tool for understanding the society and its population. More importantly, as surveys provide vital data sources for government official statistics, their quality may directly influence government policies, guiding the lives of many people. Therefore, it is important to understand and evaluate sample surveys systematically based on science. This paper provides a brief background and history of sample surveys and introduces the total survey error paradigm crucial for a scientific understanding of sample surveys.

      사회인구에 대한 이해의 목적으로 사용하는 데이터 수집을 위하여 표본조사가 널리 시행되고 있다. 특히 표본조사가 정부의 공식통계에 활발히 사용되고 있으므로, 표본조사의 품질이 일반...

      사회인구에 대한 이해의 목적으로 사용하는 데이터 수집을 위하여 표본조사가 널리 시행되고 있다. 특히 표본조사가 정부의 공식통계에 활발히 사용되고 있으므로, 표본조사의 품질이 일반국민의 생활을 결정짓는 정책 수립 등에 직접적인 영향을 미칠 수 있다. 따라서 표본조사의 품질을 과학을 바탕으로 하여 구조적으로 평가하는 노력이 필요하다. 본 원고는 표본조사의 간략한 역사와 더불어 표본조사 품질을 과학적으로 이해하는데 핵심적인 역할을 하는 총조사 오차(total survey error)의 패러다임을 소개하겠다.
