노인장기요양서비스 질 향상을 위한 법제 개선방안 = Improvement of legal system to improve quality of long-term care service for the elderly

국문 초록 (Abstract)

우리나라는 고령사회를 맞이하고 있고, 초고령 사회를 걱정해야하는 단계에 이르고 있다. 이에 노인장기요양보험제도의 긍정적인 측면을 발전시키고, 문제되는 부분을 개선해 가면서 전 국민이 보편적인 복지를 누릴 수 있도록 이끌어야 할 것이다. 특히, 노인장기요양서비스는 질 향상을 위해 보다 나은 전달체계를 통한 맞춤형 복지를 지향할 필요가 있다.
이에 본 연구는 노인장기요양보험제도의 도입취지와 배경을 살피면서, 서비스 질에 관한 현황을 진단하고, 문제점을 꼽을 수 있는 사항에 관하여 서비스주체와 대상 및 법제적으로 개선방안을 제시하고자 하였다.
본 연구를 위하여 노인장기요양서비스의 운영현황을 통해 문제점을 분석하였다.
첫째, 요양보호사의 교육부실과 전문요양보호사 양성교육시스템의 결어로 서비스의 질 저하가 문제가 되고 있는 실정이다. 둘째, 요양보호사의 낮은 처우 및 관리체계 미흡한 점이다. 셋째, 획일적인 내용의 서비스가 중심이 되고 있고, 수급대상자의 수요조사가 결어되어서 맞춤형 서비스가 이루어지지 않고 있다. 넷째, 요양관련하여 수급대상자 및 그 가족의 적절한 서비스를 선택할 수 없는 서비스 정보접근의 어려움을 문제로 들었다.
이런 문제점에 대한 주요 법제 개성방안으로는 요양보호사의 전문교육과정 신설, 요양보호사의 인건비 비율 및 자료제출의 법규범화, 이해관계자들의 의견수렴 제도를 통한 체계적인 관리, 서비스 제공기록의 맞춤형 설계 및 수요조사, 웹 서식을 통한 지식관리의 실질적 제도화, 서비스 이용의 다양한 정보접근체계 마련이라는 내용을 제시하였다.

Korea is entering into an aging society and reaching a stage where it should worry about a super-aged society. Therefore, it is necessary to develop the positive aspect of the long-term care insurance system for the elderly and to lead the universal welfare of the whole nation by improving the problematic part. In particular, the need for long–term care services for elderly people is increasing in order to improve customized welfare through better delivery system.
The purpose of this study is to diagnose the current status of service quality and to suggest ways to improve service subject, subject, and legal system in terms of issues that can be considered as problems, while examining the purpose and background of introduction of long-term care insurance system for the elderly.
For this study, we analyzed the problems through the operation status of long–term care services for the elderly.
First, the deterioration of service quality is a problem due to the poor education of caregivers and the education system of professional nursing staff. Second, the low treatment and management system of care workers are insufficient. Third, the service of uniform contents is centered, and the demand survey of the recipients is not completed, and customized services are not provided. Fourth, the difficulty in accessing service information that can not select appropriate services for the recipients and the family members related to medical care was a problem.
Based on these problems, the main legislative measures for improvement include the establishment of a professional curriculum for care workers, the ratio of labor costs of care workers and pan-normalization of submission of materials, systematic quality management through stakeholder feedback system, customized design and demand survey of service delivery records, Practical institutionalization of knowledge management through web form, and to provide a variety of information access systems.
