The Politics of Social Pacts on Income Security in Digital Economies: Is Government's Role Significant?

Aware of a negative link between income inequality and labour market flexibilization in digital economies, the study explores the role of government in pacts’ negotiations on income security. Through a comparative analysis of the 2016 ICTWSS international political dataset, the study finds that the governments have played a key role in pacts' negotiations, either through direct, heavy participation or at least as an actor of tripartite negotiations, particularly in the corporatist and social democratic welfare states. Also, the experiences of Germany and the Netherlands with relatively low income inequality despite high shares of flexible employment, point to the increasing state role. The study strongly suggests that given the trend of shrinking union power as economies become increasingly digital and firms' profits grow, the government's role will likely also increase to adjust imbalances of power between social partners.
